El Salvador’s FMLN is an oft-cited example of a rebel movement which successfully embraced electoral democracy. This article examines the ideological dimensions of this transformation. In the course of the Salvadoran peace process, the FMLN substantially overhauled its ideological orientation and associated modes of engagement with the state and the broader political system. Moderation unfolded in four subsequent stages: the resignification of revolution as a process of reform, the FMLN’s rebel-to-party adaptation, the electoral consolidation of the FMLN, and the FMLN as the party in government. Over the years, while electoral politics invited public moderation, Leninist dogma continued to dominate internal party politics. This article finds that the post-war FMLN has employed seemingly contradictory ideological repertoires in parallel. This ambivalence, strongly rooted in the war, has facilitated the FMLN’s electoral ascendency. It has also strained democratic consolidation in El Salvador.

Abstract This article intends to challenge the dominant assumptions that undermine the potential application of peacebuilding frameworks beyond formal post-war contexts. It analyses the gangs’ truce that recently took place in El Salvador as a privileged laboratory to rethink hegemonic understandings and practices of peacebuilding by specifically addressing the importance of overcoming dichotomised categories such ‘war and peace’, ‘criminal and political’, and ‘success and failure’. It is claimed that while the truce fostered a discourse pointing towards an ongoing peace process and enlarged the public debate on the failings of post-war policies and on the structural roots of violence, it was also decisively undermined by the inability to surmount the dichotomy that juxtaposes the criminal and the political domains. It is argued that a peacebuilding framework, inspired by a set of critical perspectives on war and peace and on the nature of ‘the political’, may thus be of crucial importance for the future of policies aimed at curbing violence in El Salvador and elsewhere.

The ‘Introduction’ proposes a framework to understand the truth behind, as opposed to mere reality of, democratic–electoral politics. Rather than viewing the understandings of politics as a function of the state in opposition to the understandings of politics as not limited to the state, it advances the thesis that an important way to analyse democracy is to understand it as an intertwined phenomenon of warfare and welfare. This algebra of warfare-welfare is constitutive of democracy in general, including in India. To this end, the ‘Introduction’ examines important works on the 2014 Indian elections informed by ‘democratic triumphalism’. From an interdisciplinary and in-disciplinary approach, it aims to throw a pebble into the calm, muddy, unquestioned—to some even unquestionable—water of democracy to craft an alternative and democratic idea of democracy. Stressing a longue durée frame, it puts human subjectivity rather than cold statistics at the centre of our understanding of electoral democracy.

Nearly all scholarship on radical political movements suggests that participation in formal politics will lead to moderation. Yet Iraq's Sadrist Movement, the Shi'a Islamist group headed by Muqtada al-Sadr, defies the widespread assumption that political inclusion leads to moderation by giving a group a greater stake in the system. This paper will examine the Sadrist Movement to explore the impact of unstable security conditions on the calculations and actions of political movements. In late 2004, the Sadrist Movement recognized the legitimacy of the Iraqi state, ceased using violence and entered electoral politics. The literature suggests that the Sadrist Movement should have continued to moderate in response to further political and material incentives. However, in 2006 the Sadrists returned to violence and grew increasingly hostile toward democratic politics. Why did the Sadrist Movement reverse course in this manner? This work argues that unstable environments, such as that of post-2003 Iraq, can cause parties to reject the incentives of inclusion within the state political system.

This article is a case study of the recent impeachment of President Paksas of Lithuania, exploring the heuristic value of Carl Schmitt's extremalist methodology for research on the institutional dimension of democratic consolidation. This methodology considers the performance of the democratic regime under extreme or exceptional conditions as the test of its consolidation. As presidential and semipresidential regimes are predisposed to evolve into authoritarian regimes and delegative democracies, effective use of the impeachment procedure can be considered to be the positive Schmittean test of the state of democratic consolidation for a political system involved in democratic transition.

Beginning in the early 1970s, Jewish and Muslim feminists, tackled “oral law”—Mishna and Talmud, in Judaism, and the parallel Hadith and Fiqh in Islam, and several analogous methodologies were devised. A parallel case study of maintenance and rebellion of wives —mezonoteha, moredet al ba?ala; nafaqa al-mar?a and nush?z—in classical Jewish and Islamic oral law demonstrates similarities in content and discourse. Differences between the two, however, were found in the application of oral law to daily life, as reflected in “responsa”—piskei halacha and fatwas. In modern times, as the state became more involved in regulating maintenance and disobedience, and Jewish law was backed for the first time in history by a state, state policy and implementation were influenced by the political system and socioeconomic circumstances of the country. Despite their similar origin in oral law, maintenance and rebellion have divergent relevance to modern Jews and Muslims.

