Since World War II anthropological research in the new nations has come under increasing criticism on both ideological and pragmatic grounds. To those who regard the creation of a modern life-style and cultural integration as urgent national goals, the concern with traditional institutions seems conservative, if not reactionary, and any interest in ethnicity seems divisive. To those responsible for planning rural development, the anthropologist's detailed report on a single community all too often seems unnecessarily obscured by professional quibbles, devoid of concrete policy recommendations, and of unknown representativeness.

What impact have government policies had on the private sector’s response to economic crises, in particular on its decisions for restructuring and adaptation? The Hungarian machine-building industry from 1919 to 1949 provides an interesting case study for these interrelations between business and politics. The study focuses on the role of cartels in organizing responses to crises. The case study is based on a survey of the cartel agreements and investigates why cartels provided solutions only to short-term crises, if they provided solutions at all. The hypothesis is that government policies played a substantial part in the story, as they did not provide enough incentives for coordinated responses to structural change. The years 1919 to 1949 encompass the crises caused by the territorial and political change in East Central Europe after World War I, the Great Depression, and World War II and its aftermath. Depicting the responses of the machine-building industry through the experience of one of its key companies and its cartels—Ganz & Co.—this article analyzes the influence of the institutional framework on short- and long-term adaptation to crises.

About 70 years ago, the Mahdist or Ansār state, in many ways a traditional Muslim government, crumbled under the fire of the Anglotional Egyptian cannons. On the condominium government that followed fell the task of pacifying the country and introducing western concepts of administration. All Sudanese attempts to defy foreign domination had failed completely by 1924. The British, the stronger of the two partners, had the lion's share in shaping the destiny of the country. Towards the end of World War II, the influential and educated Sudanese, like other Africans and Asians, demanded the right of self-determination. In 1946, in preparation for this, a sample of western democracy was introduced in the form of an Advisory Council. This Council, which was restricted to the northern Sudan, was followed two years later by the Legislative Assembly, which had slightly more powers. Although these democratic innovations were quite alien to the country and were introduced at a relatively late date, they were in keeping with traditional institutions. Until recently, the Sudan consisted of a number of tribal units where no classes or social distinctions existed and the tribal chief was no more than the first among equals; the people were therefore not accustomed to autocratic rule.

The forcible relocation of Japanese-Canadians (Nikkei) during World War II has been widely examined; however, little scholarly attention has been paid to the impact of relocation on the medical services provided to, and by, the Nikkei. This article highlights the issue of providing sufficient medical care during forcible relocation and the experiences of one Nikkei physician, Dr Masajiro Miyazaki. His story illustrates both the limitations in the healthcare provided to the Nikkei community during relocation and the struggle for Nikkei medical professionals to continue their practice during the war. The agency of the Nikkei—who constantly balanced resistance and adaptation to oppressive conditions—comes to the forefront with this case study. Dr Miyazaki’s personal records of forcible relocation, as well as his published memoir, reveal aspects of the lived reality of one Nikkei physician who was not included in the government discourse, or in the dialogue among his fellow Nikkei physicians, such as inter-racial medical care. It is evident through this case that there was great diversity in the level of medical care which the Nikkei received during their relocation in Canada. Furthermore, Dr Masajiro Miyazaki’s story proves that healthcare professionals, from doctors to nurses’ aides who were both Nikkei and white, provided extraordinary medical services during the forcible relocation, despite significant constraints.

The resilience of cities is usually tested by acute catastrophes such as physical destruction by natural disasters or wars or long-term processes of economic decline. This article discusses another type of catastrophe and the response of the political and economic elite of the city to it in the form of a case study on Germany’s biggest seaport city Hamburg in the aftermath of World War II. Although the air war of 1943-1945 had seriously damaged large parts of the port of Hamburg, the physical reconstruction began soon after the end of the war and made steady progress. This aspect of the disaster of war was to be overcome within a few years. But the war and its aftermath of political confrontation between East and West had changed the geopolitical position of Hamburg and moved it from the center of Europe to the periphery of the West. The hinterland of the port in Eastern Europe was cut off. The founding of the European Economic Community (EEC) in 1957 with its focus on the Rhine-Ruhr area further seemed to marginalize Hamburg. These developments were quickly perceived as a greater disaster than the physical destruction. This article examines the strategies developed by the political and economic leaders in Hamburg in the late 1940s and 1950s for dealing with processes they had no control over and could not directly influence.
