Gender Quotas and Models of Political Citizenship

Gender quotas have spread rapidly around the world in recent years. However, few studies have yet theorized, systematically or comparatively, variations in their features, adoption and implementation. This article surveys quota campaigns in Western Europe, North America, Australia and New Zealand. It proposes that one or more sets of controversies influence the course and outcomes of quota reforms. These revolve around (1) competing principles of equality, (2) different ideas about political representation, and (3) various beliefs about ‘gender’ and its relation to other kinds of political identities. The article draws on these distinctions to identify four broad models of political citizenship that determine the kinds of quota policies that are pursued and their prospects for bringing more women into political office.

Women occupy 18.5 percent of the seats in national parliaments around the world (Inter-Parliamentary Union, 2009). While this is a small minority of all representatives, the degree of women’s exclusion from political office varies enormously across the globe. However, most countries have registered increases in recent years in the numbers of women elected. In many cases, a crucial drive for change has been the adoption of quota policies to facilitate the selection of female candidates. All the same, not all quotas are equally successful in increasing women’s political representation: some countries experience dramatic increases following the adoption of new quota regulations, while others see more modest changes or even setbacks in the proportion of women elected.Further, quotas appear to have mixed results for women as a group: some have positive consequences for public policy, while others appear to undermine women as political actors.

The recovery in the OECD area gathered pace in the second quarter, when its total GDP probably increased by as much as 1 per cent. The rise was, however, heavily concentrated in North America and particularly the US. There may well have been a slight fall in Western Europe, where the level of industrial production hardly changed and increases in gross product in West Germany and, to a minor extent, in France were outweighed by falls in Italy and (according to the expenditure measure) the UK.

Abstract. A reliable and up-to-date ship emission inventory is essential for atmospheric scientists quantifying the impact of shipping and for policy makers implementing regulations and incentives for emission reduction. The emission modelling in this study takes into account ship type and size dependent input data for 15 ship types and 7 size categories. Global port arrival and departure data for more than 32 000 merchant ships are used to establish operational profiles for the ship segments. The modelled total fuel consumption amounts to 217 Mt in 2004 of which 11 Mt is consumed in in-port operations. This is in agreement with international sales statistics. The modelled fuel consumption is applied to develop global emission inventories for CO2, NO2, SO2, CO, CH4, VOC (Volatile Organic Compounds), N2O, BC (Black Carbon) and OC (Organic Carbon). The global emissions from ships at sea and in ports are distributed geographically, applying extended geographical data sets covering about 2 million global ship observations and global port data for 32 000 ships. In addition to inventories for the world fleet, inventories are produced separately for the three dominating ship types, using ship type specific emission modelling and traffic distributions. A global Chemical Transport Model (CTM) was used to calculate the environmental impacts of the emissions. We find that ship emissions is a dominant contributor over much of the world oceans to surface concentrations of NO2 and SO2. The contribution is also large over some coastal zones. For surface ozone the contribution is high over the oceans but clearly also of importance over western North America (contribution 15–25%) and western Europe (5–15%). The contribution to tropospheric column ozone is up to 5–6%. The overall impact of ship emissions on global methane lifetime is large due to the high NOx emissions. With regard to acidification we find that ships contribute 11% to nitrate wet deposition and 4.5% to sulphur wet deposition globally. In certain coastal regions the contributions may be in the range 15–50%. In general we find that ship emissions have a large impact on acidic deposition and surface ozone in western North America, Scandinavia, western Europe, western North Africa and Malaysia/Indonesia. For most of these regions container traffic, the largest emitter by ship type, has the largest impact. This is the case especially for the Pacific and the related container trade routes between Asia and North America. However, the contributions from bulk ships and tank vessels are also significant in the above mentioned impact regions. Though the total ship impact at low latitudes is lower, the tank vessels have a quite large contribution at low latitudes and near the Gulf of Mexico and Middle East. The bulk ships are characterized by large impact in Oceania compared to other ship types. In Scandinavia and north-western Europe, one of the major ship impact regions, the three largest ship types have rather small relative contributions. The impact in this region is probably dominated by smaller ships operating closer to the coast. For emissions in ports impacts on NO2 and SO2 seem to be of significance. For most ports the contribution to the two components is in the range 0.5–5%, for a few ports it exceeds 10%. The approach presented provides an improvement in characterizing fleet operational patterns, and thereby ship emissions and impacts. Furthermore, the study shows where emission reductions can be applied to most effectively minimize the impacts by different ship types.

