E-navigation poses significant challenges for shipping. The analysis of the legal norms in the International Regulations for Preventing Collisions at Sea (COLREGS) and court decisions supports the use of information technology on the bridge for the purpose of improving navigational safety. However, the current regulatory and standardisation requirements hamper the introduction of new information streams in navigational systems and remove the incentives for investment in navigation technology. The liability arising from navigational failures will remain on the employer of the crew irrespective of how the additional navigational information is provided to the navigational systems. The shipowner's liability may depend on the way information streams are provided to the ship only within the context of the Civil Liability Convention (CLC) 1992 and other similar pollution conventions where the characterisation of the navigational system as a navigational aid or an aid to navigation may decide the issue of liability. Research on the legal background of these terms underlines the need for a clear distinction between the two terms to be made. An interpretation is proposed which ensures that the CLC liability exception operates in accordance with the underlying legal requirements.

A consistent approach to improving the quality of draft of normative legal acts contributes to the development of socio-economic relations in the country, reducing bureaucratic procedures and generally improves public administration. The quality of rule-making and its effectiveness largely determine the implementtion of a particular state policy task. Kazakhstan has created all conditions for the development of legislation and its improvement. Moreover, measures are being taken to introduce new information technologies to adjust existing legal norms. The article describes the existing system of state rulemaking, as well as the prospects for using new technologies.

Abstract: In the era of globalization, information systems are now increasingly developing and are very important and main things in helping the process of corporate performance, in the near future that will make competition in the performance process will be more updated and faster. Because of that the use of information technology and the design of making application programs using Visual Basic 6.0 as programing and MySQL as its database, regarding the analysis and design of information systems for inpatients in anal azimar maternity homes. Problems - problems faced by this company, namely the problem of data redundancy in inputting data, and not presented properly and lead to difficulties when manipulating, changing, and deleting data. In the end the author hopes that with the creation of a new information system, it can help the input process more easily, and quickly. Keywords: Technology, Information, PHP Programming Language , MySQL and Patient   Abstrak: Di era globalisasi sekarang semakin berkembang nya sistem informasi serta merupakan hal yang sangat penting dan utama dalam  membantu proses kinerja perusahaan, dalam waktu dekat yang akan membuat persaingan dalam proses kinerja akan semakin update dan cepat . Karena itu pemakaian teknologi informasi dan rancangan pembuatan program aplikasi dengan menggunakan  Visual Basic 6.0 sebagai programing  dan MySQL  sebagai Databasenya, mengenai analisa dan perancangan sistem informasi pasien rawat inap di rumah bersalin azimar anas. Masalah – masalah yang dihadapi perusahaan ini yaitu masalah redundansi data dalam menginput data,dan tidak tersaji secara baik dan  mengakibatkan kesulitan saat memanipulasi, mengubah, dan menghapus data. Pada akhirnya penulis berharap dengan dibuatnya sistem informasi yang baru, dapat membantu proses input dengan lebih mudah, dan cepat. Kata kunci : Teknologi, Informasi, Bahasa Pemograman Visual Basic 6.0 , MySQL dan Pasien

La prospectiva puede describirse como una forma de estudio del futuro, utilizando distintos procedimientos y herramientas. Por otra parte las Nuevas Tecnologías de la Información (NTI) se pueden definir según “Dictionary of New Information Technology”, en la siguiente forma. Es la adquisición, tratamiento, almacenamiento y diseminación de información a través de computadores y telecomunicaciones. Se trata entonces de unas “nuevas tecnologías de punta” que trabajan fundamentalmente sobre la “nueva materia prima de tipo estratégico” denominada INFORMACION. Estas nuevas tecnologías ilustran ampliamente uno de los resultados más espectaculares de la actual revolución científica y técnica; éste es el resultado de la convergencia de varias tecnologías fundamentadas en la digitalización, con base en el complejo electrónico contemporáneo.
