Civil society at the turn of the millenium: prospects for an alternative world order

The meaning of ‘civil society’ has evolved considerably since its use in the context of the 18th century European Enlightenment. Then it signified the realm of private interests, in practice the realm of the bourgeoisie, distinct from the state. While one current of thought retains that meaning and its implications, others view civil society rather as the emancipatory activity of social forces distinct from both state and capital. Antonio Gramsci's thought embraced both meanings: civil society was the ground that sustained the hegemony of the bourgeoisie but also that on which an emancipatory counterhegemony could be constructed. Is civil society today in the latter sense, a surrogate for revolution that seems a remote possibility towards the attainment of an alternative social and world order? It is useful to test this proposition by examining the potential for civil society in different parts of the world.

À luz de desafios atuais presentes no espaço público brasileiro, a discussão sobre a presença de crucifixos em tribunais gaúchos e a atuação de políticos evangélicos no Congresso, o artigo propõe-se fazer um primeiro balanço da reflexão sobre uma teologia pública no Brasil. Assim, procura responder à pergunta “o que é teologia pública?” não de forma definitória, inequívoca, uniformizante. Antes, mostra uma variedade de origens do termo e de oportunidades, bem como de perigos contidos neste conceito. Num primeiro passo, o artigo apresenta quatro linhas de abordagem presentes na emergente discussão brasileira. Em seguida, recorrendo ao sul-africano Dirk Smit, mostra a diversidade de origens e usos do conceito em várias partes do mundo. Por fim, procura evidenciar a pertinência e o potencial de uma teologia pública no Brasil – com ousadia e humildade.ABSTRACT: In view of actual challenges present in the Brazilian public space, the discussion on the presence of crosses in courthouses in the state of Rio Grande do Sul, as well as on the activities of evangelical Congressmen, this article ventures into a first balance of reflection on a public theology in Brazil. It seeks to respond to the question “what is public theology?” not with a clear and uniform definition. Rather, it shows a variety of origins and opportunities, as well as dangers contained in the concept. In a first step, the article presents four lines of thought present in the emerging Brazilian discussion. Then, with reference to the South African theologian Dirk Smit, it shows the diversity of origins and uses of the concept in different parts of the world. Finally, it seeks to show the pertinence and the potential of a public theology in Brazil – both with boldness and humility.

This chapter argues that Hegel can be regarded as the philosopher who was the first to pave the way to a new paradigm of order and, thus, also to a new idea of the relation between the state and international law. Hegel would not only conceive order as a ‘system’—which emerges clearly from the investigation of the deep connection between his interpretation of international law and relations and the broader context of his philosophy—but this ‘system’ would also be something new within the horizon of the patterns of social order. Indeed, two elements of a new paradigm are at least sketched in Hegel’s philosophy: the polyarchic setting of order, and its dialectic (or maybe even communicative) understanding.

AbstractBoth Hegel and Marx appear committed to the idea that the Reign of Terror was in some sense necessary. I argue that Hegel explains this necessity in terms of the concept of ‘absolute freedom’, together with the associated self-conception and normative picture of the world. It will be argued that Marx also views the Reign of Terror as necessary because of an abstract conception of political freedom and the citizen which conflicts with a determinate individuality that is characterized by particular interests and identities. In connection with Marx’s critique of Hegel’s theory of the modern state I draw attention to a puzzle, the discussion of which will lead to a brief account of how Marx’s attempt to overcome the opposition between the state and civil society differs from Hegel’s.

ABSTRACTThis article revisits some of the theoretical debates within the field of IR since Ashley and Cox challenged the mainstream. But in so doing it attempts also to show that the proposed alternatives have their own blind spots that are subjected in the second part to discursive criticism. Neither Ashley’s celebration of the wisdom of old realists nor their ‘silence’ on economics, nor the notion of ‘internationalisation of the state’ and of the world order are adequate for understanding politics in the era of globalisation. Instead, a critical theory has to examine the political projects that were engendered by the Hobbesian conception of order and rationality. Highlighting the disconnect between our present political vocabularies and the actual political practices, I argue that a critical theory has not only to ‘criticise’ existing approaches but has to rethink and re-conceptualise praxis, which is ill served by the analytical tools which are imported to this field from ‘theory’.

