According to the press, a one-day meeting of the Political Consultative Committee of the Warsaw Pact in Moscow on February 4, 1960, was attended by premiers and foreign ministers of the eight pact members (Albania, Bulgaria, Czechoslovakia, East Germany, Hungary, Poland, the Soviet Union, and Romania) and by observers from Communist China, Mongolia, North Vietnam, and North Korea. In a 4,000-word declaration issued after the meeting, the pact members expressed the hope that forthcoming East-West summit talks would be “a turning point in the relations” between the two groups of countries and proposed that the summit agenda include such topics as general and controlled disarmament, a German peace treaty, creation of a free city of West Berlin, a ban on nuclear weapons tests, and amelioration of relations between East and West. The committee also repeated the communist proposal for a non-aggression pact between the North Atlantic Treaty Organization (NATO) and the Warsaw Pact countries and called on NATO members to respond to the Soviet Union's armed forces cut of 1, 200, 000 men by reducing their forces as well. It criticized NATO for maintaining “inflated armies” and for arming West Germany with atomic weapons, adding that the West German government was being given a free hand in the production of these weapons.

The fifteen countries members of the North Atlantic Treaty Organization (NATO) were represented by their defense ministers at a conference held in Paris from October 10 to 12, under the chairmanship of Lord Ismay (Vice Chairman of the North Atlantic Council and Secretary General of NATO). The meeting, which was attended by the Standing Group and the Supreme Commanders, was a preliminary to the full ministerial session, to be held in December; it was the first occasion on which the NATO defense ministers met in Council without the foreign or finance ministers. A communique issued at the close of the meeting stated that the meeting had primarily been for the exchange of information, and that the ministers had heard statements on the strategic situation and on western defensive arrangements from General Sir John Whiteley (United Kingdom), Chairman of the Standing Group, and from his colleagues on the Standing Group, General Joseph Lawton Collins (United States), General Jean Valluy (France), General Alfred M. Gruenther (SACEUR), Admiral Jerauld Wright (SACLANT) and several other officers. Following these statements, a useful exchange of views between the defense ministers took place, the communique concluded. It was reported that many of the speakers had concurred in the view that the military potential of the Soviet Union was steadily increasing, especially in the areas of atomic weapons and submarines, that the recently announced decision to reduce the armed forces in the Soviet Union and some of the people's democracies did not modify the potential of communist forces, and that it was therefore indispensable to intensify the NATO military effort, which so far had not met expectations for it.

After 45 years as a closest ally of the Soviet Union in the Warsaw Pact, founded mainly against the US and the Western Europe countries, and 15 years of democratic changes, since 2004 Bulgaria has been a full member of NATO and an equal and trusted partner of its former enemies. The unprecedented transformation has affected all aspects of the Bulgarian society. As a function of the Bulgarian Armed Forces, Bulgarian military medicine and in particular Bulgarian military neurosurgery is indivisibly connected with their development. The history of Bulgarian military neurosurgery is the history of the transition from the Union of Soviet Socialist Republics military system and military medicine to NATO standards in every aspect. The career of the military neurosurgeon in Bulgaria is in many ways similar to that of the civilian neurosurgeon, but there are also many peculiarities. The purpose of this study was to outline the background and the history of Bulgarian military neurosurgery as well as its future trends in the conditions of world globalization.

On September 15, 1951 the seventh session of the North Atlantic Council met at Ottawa. At this meeting, members were represented by their foreign ministers, defense ministers, and economic or finance ministers. Press reports indicated that the “Big Three” (United Kingdom, France, United States) intended to press for: 1) creation of a unified European army to include German units of “division” strength; 2) addition of Greece and Turkey; 3) revision of the Italian peace treaty in order to release Italy from limitations on its armed forces; 4) negotiation of a settlement of the Italian-Yugoslav dispute over Trieste.

