The aim of the article is to analyze the dominant speech behavior of groups of parliamentarians, depending on the national and cultural specifics of the sender of the text, using the methodology adopted in Implicit Pragmalinguistics. The text of each speech is divided into small syntactic groups, which in Implicit Pragmalinguistics are considered the standard units of the analysis. In total, more than three thousand such units were analyzed during the study period. The material for the study of the politicians’ speech behavior was the texts of the speeches of 20 politicians speaking in English and Russian, presented in the period from 2019 to 2020 in their national parliaments, the British Parliament and the State Duma. The analysis shows that the majority of politicians are distinguished by a dominant type of behavior, which is expressed in the manifestation of a bright individuality. A successful politician is always a talented leader and organizer who has the prevalence of character traits that are associated with independence, decisiveness, authoritarianism and focus not only on himself/herself, but also on the audience. All selected groups of the politicians showed great confidence in what they are talking about, which indicates the signs of a successful and professional leader. In the course of a comparative analysis, we came to the conclusion that dominance in the speech of the politicians is manifested differently and depends on the nationality of the parliamentarians. Thus, the Russian-speaking politicians of both sexes confirm their collectivist cultural orientation in speech behavior, and the British generally follow the principles of individualism; the Russian-speaking female politicians are a little more categorical and confident in their speeches than the English-speaking ones.

The article is devoted to the analysis of the transformation of the concept of Islamic party in the Muslim political discourse. Considering the processes of separation of Islam and politics as the formation of independent communication systems, the authors try to find an answer to the question of how, despite doctrinal restrictions, the notion “Islamic party” managed to acquire the features of a stable political concept. The authors propose a hypothesis, according to which, as the socio-political modernization of the Arab countries proceeds, the political system appropriates this concept, thereby specifying Islamic values at the level that allows to combine these values with new power institutions and fulfill specific political actions with these values. To test this hypothesis, the authors turn to the analysis of the temporal structure of the concept of party in Quran (Sunnah), the texts of the first ideologues of the Muslim Brotherhood and the rhetoric of the modern Islamic movements that occupy stable positions in the national parliaments. As a result of the study, the authors document the polysemantics inherent in the Islamic doctrine and identify the main parameters of the temporalization and pragmatization of the concept. According to their conclusion, the Islamic parties’ abandonment of Quranic time and placement in the national-historical contexts, as well as the erosion of their initial core values, determine the mo dern perception and functional significance of such parties: they act as an institution that differentiates Islamic norms and ensures their combination with the institutions of the nation state that emerged in the process of moder nization.

National parliaments have become significantly active in international arena particularly in advancing democracy and national interests within a globalized context. This report assesses the role that inter-parliamentary organizations play in regional and global political scenes under the umbrella of the Inter-Parliamentary Union (IPU). The article views these regional institutions in the context of their relations to the IPU through content analysis of available literature. Three of the regional bodies of interest in the report are the Arab Parliament, Central American Parliament (PARLACEN), and the European Union Parliament. The findings drawn from available literature shows that these organizations have become the new frontier for political movements as they take center stage in global affairs. The objectives of these regional bodies are largely aligned with those of the IPU, and it is not surprising that they frequently collaborate or agree on several issues. The article concludes that the Inter-parliamentary diplomacy and the pursuit of democracy through collective efforts of regional parliamentary bodies have made it possible for IPU to have a higher political currency in different jurisdictions.

Abstract As in nearly all European Union (EU) policy areas, scholars have turned to analysing the role of national parliaments, in addition to that of the European Parliament (EP), in trade politics. Yet, there is limited understanding of how the parliamentarians at the two levels interact. This article fills the gap by conceptualizing these interactions as a continuum ranging between cooperation, coexistence and competition. We use this continuum to explore multilevel party interactions in EU trade talks and show how cooperation compels politicization – national parliamentarians mainly interact with their European colleagues in salient matters. However, we argue that the impact of politicization on multilevel relations between parliamentarians in the EP and national parliaments is conditioned by party-level factors. Hence, we account for how and why politicization triggers multilevel party cooperation across parliaments in the EU through ideological orientation, government position and policy preferences and show how this takes place in the case of trade.

The European Parliament (EP) has experienced an unprecedented transformation since its first direct elections in 1979 and developed into one of the most powerful legislatures in the world. It started as a talking shop assembly of legislators seconded from the national parliaments of the European Communities’ member states who met twice a year. Now it co-decides on nearly all European Union (EU) legislation, approves the EU budget together with member state governments represented by the EU Council, scrutinizes the EU executive (i.e., the European Commission), and needs to give its consent for any new international trade agreement of the EU. This spectacular evolution has stimulated prolific research on the EP’s elections, internal organization, relations with other EU institutions, and policy impact. This bibliographical review does not purport to include all the important contributions but rather offers a map of this rich scholarly work. This article summarizes EP research into four streams. First, scholars have investigated the ability of the EP election to effectively link the EU to its citizens and increase its legitimacy and accountability. Second, an extensive body of work analyzes party competition and cooperation in the EP. A related third stream of literature studies the parliamentary organization and committees. Fourth, scholars have developed elaborate theoretical models and empirical tools to investigate the power relations between the EP and other EU institutions. These debates are discussed after a brief review of major data sources used in EP studies as well as key textbooks and journal venues for research on the EP.

This article examines the interplay between gendered electoral financing (GEF) and other crucial factors in democratic elections worldwide to determine whether, how, and why these understudied mechanisms help achieve gender balance in national parliaments. Integrating qualitative comparative analysis and minimalist causal mechanism case studies, the sequential mixed methods study of GEF implementation in 31 elections in 17 countries shows that enhanced gender balance is achieved when GEF is combined with several conditions, providing a much-needed financial incentive—payments and penalties—for party gatekeepers and eligible women to change their behavior. In successful cases of top-down GEF implementation, gender quotas combine with a PR electoral system or a 15% minimum of women MPs, a measure developed for this study. Success in bottom-up GEF implementation is unexpected and complex and occurs without a quota. The article ends with a discussion of the research agenda, policy recommendations, and implications for the pursuit of democratic quality.

AbstractThis article calls for greater attention to immigration attitudes of members of national parliaments (MPs) who absent harmonized immigration policy at the EU level remain the chief decision-makers and are thus responsible for swift government reaction to large influx of immigrants as witnessed in summer 2015 and spring 2020. Against this background, attitudes of MPs toward non-EU immigrants can be highly informative for understanding the foundation and direction of future immigration policy reforms. Although knowledge of MPs immigration attitudes is seemingly important, studies interested in this topic remain scarce. To test the relative importance of identity and economic aspects of MPs' immigration attitudes, this study adopts few well-established theoretical approaches from citizen-level research. Our data come from an MP survey that was administered in 11 Western and Eastern European countries in late 2014 as part of the European National Elites and the Crisis project. Our results suggest that social identity (religiosity) along with political ideology rather than economic concerns drive MPs' immigration attitudes. In addition, we find that in Eastern Europe immigration is only a light force behind political competition unlike in Western Europe, while economic left in Eastern Europe is more anti-immigrant than in Western Europe.