Relevance of the research topic. In the conditions of systemic restructuring of the economy of Ukraine in the direction of its adaptation to world standards, one of the integral components of the successful functioning of modern business is the development of a strategy of corporate social responsibility. Today, sustainable economic development is not determined by the factor of availability of raw materials or markets, but the opportunity for companies to join the market of highly skilled labor, scientific inventions and the latest technologies. The problems of employment, social instability, and deteriorating environment are becoming more acute and urgent in the world. All this necessitates the formation of an innovative model of development and principles of corporate social responsibility, which is becoming one of the most important areas of a market economy. Formulation of the problem. It is theoretically proven and confirmed by the practice of the world's leading companies that social responsibility can and should be considered as an important social resource of the organization, able to form concrete benefits, ensure sustainable development, adequately respond to social challenges (both internal and external), turning the latter into opportunities. It should be emphasized that social responsibility appears as an important social resource, regardless of the concept of social responsibility the company adheres to. Analysis of recent research and publications. Theoretical and methodological aspects of the formation and development of social responsibility of business are embedded in the studies of the following leading foreign scientists: A. Berle, G. Bowen, M. Velazquez, A. Carroll, F. Kotler, G. Minz, J. Rawls, K. Smith, M Friedman et al. Of particular interest in studying this problem are the works of modern domestic scientists: O. Danylenko, V. Yevtushenko, A. Kolota, N. Kyryliuk, M. Kuzhelev, V. Mamontova, O. Sheremeta and others. Selection of unexplored parts of the general problem. The issue of the effectiveness of the functioning of corporate social responsibility in Ukrainian business practice and the formation of the domestic model of CSR remains insufficiently studied in the domestic scientific environment. Problem statement, purpose of research. The key direction of the world community today is the development of human capital as the basis of the general welfare of the state. One of the conditions for the implementation of the concept of human development and human capital is the introduction and compliance with the basics of corporate social responsibility of business (CSR). The purpose of the work is a comprehensive analysis of the development of CSR in Ukraine. Research methodology. During the writing of the article the methods of analysis and synthesis, system approach, statistical analysis, generalization and structuring were used. Presentation of the main research material. The institution of socially responsible business is typical of most countries with economies based on market values, long-standing democratic traditions, and a developed civil society. In modern conditions in different countries, the participation of business in solving social problems is either strictly regulated under current commercial, tax, labor, environmental legislation or carried out independently under the influence of specially established incentives and benefits. In Ukraine, this process is in the initial stages of its development and takes place in a dominant position of the state, extremely weak development of civil society institutions and oligarchic business development. Field of application of results. The results of the study can be applied in the process of forming a strategy of corporate social responsibility of a modern enterprise. Conclusions in accordance with the article. Corporate social responsibility in the developed world has long been part of society. Today, domestic business leaders are joining the global movement for socially responsible business. In order for funds allocated for social initiatives to bring sustainable results and work on the image of the business, companies must move to building these activities on a systemic basis in accordance with the strategy. It is here that broad prospects open up for the joint efforts of companies, civil society organizations, the media and the state. The immediate business benefits of CSR are the creation of a stable business environment, reduced operational risks, increased financial performance and sales, increased productivity, reduced recruitment costs, market expansion and, consequently, increased market value in the future. The interaction of political, social and economic actors, based on the principles of social partnership, allows to ensure the stable progressive development of the state. With the increasing importance of non-financial factors of sustainable development (social stability, environmental security, etc.), the practical and theoretical aspects of social responsibility are updated.

The article examines the period from the end of the 17th century to the beginning of the 19th century, when on the basis of deep philosophical concepts, a new vision of the development of statehood and human values raised. At this time, a certain re-thinking of the management and communication ideas of Antiquity and the Renaissance took place, which outlined the main promising trends in the statehood evolution, which to one degree or another were embodied in practice in the 19th and 20th centuries. A systematic approach and a comparative analysis of the causes and consequences of those years achievements for the present and the immediate future of the 21st century served as the methodological basis for a comprehensive review of the studies of that period. The scientific novelty of this study is the demonstration of the theoretical heritage complexity of the Enlightenment for the general history of management and communication ideas. The article presents an analysis of the views and concepts of the late 17th – early 18th century thinkers Thomas Hobbes and John Locke, who defend the right to freedom of communication and liberalization of relationships in the system: “person – society – state”, associated with their own understanding of the government role. French enlighteners François Voltaire, Denis Diderot, Jean d'Alembert, Etienne Condillac were much smaller theorists in management and communication issues, but their successful epistolary and encyclopedic communication practice, starting from the third decade of the XVIII century significantly increased the self-awareness of the masses. The influence of their ideas on the possibility of progressive development of social relations, on improving the national states manageability and on how of a new type scientists were able not only to popularize knowledge, but also to practically make it an object of public communication is shown. In this context, the author considers the importance of political and legal communication problems in the vision of Charles Louis Montesquieu and analyzes the republican governance ideas by Jean-Jacques Rousseau as an outstanding figure of the Enlightenment, who attached great importance to the forms and methods of forming of the state governance structures. At the end of the historical period under consideration, a comparative historical analysis of the most significant statements of such thinkers as Immanuel Kant and Georg Wilhelm Friedrich Hegel is presented. These founders of the scientific discourse around the problems of power and state, war and peace, the effectiveness of government and communication in relations with the people laid the enduring foundations of the theoretical argumentation of two opposing views on the cardinal problem of our time – the possibility or impossibility of achieving mutually acceptable foundations of a new world order peacefully, excluding all types of hybrid wars. The general picture of the scientific and technological achievements of this period, influencing the level of understanding of the management and communication functions of the state of that time, is given in comparison with the present.

The article attempts to trace the evolution of the concept of civil society. Drawing from the work of political philosophers from the classical period, the period of renaissance, scientific revolution, the period of Enlightenment in the 18th century, and ideologies from the Marxist and Gramscian discourses, the article demonstrates the shifts in the meaning and implications of the concept, its relations to public spaces, accountability, governance, normative ideals of state and the relationship between the state and its citizens. The article concludes its historical progression with the New Social Movements (NSMs), wherein the civil society became synonymous with strategic action to construct 'an alternative social and world order’, a site for problem solving. Other contenders who put forth a renewed interest in the resurgence of civil society were the New Left, who assigned civil society a role to defend people’s democratic will in the face of state power, and the neoliberals who considered civil society as a site for subversion from authoritarian regimes. The article finally concludes with a call for urgent attention towards reclaiming the authority of the civil society in education scenario.


The concluding chapter summarizes the four main findings of the volume. The first concerns a certain retreat from global governance despite the multilateral and unstable nature of the world order in the early twenty-first century. Second, contributions to this volume highlight the power but also the problems that a regional perspective yields in our efforts to decentralize and pluralize our understanding of global governance. Third, that our critical approach to global governance has to cultivate an element of self-reflexivity. Just as we question the western-centric domination in discussions on global governance, when adopting decentralized, regional views we need to keep this element of self-reflexivity and plurality alive. This is no simple enterprise. And fourth, that the agent of global governance remains elusive. Doing away with the state leaves us with a rather fuzzy constellation of different types of institutions with different levels of aspiration and capacity to govern transnationally.