It is noted that from the standpoint of sociology, “management — a function of organized systems of various nature — (technical, biological, social), which ensures the preservation of their structure, maintaining a certain state or transfer to another state, in accordance with the objective laws of the existence of this system, which implemented by a program or deliberately set aside”. Management is carried out through the influence of one subsystem-controlling, on the other-controlled, on the processes taking place in it with the help of information signals or administrative actions. It is proved that self-government allows all members of society or a separate association to fully express their will and interests, overcome alienation, effectively combat bureaucracy, and promote public self-realization of the individual. At the same time, wide direct participation in the management of insufficiently competent participants who are not responsible for their decisions, contradicts the social division of labor, reduces the effectiveness of management, complicates the rationalization of production. This can lead to the dominance of short-term interests over promising interests. Therefore, it is always important for society to find the optimal measure of a combination of self-management and professional management. It is determined that social representation acts, on the one hand, as the most important intermediary between the state and the population, the protection of social interests in a politically heterogeneous environment. On the other hand, it ensures the operation of a mechanism for correcting the political system, which makes it possible to correct previously adopted decisions in a legitimate way, without resorting to violence. It is proved that the system of social representation influences the most important political relations, promotes social integration, that is, the inclusion of various social groups and public associations in the political system. It is proposed to use the term “self-government” in relation to several levels of people’s association: the whole community — public self-government or self-government of the people, to individual regions or communities — local, to production management — production self-government. Traditionally, self-government is seen as an alternative to public administration. Ideology and practice of selfgovernment originate from the primitive, communal-tribal democracy. It is established that, in practice, centralization has become a “natural form of government”. In its pure form, centralization does not recognize the autonomy of places and even local life. It is characteristic of authoritarian regimes, but it is also widely used by democratic regimes, where they believe that political freedoms should be fixed only at the national level. It is determined that since the state has achieved certain sizes, it is impossible to abandon the admission of the existence of local authorities. Thus, deconcentration appears as one of the forms of centralization and as a cure for the excesses of the latter. Deconcentration assumes the presence of local bodies, which depend on the government functionally and in the order of subordination of their officials. The dependency of officials means that the leadership of local authorities is appointed by the central government and may be displaced.

The book integrates philosophical, historical, and empirical analyses in order to highlight the profound roots of the limited legitimation of parties in contemporary society. Political parties’ long attempts to gain legitimacy are analysed from a philosophical–historical perspective pinpointing crucial passages in their theoretical and empirical acceptance. The book illustrates the process through which parties first emerged and then achieved full legitimacy in the early twentieth century. It shows how, paradoxically, their role became absolute in the totalitarian regimes of the interwar period when the party became hyper-powerful. In the post-war period, parties shifted from a golden age of positive reception and organizational development towards a more difficult relationship with society as it moved into post-industrialism. Parties were unable to master societal change and favoured the state to recover resources they were no longer able to extract from their constituencies. Parties have become richer and more powerful, but they have ‘paid’ for their pervasive presence in society and the state with a declining legitimacy. The party today is caught in a dramatic contradiction. It has become a sort of Leviathan with clay feet: very powerful thanks to the resources it gets from the state and to its control of societal and state spheres due to an extension of clientelistic and patronage practices; but very weak in terms of legitimacy and confidence in the eyes of the mass public. However, it is argued that there is still no alternative to the party, and some hypotheses to enhance party democracy are advanced.

The aim of this book has been to evaluate the relationship between Britain’s financial sector, based in the City of London, and the social democratic economic strategy of post-war Britain. The central argument presented in the book was that changes to the City during the 1960s and 1970s undermined a number of the key post-war social democratic techniques designed to sustain and develop a modern industrial economy. Financial institutionalization weakened the state’s ability to influence investment, and the labour movement was unable successfully to integrate the institutionalized funds within a renewed social democratic economic agenda. The post-war settlement in banking came under strain in the 1960s as new banking and credit institutions developed that the state struggled to manage. This was exacerbated by the decision to introduce competition among the clearing banks in 1971, which further weakened the state’s capacity to control the provision and allocation of credit to the real economy. The resurrection of an unregulated global capital market, centred on London, overwhelmed the capacity of the state to pursue domestic-focused macroeconomic policies—a problem worsened by the concurrent collapse of the Bretton Woods international monetary system. Against this background, the fundamental social democratic assumption that national prosperity could be achieved only through industry-led growth and modernization was undermined by an effective campaign to reconceptualize Britain as a fundamentally financial and commercial nation with the City of London at its heart....
