The research presented in this article focuses on the urban region of Novosibirsk, which is one of the most industrialized part of Siberia and the Asian part of Russian Federation. To show relationships between the city as the core of the region and its peripheral area a case study analysing territorial units within the southern settlement belt along the Novosibirsk–Cherepanovo regional railway line over a distance of approx. 100 km. This belt was chosen because of the continuity of the settlement and due to the presence of different functional types of edge towns. The adopted system, from the core to the area of weakening direct links to Novosibirsk, helped to define the directional profile of the urban region as relating to the demographic and economic characteristics. The research was based on two methods of determining the functions of cities in the national settlement system: a research programme concerning the genesis of functional development and a research programme of specialised functions, the purpose of which is to determine the economic base (exogenous functions) of territorial units. The presented results have shown general tendencies in the transformations of the Novosibirsk urban region’s spatial structure, both in long-term perspective (the generic view of function development) and under contemporary circumstances related to the economic transformation of Russia.

As e-government plays an increasingly dominant role in modern public administrative management, its pervasive influence on organizations and individuals is apparent. It is, therefore, timely and relevant to examine e-governance—the fundamental mission of e-government. By adopting a stakeholder perspective, this study approaches the topic of e-governance in e-government from the three critical aspects of stakeholder management: (1) identification of stakeholders; (2) recognition of differing interests among stakeholders; and (3) how an organization caters to and furthers these interests. Findings from the case study point to the importance of (1) discarding the traditional preference for controls to develop instead a proactive attitude towards the identification of all relevant collaborators; (2) conducting cautious assessments of the technological restrictions underlying IT-transformed public services to map out the boundary for devising and implementing control and collaboration mechanisms in the system; and (3) developing strategies to align stakeholder interests so that participation in e-government can be self-governing.

Megaprojects involve managing external stakeholders with diverse interests. Using an Indian megaproject case study, we discuss how the project managed external stakeholders through strategies such as: persuasion, deputation, give and take, extra work for stakeholders, and flexibility. Drawing from theories and frameworks of power, we explain how these strategies emerge through a process of tactical clustering. We also analyze the resources available to the project team—such as recruitment discretion, government backing, and fund discretion—that influence these power dynamics and enable these strategies. We posit that changes in the resource base can significantly affect strategic action and, in turn, megaproject outcomes.

PurposeThis article examines community expectations and perceptions of the corporate social responsibility (CSR) performance of a multinational mining company following a unique incident of cyanide spillage from a tailings (processed ore effluents) storage facility. CSR remains a critical component of stakeholder management in developing countries due to the continuous environmental and social impacts of mining development. The article employs the stakeholder and institutional theories to assess the CSR manifestations of a large-scale mining company in the context of pressures at the plant level.Design/methodology/approachWe employ a mixed method design using survey and stakeholder interviews to collect, analyse, and present findings within legal, ethical, and discretionary CSR categories. The survey data were statistically analysed by calculating the standard deviations of the three CSR dimensions to compare and understand the data variations in respect of the perception ratings of respondents on a four-point Likert scale, while interview data was evaluated using an inductive approach based on thematic networks.FindingsThe findings suggest that unfulfilled expectations for employment generate wider consensus towards demands to share in mining benefits based on rising perceptions of inequity and social exclusion. Additionally, host communities within farming areas engage in speculative development in anticipation of CSR-related compensation resulting in a homogenised expectation. Further, this study reveals that reactive CSR practices are interpreted as both insincere and patronising, contributing to a negative perception of mining activities in affected communities.Research limitations/implicationsAs a single-case study, the findings may be inadequate for theoretical generalisations and therefore limited to the context of the study.ImplicationsRethinking stakeholder and institutional theories, and exploring new assumptions in the context of the mining industry in Ghana, may expand the current discourse within the academic, corporate, and statutory communities.ContributionThis study adds to and expands the assumptions of stakeholder and institutional theories in a mining context within local communities. It may also improve the knowledge of managers of large-scale mining companies on effective stakeholder management.

Train-set circulation problem is an important issue in operations of high-speed passenger trains in the world. On the basis of characteristics of the train-set circulation problem in China, an integer programming model is presented without considering distinct train-set types. With redefinitions of some basic mathematical objects and operations, an improved particle swarm optimization algorithm is proposed to solve the model. The algorithm is applied in a real-life case study based on the timetable of the Wuhan-Guangzhou High-speed Railway Line. The results show that the proposed algorithm is effective to find the optimized train-set circulation plan.