The ninth annual Conference of the North Atlantic Treaty Organization (NATO) Parliamentarians was held in Paris on November 4–8, 1963. Addressing the parliamentarians, Mr. Dirk U. Stikker, Secretary-General of NATO, outlined the three essential aspects of the evolution in international relationships presently confronting the Alliance: first, relations between East and East—the rivalry between the Soviet Union and Communist China; secondly, relations between East and West—the questions arising from the Soviet Union's agreement to sign a partial test-ban treaty and the relations between the West and the uncommitted world; and, thirdly, relations between West and West—relations within the Atlantic Alliance itself.

Since the ousting of Khrushchev in October 1964, North Korea's relations with her neighbours have undergone a radical change. The warmth that the North Korean leaders demonstrated towards Communist China earlier has all but evaporated. The staunch anti-revisionism which used to characterise North Korean speeches and statements has given way to increasingly frequent warnings about the dangers of left opportunism, dogmatism and sectarianism. The economic and political ties between the Democratic People's Republic of Korea (DPRK) and the Soviet Union which were seriously damaged during the Khrushchev era have now been more or less re-established.

Stalin's “last word” on German reunification was contained in the Soviet diplomatic note of March 10, 1952, which proposed a peace treaty with Germany. Until the middle of 1953, Stalin's heirs continued to press for reunification on the basis of the 1952 note. The East German uprising of June 17, 1953 (which is commemorated in West Germany, with unintended irony, as the “Day of German Unity“) marked the de facto termination of the Soviet reunification initiative. As a result of the uprising, the rulers of the Soviet Union and East Germany were forced to place greater emphasis on the consolidation of the Communist regime in the GDR—that is, the stability of East Germany required policies explicitly directed toward the development of a separate, socialist East German state. Thus, the uprising and the subsequent Soviet intervention further undermined the credibility of an already questionable Soviet reunification initiative.

The Permanent Council of the North Atlantic Treaty Organization (NATO) met in Paris early in May 1959 to consider the proposals of the United States, France, and the United Kingdom for presentation to the Soviet Union at the forthcoming conference of foreign ministers. According to the press, the proposals won a favorable reception from the Council. No formal action of approval was required, but agreement was reached on the principle of a permanent liaison between the western ministers and the Council during the Geneva conference, scheduled to begin on May 11.

This chapter presents the first detailed account of the tragic impact of the collectivization and “de-kulakization” campaign in the North Caucasus based on Soviet archival sources. In 1929-30, under the slogan of “socialist transformation of the country,” the Soviet state reached out to the countryside, trying forcibly to change traditional economic ways of life and break up the existing social structures within the villages. In the eyes of the peasants, however, the state’s collectivization and “de-kulakization” campaign represented nothing less than a brutal assault, plunging the whole country into chaos and provoking large-scale rebellions. Resistance was especially fierce in the Muslim-dominated parts of the North Caucasus, where Soviet structures were weak and the social cohesion of mountain communities strong. Ultimately, the Red Army and the armed forces of the secret police crushed these rebellions ruthlessly. However, especially in Chechnia, Ingushetia, Karachai, and the mountainous parts of Dagestan, they were at least sufficiently violent for the Soviet leadership to decide to suspend their collectivization attempt altogether. In fact, it was not until mid-1930s, much later than in most other areas of the Soviet Union, that collectivization was formally completed.

In the nineteenth century, the Japanese first came into contact with the Russians in the fishery in the north seas. The Japanese expansion continued after the signing of the Kuril-Sakhalin Exchange Treaty in 1875 and led to the acquisition of Japanese fishing rights in the Russian territories of Kamchatka and Sakhalin as specified in the Portsmouth Treaty in 1905. The active Japanese fishery in these areas remained basically unchanged after the Bolshevik Revolution and the re-establishment of diplomatic relations in 1925. The San Francisco Peace Treaty between Japan and the Allied Powers that ended World War II and the post-war occupation was not signed by the Soviet Union. The 1956 negotiations aimed at restoring diplomatic relations between Japan and the Soviet Union resulted in a deadlock primarily because of the dispute over the Northern Territories, specifically the islands at the southern end of the Kuril Chain. Despite the fact that the territorial issue remained unresolved, the Japanese decided on a partial restoration of diplomatic relations. Their decision was prompted partially by the desire to return to the Sakhalin, Okhotsk and West Bering Sea areas to exploit the fishery.