This article reports the results of a survey of women in legislatures and executives around the world as they were constituted in 1998 (N = 180). The chief hypotheses regarding the factors hindering or facilitating women's access to political representation were tested by multivariate regression models. The regression models juxtaposed a cocktail of institutional, political, cultural, and socioeconomic variables with the following dependent variables: (1) the percentage of MPs who are women and (2) the percentage of cabinet ministers who are women.A number, although not all, of the cited hypotheses were statistically confirmed and more finely quantified. The socioeconomic development of women in society has an effect on the number of women in parliament but not in the cabinet. A country's length of experience with multipartyism and women's enfranchisement correlates with both the legislative and the executive percentage. Certain electoral systems are more women friendly than others. The ideological nature of the party system affects the number of women elected and chosen for cabinet posts. And last, the state's dominant religion, taken as a proxy for culture, also statistically relates to the number of women who will make it to high political office. However, other long-held hypotheses were not proved. The degree of democracy is not a good indicator of the percentage of women who will make it into the legislature or the cabinet, nor is the dichotomy between a presidential or parliamentary system.

Developments in the world economy have on the whole been much as we predicted in February. It is becoming increasingly clear that renewed expansion is under way in the United States at a pace which, even if it falls short of the Administration's hopes, is more than compensating for the slowing down in industrial countries outside North America. This deceleration has become quite marked in Japan as well as Western Europe, but we expect a faster pace to be resumed before the end of the year. We still put real growth in OECD countries at around 4 per cent in 1971, unless there is a prolonged steel strike in the United States. This compares with about 2½ per cent last year, and we expect the rising trend to continue into 1972.

Two viruses, clover yellow mosaic (CYMV) and white clover mosaic (WCMV), were separated from mixed natural infections of various clovers by inoculation of differential hosts. The host reactions of four CYMV and two WCMV isolates were studied in detail. Precipitin tests showed that the two viruses are not related serologically. In cross-absorption tests different host reactions characterizing individual CYMV isolates were reflected in serological interactions; with WCMV isolates the relationship was less clearly defined. A comparison of isolates from different parts of the world by serological methods showed that CYMV is common in western North America, while WCMV occurs in Europe, North America, and New Zealand. Pea mottle and pea wilt viruses may be equated with CYMV and WCMV respectively.

This section presents exchanges between intellectuals from Eastern and Western Europe, Russia, and North America who kindly agreed to read and comment on Martin Mueller’s article “In Search of the Global East”, relying on the situation in their own academic disciplines, work experiences, and the twists and turns of their scientific research and creative challenges. Researchers, academic teachers, exhibition curators, writers, and architects reflect on the power and influence which geographical names exert on academic life, politics, and culture. Starting from Mueller’s article on the Global East, as well as his other text wherein he expresses his skepticism of the concept of post-socialism, the commentators, evaluating Mueller’s arguments critically, raise a number of fundamental questions. Among these questions is the need to historicize scientific concepts, the issue of the regularly-reproducible misunderstanding (or even exclusion) of the East by Western intellectuals, the tasks the inclusion of the Global East in the overall geographical picture will contribute to, as well as the question of whether the concern that the Global East is not sufficiently heard in the world is narrowly academic. This indirect debate between the author of the key text in this thematic issue and his commentators is significant as an episode of the joint search for a more democratic, creative, and inspiring future for the region that unites Eastern Europe, Russia, and Central Asia.

This chapter mentions Paweł Pawlikowski's acceptance speech after Ida won the 2015 Academy Award for Best Foreign Language Film, which was the first time that a film from Poland had won the award. It analyses Pawlikowski's description of Ida as a film in black-and-white that stresses the need for contemplation and silence from the world. It also recounts Ida's world premiere at the Telluride Film Festival in Telluride, Colorado on August 30, 2013 and its rise to recognition by 2014. The chapter details how Ida received positive reviews in Western Europe and North America from the time of its premiere. It looks at Kenneth Turan's review of Ida in The Los Angeles Times, which described Ida as a film of exceptional artistry whose emotions are as potent and persuasive as its images are indelibly beautiful.
