Abstrak Semakin meningkatnya jumlah kasus HIV/AIDS di Indonesia, berdampak tidak hanya pada masalah kesehatan, memacu pemerintah untuk melibatkan masyarakat sipil dalam Organisasi Berbasis Komunitas (OBK) untuk ikut berperan dalam upaya pencegahan dan penanggulangan HIV/AIDS. Pentingnya identifikasi kendala atau hambatan yang dihadapi oleh OBK memunculkan strategi atau alternatif solusi untuk mengatasi kendala, serta memberikan gambaran model intervensi yang lebih sinkron antara pemerintah dan masyarakat. Desain penelitian adalah kualitatif dengan melakukan studi kasus di dua LSM Peduli AIDS di Jakarta. Informan dipilih secara purposive sampling yaitu pengurus, anggota/petugas, dan dampingan dari dua OBK. Pengumpulan informasi dengan wawancara mendalam berdasarkan pedoman wawancara dan diolah menggunakan metode content analysis. Kendala yang dihadapi OBK yaitu alur rujukan BPJS yang mengikuti domisili sehingga memberatkan pasien, kurang optimalnya koordinasi dan kerjasama antara OBK dengan Puskesmas, belum meratanya kualitas dan kapasitas SDM anggota OBK, persoalan administratif organisasi, sumber dana yang tidak selalu kontinu, adanya perbedaan kepentingan antara OBK dengan pihak kepolisian, serta masih tingginya stigma masyarakat terhadap penderita HIV/AIDS. Solusi mengatasi kendala OBK dilakukan dengan peningkatan efektifitas pelaksanaan program pemerintah melalui OBK, antara lain dengan penerapan fleksibilitas pengelolaan dana berdasarkan kinerja OBK, peningkatan kapasitas SDM, pemantapan sistem manajerial, pemahaman alur layanan kesehatan di Puskesmas, serta social support bagi penderita HIV/AIDS. Kata kunci: organisasi berbasis komunitas, LSM, HIV/AIDS Abstract The increasing number of HIV/AIDS cases in Indonesia that impact not only on health issues, spur the Government to involve civil society in community-based organizations (OBK) to play a role in HIV/AIDS prevention program. Identification of constraints or obstacles faced by OBK do as they can generate alternative strategies or solutions to overcome these constraints, and provide a more synchronous model of intervention between the government and the community. This type of research is a case study at two AIDS Awareness NGOs in Jakarta. The informants were chosen by purposive sampling ie the board, members/officers, and assistants from the two NGOs. Information collection with by in-depth interview based on interview guideline and processed using content analysis method. Constraints faced by the OBK is the issue of referral flow pathways that follow the domicile so burdensome patients, less optimal coordination and cooperation between OBK with primary health care, uneven quality and capacity of human resources of NGO members, organizational administrative issues, sources of funds that are not always continuous, different interests between the OBK with the police department, and the stigma. Reduction of obstacles faced by OBK can be done by increasing the effectiveness of government program implementation through OBK, among others by applying flexibility of fund management based on OBK performance, human resource capacity building, managerial system strengthening, understanding of health service flow in primary health care, and social support for patient HIV/AIDS. Latar Belakang: Kasus HIV pada ibu hamil di Kabupaten Sleman pada tahun 2018 sebanyak 23 kasus dan  meningkat menjadi 75 kasus pada tahun 2019. Setiap ibu hamil sudah diwajibkan untuk dilakukan tes HIV melalui layanan PITC. Namun, media promosi kesehatan tentang layanan PITC belum tersedia, sehingga ibu hamil belum memahami pentingnya layanan tersebut dan pencegahan HIV/AIDS.Tujuan: Untuk menganalisis kebutuhan media promosi kesehatan layanan PITC bagi ibu hamil.Metode: Penelitian ini merupakan penelitian penjelasan (explanatory research) dengan pendekatan kuantitatif untuk meneliti karaktersitik responden dan informasi layanan PITC serta pendekatan kualitatif untuk kebutuhan media promosi kesehatan layanan PITC. Teknik pengumpulan data dengan kuesioner dan panduan wawancara mendalam. Analisis data menggunakan analisis deskriptif dan analisis isi (content analysis).Hasil: Mayoritas responden berusia 20-35 tahun, pendidikan menengah, ibu rumah tangga, primigravida dan umur kehamilan trimester III. Media promosi kesehatan layanan PITC diperlukan untuk mempermudah penyampaian informasi bagi ibu hamil dan suaminya (51,7%). Bentuk pesan dan media yaitu audiovisual (87,1%) dan jenis media sosial (75,3%). Kesimpulan: Media promosi kesehatan layanan PITC bagi ibu hamil yang dibutuhkan adalah media audiovisual yang disampaikan melalui media sosial. Media tersebut dapat diintegrasikan dengan strategi promosi serta komunikasi kesehatan efektif untuk pencegahan HIV/AIDS pada kehamilan.

An organization's survival during a crisis often depends on its speed of response. The introduction of social media into crisis communication discourse has meant that organizations must revisit their crisis communication strategies. This chapter explores a content analysis of the integration of social media platforms into crisis communication based on a comprehensive review of eight purposively selected crisis studies conducted globally. Findings revealed that Facebook and Twitter are increasingly employed as platforms for crisis communication. It was also discovered that responding to crises promptly, and engaging with the publics before, during, and after crises are crucial to managing organizational reputation. Social media platforms are also capable of spreading mis(information) about crises. Thus, organizations are advised to fully integrate and adopt social media into their crisis communication plans. This chapter extends our understanding of how social media platforms contribute to crisis communication discourse.

The increase in the number of HIV-AIDS cases in the last ten years from 2008 to 2017 in Toba Samosir Regency with an average HIV growth of ≥ 7% and AIDS growth of ≥ 31%, has to be handled by implementing a special program. The lack of coordination between HKBP AIDS Committee Balige and Regional Government has to be made since there is no similar opinion about HIV-AIDS, the government agencies which are joined in the Committee of Regional AIDS Handling are not focused on prioritizing HIV- AIDS problems, and coordination in planning has not been optimal so that the budget is limited. The objective of the research was to find out the coordination between HKBP AIDS Committee, Balige and the Regional Government in HIV-AIDS Handling program in Toba Samosir Regency. The research used qualitative method (phenomenology design) which was aimed to get information about the coordination in preventing and handling HIV-AIDS in Toba Samosir Regency, with 20 informants. The data were gathered by conducting in-depth interviews and documentary study and analyzed by using content analysis. The result of the research showed that coordination, involvement, and active participation of all agencies in the KPAD (Regional AIDS Handling Committee), the implementation of budget planning, and activity planning were inadequate. It is recommended that formal meetings be increased in order to develop communication and to create good coordination, either from budget planning or from the implementation of handling HIV-AIDS in Toba Samosir Regency.
