A liberalisation of Irish social policy? Women’s organisations and the campaign for women police in Ireland, 1915–57

For much of the twentieth century, Ireland was quite unusual in comparison with other western European nations in its exclusion of women from policing. By the time women were allowed to join the national police force, the Garda Síochána, in 1957, women were already established in the police forces of Britain, Germany and France, as well as that of Northern Ireland. Further afield, women were already employed in police forces in Poland, New Zealand and the U.S. The appointment of women police was a major demand of feminists, moral campaigners and social reformers during the late nineteenth and early twentieth centuries, all of whom sought better protections for women. As in the U.K., U.S. and many European countries, women’s organisations in the Irish Free State were to the forefront of the debate over the need for women police. Beginning with the Irish Women’s Suffrage and Local Government Association (I.W.S.L.G.A.) in 1915, women’s organisations such as the National Council of Women, Joint Committee of Women’s Societies and Social Workers (J.C.W.S.S.W.), and the Catholic Women’s Federation campaigned relentlessly for nearly half a century in the face of governmental indifference and obstruction. When the first class of ‘experimental’ women police emerged in 1958 from the Garda training college in Templemore, County Tipperary, women’s organisations hailed it as a victory.

Indigenous peoples are widely recognized as holding insights or lessons about how the rest of humanity can live sustainably or resiliently. Yet it is rarely acknowledged in many literatures that for Indigenous peoples living in the context of settler states such as the U.S. or New Zealand, our own efforts to sustain our peoples rest heavily on our capacities to resist settler colonial oppression. Indigenous planning refers to a set of concepts and practices through which many Indigenous peoples reflect critically on sustainability to derive lessons about what actions reinforce Indigenous self-determination and resist settler colonial oppression. The work of the Sustainable Development Institute of the College of Menominee Nation (SDI) is one case of Indigenous planning. In the context of SDI, we discuss Indigenous planning as a process of interpreting lessons from our own pasts and making practical plans for staging our own futures. If there are such things as Indigenous sustainability lessons for Indigenous peoples, they must be reliable planning concepts and processes we can use to support our continuance in the face of ongoing settler colonial oppression.

By comparing Sam Pillsbury’s cinematic adaptation of Ronald Hugh Morrieson’s The Scarecrow (1963) with the original, this chapter shows how the filmmaker, who was raised in the USA and immigrated to New Zealand in his teens, empties the source novel of the moral ambiguities and transgressive elements that had made the original a genuinely New Zealand work, in so far as it reflected puritan guilt over transgressive impulses in the face of repression, and thus turned the story into a genre film that that is much more anodyne in its vision.

The First Sino-Japanese War (1894–95) has been perceived as a sign of a new East Asian power order, but the legitimacy of the war has yet to be clarified. The Japanese foreign minister Mutsu’s Kenkenroku shows that the reasons claimed by Japan were only pretexts for its ambition to put Korea under its control. The 1885 Convention of Tianjin, which was used to justify the Japanese behaviour, needs to be reinterpreted. The Chinese reaction can be understood by exploration into Confucianism, which opposed wars between equal peers. Meanwhile, the Western powers which invented and developed international law were self-interested and did little to prevent the war. The incident shows that international law, empowered by the strong states, failed to maintain peace efficiently in the late nineteenth century.

The article examines Tokyo's efforts to link the Philippine and the Japanese security spokes in the face of Beijing's moves to widen the cleavage between both countries' alliances with the U.S. and render them irrelevant. The article concludes that Manila and Tokyo must first reconfigure a defense relationship that is not merely a military aggregation but a political apparatus enabling them to constructively engage an emergent China.

Neanderthal is the quintessential scientific Other. In the late nineteenth century gentlemen-scientists, including business magnates, investment bankers and lawmakers with interest in questions of human and human societal development, framed Europe’s Neanderthal and South Asia’s indigenous Negritos as close evolutionary kin. Simultaneously, they explained Neanderthal’s extinction as the consequence of an inherent backwardness in the face of fair-skinned, steadily-progressing newcomers to ancient Europe who behaved in ways associated with capitalism. This racialization and economization of Neanderthal helped bring meaning and actual legal reality to Negritos via the British Raj’s official ‘schedules of backward castes and tribes’. It also helped justify the Raj’s initiation of market-oriented reforms in order to break a developmental equilibrium deemed created when fair-skinned newcomers to ancient South Asia enslaved Negritos in an enduring caste system. Neanderthal was integral to the scientism behind the British construction of caste, and contributed to India’s becoming a principal ‘Third World’ target of Western structural adjustment policies as continuation of South Asia’s ‘evolution assistance’.

ABSTRACTThe “safety case” approach has been developed to address the issue of evaluating the performance of a geologic repository in the face of the large uncertainty that results for evaluations that extend over hundreds of thousands of years. This paper reviews the concept of the safety case as it has been defined by the international community. We contrast the safety case approach with that presently used in the U.S. repository program. Especially, we focus on the role of uncertainty quantification. There are inconsistencies between the initial proposal to dealing with uncertainties in a safety case and current U.S. practice. The paper seeks to better define the safety case concept so that it can be usefully applied to the regulatory framework of the U.S. repository program.

Over generations, social workers have borrowed theories from sociology. However, sociologists have generally avoided borrowing theory from social work. By beginning with social work practice wisdom, we can unfold the complex elements organizing social work practice and by extension ethnographic research. Complexity and resulting uncertainty are antidotes for theoretical purity. Practice as grounded in life, that of client’s and social workers is inherently “dirty”, i.e., messy, disorganized, confusing, unfolding, and uncertain. Understandings and practices are accomplished in a connection of self to a profession, agency/organization, mandate and purpose, and ethical orientation, in interaction with colleagues and clients. Social workers take sides as they are grounded in an ethic of care. The challenge of developing an ethical practice in the face of difference, disagreement, disjunction, and conflict lead social workers to bracket, and hence reflect on the putative coherence of a “life world.” Face-to-face work with individuals rather than being a liability provides a source of knowledge and wisdom to inform social science generally.

ABSTRACT:British colonial administrators had two strategies for governing towns in Malaya during the late nineteenth and early twentieth centuries. They used Sanitary Boards to improve public health and to control populations indirectly, and they relied on police forces for direct forms of discipline. Both strategies reveal the overall weakness of the British colonial regime in that region.
