IntroductionThe US federal data landscape is evolving through the implementation of the Foundations for Evidence-Based Policymaking Act of 2018 and the 2020 Action Plan of the Federal Data Strategy (FDS). The Act and Plan seek better data governance; making data accessible and useful for the American public, businesses, and researchers; and improving how the government uses data to make decisions and for program oversight. Objectives and ApproachThis paper provides a brief overview of the Evidence Act, describing what has already been implemented and what is forthcoming and how it involves population data linkages. We will also describe the FDS, using the Five Safes framework to categorize its priorities for federal agencies. ResultsWe explain how the Evidence Act established new roles for Chief Data, Evaluation, and Statistical Officials. We describe efforts to set learning agendas and data inventories in agencies. We point to some successes, such as new repositories for tools and metadata, and progress on forming an advisory committee to explore how the US could build a National Secure Data Service. We tie the FDS action plan to these Evidence Act efforts, showing how agencies and communities of practice are expected to develop over time. We focus on the ten actions that involve shared solutions across government that focus on ethics, privacy, tools and standards. Conclusion / ImplicationsThis paper shares updates on US federal data policy that started with the 2016 Commission for Evidence-based Policymaking, up through the current administration’s efforts to leverage data as a strategic asset. We highlight accomplishments, opportunities, and challenges for federal policy, noting how political will and funding ultimately affect progress.

The purpose of this chapter is to discuss the different types of instruments of innovation policy, to examine how governments and public agencies in different countries and different times have used these instruments differently, to explore the political nature of instrument choice and design (and associated issues), and to elaborate a set of criteria for the selection and design of the instruments in relation to the formulation of holistic innovation policy. The chapter argues that innovation policy instruments must be designed and combined into mixes that address the problems of the innovation system. These mixes are often called ‘policy mixes’, though we prefer the term ‘instrument mix’. The wide combination of instruments into such mixes is what makes innovation policy ‘holistic’.

Education exchanges are a key element of public diplomacy for most countries that considered effective in that domain of foreign policy activities. Education exchanges are attributed an important role in the post-war peace settlement between Germany and France and in determining the outcome of the Cold war. Relevant aspects of public diplomacy remain key elements of foreign policy instruments of the US, Germany and many other countries. Russia has been increasingly active in public diplomacy in the past decade and the role of education exchanges has been increasing which is also demonstrated by a growing number of expert publications on the subject. However the strategy, the quality of organization and the use of modern technologies remain at a relatively low level which leads to an inefficient use of resources. Priority issues that can be a core of Russia's public diplomacy (and foreign policy in general). Moreover, systemic work would be required to evaluate efficiency of current and complete projects which would allow determine effectiveness of programs and appropriateness of resources used. Education exchanges need to be targeted at both bringing international students to Russia and assisting Russian students to study internationally and professors to teach abroad. Finally, international best practices show that there is a need to maintain connections with international exchanges alumni and assist them to maintain connections with each other including with the use of modern technologies.

The paper examines governmental strategies, main actors and instruments of innovation policies shaping innovation-driven economy in Finland, with particular attention to the regional scale. The analysis focuses on how the regional innovation systems approach became a framework for the design of innovation policies. An innovation system involves cooperation between firms and knowledge creating and diffusing organizations, – such as universities, colleges, training organizations, R&D-institutes, technology transfer agencies. Innovations are considered as interactive learning process. Cooperation and interaction between regional/local and national/international actors is necessary to combine both local and non-local knowledge, skills and competences. The key elements of the policy environment, as well as implementation of the main regional innovation policy instruments – the Centers of Expertise Programme and Regional Centre Programme – are described.

Abstract The US has recently—and belatedly—come to recognize opioid addiction as a public health crisis. What has gone mostly unrecognized is the degree to which this crisis is intertwined with US intellectual property law and related elements of US innovation policy. Innovation institutions—the legal arrangements that structure incentives for production and allocation of knowledge goods—encouraged the development and commercialization of addictive painkillers, restricted access to opioid antidotes, and (perhaps most importantly) failed to facilitate investments in alternative, nonaddictive treatments for chronic pain. Although innovation policy does not bear all the blame for the opioid wave that has washed over communities across the country, innovation institutions are bound up in the ongoing epidemic to a degree that so far has gone underappreciated. This article examines the proliferation of opioid use and abuse through the lens of innovation policy, and it envisions ways in which innovation institutions could help to contain the crisis. Along the way, it seeks to derive broader lessons for innovation policy scholarship as well as recommendations for institutional reform. The opioid crisis challenges the conventional understanding of IP law as a trade-off between allocative efficiency and dynamic efficiency; it highlights the potentially pernicious role of IP protection for addictive and habit-forming products; and it exposes deep flaws in the structure of federal subsidies for and regulation of prescription drugs. It also draws attention to the political and cultural factors that contribute to innovation policy failures. Ultimately, the opioid crisis underscores both the urgency and the limits of institutional change in the innovation policy domain.

AbstractThe ability of federal agencies to carry out actions or programs is based on their legal authorities. Efforts to improve federal capacities for the early detection of and rapid response to invasive species (EDRR) require careful delineation of legal authorities, regulations, and policies that would enable or limit EDRR. Building on information provided by federal agencies and an inspection of the US Code and the Code of Federal Regulations, we review and identify relevant authorities to determine federal legal capacities, gaps, and inconsistencies to address EDRR. The EDRR process can be examined in the context of four categories, including (1) explicit invasive species authorities, (2) emergency authorities that could be triggered during a crisis or serve as models for enhanced invasive species EDRR authorities, (3) supporting authorities that could be used under agency discretion, and (4) constraining authorities and legal requirements. Although the Plant Protection Act and the Animal Health Protection Act are comprehensive authorities that address the detection of and response to organisms that threaten plant and livestock health, there is no single authority that encompasses EDRR for all invasive species. Rather, there is a patchwork of authorities that unevenly addresses various aspects of EDRR. In addition to gaps in authority, EDRR efforts could be constrained by environmental compliance, as well as subnational governance and private rights. Although some of these gaps could be closed through legislation, others need to be addressed using the discretionary power of federal agencies and their ability to establish cooperation mechanisms with private and subnational entities.

We study child care subsidies in a Mirrleesian optimal tax framework where parents choose both the quantity and quality of child care. Child care services not only enable parents to work, but also contribute to children’s human capital. We examine the conditions under which child care expenditures should be encouraged or discouraged by the tax system under different assumptions regarding the available policy instruments. Using a quantitative model calibrated to the US economy, we illustrate the possibility that child care expenditures should be taxed rather than subsidized, and we discuss the merits of public provision schemes for child care.
