The corporation is the most complex, adaptive, and resilient model of organizing economic activity in history. In an era of globalization, the transnational corporation has significant power over society. While its rights are specified through private ordering, and choice of jurisdictional home, in the event of conflict of laws, the corporation's duties and responsibilities remain contested. Notwithstanding the argument in institutional economics that all transactions take place within governance and legal frameworks, underpinned by a 'non-calculative social contract,' the terms are notoriously difficult to define or enforce. They are made more so if regulatory dynamics preclude litigation to a judicial conclusion. This Element situates the corporation – its culture, governance, responsibility, and accountability – within a broader discourse of duty. In doing so, it addresses the problem of the corporation for society and the corporation's problem in aligning its governance to changing community expectations of obligation.

AbstractDespite the increasing need for local and migrant populations to cooperate in natural resource governance, little attention has been paid to community contexts that influence individual cooperative behavioural choices among them. The present study demonstrates this influence through quantitative and qualitative data obtained in Shiraho village, Okinawa, Japan. Externalised cooperative behaviour was significantly different between locals and migrants, and the residents’ location in the social network was related to the level of cooperation, even though they had similar individual cooperative preferences. We find that people with dense social ties participate in community cooperation more than others, and that residents practise their cooperative behaviour in a way that fits community expectations: which was influenced by age and birth origin. Understanding the social context that guides individual behaviour for natural resource governance in a time when residential fluidity may keep increasing has relevance to other communities.

The determination of a public policy is of course always faced with the problem of budget constraints which often puts the government in a trade-off situation which is defined as a dilemma condition that makes it difficult to make choices in determining priorities. This is what makes many policies that are not effectively implemented. The neglect of community expectations has resulted in negative reactions ranging from acts of violation even to anarchy that leads to crime. For this reason, it is deemed very important for the government to have a strategy in setting a priority scale so that a policy is more beneficial to people's lives, not just focusing on legal certainty. For this reason, the main problem is related to the efforts of the Regional Government in determining the priority scale so that an implementation of public policy is truly on target.

Keywords: Budget Constraint, Trade off, priority scale

Advancements in information technology are sources of both opportunity and vulnerability for citizens. Previous research indicates that there are significant challenges for police in investigating cybercrime, that community expectations about police responses are based largely on media representations, and that victims experience high levels of frustration and stigmatisation. This paper examines the views of the Australian community and law enforcement officers about the policing of cybercrime. Results suggest that police personnel are more likely to view cybercrime as serious, and community members are more likely to ascribe blame to victims. Results also indicate a discrepancy between police and community members in their views of the efficacy of police responses. These discrepancies contribute to public dissatisfaction. Therefore, the paper covers some general strategies for short-and long-term cybercrime prevention.
