Local Sustainability: Balancing Quality and Equality?

AbstractThis paper attempts to link four themes which are interrelated, but not often discussed together in local sustainability discourses. They are: the tension between achieving both environmental quality and human equality; the possibilities offered by Local Agenda 21 (LA21); what a sustainable community or society might look like and some good practice guidelines for local governments in their pivotal role as key facilitators of local sustainability.Environmentalists and environmental educators are good on notions of what they perceive as ‘environmental quality’, but are poor, or very poor on notions of ‘human equality’. Human equality has always been an implicit agreement as opposed to an explicit goal, safely tucked away in the notion of ‘quality of life’.One of the guiding principles of LA21 is that people normally excluded from the decision making process (women, indigenous people and young people) need to be integrally involved in decision making within a framework which stresses the importance of public participation. The reason for this inclusive form of participation is that these groups are seen as having had little impact on the production of local environments, although they are sometimes disproportionately affected by them, by virtue of their social role.Using a set of 13 themes that were developed by community consultations In Britain that would feature in a sustainable community or society, the paper looks at the potential for integrating quality and equality concerns. The paper finishes by looking at some good practice guidelines or ways that local governments, as decision makers nearest local peoples, could be integrating quality and equality concerns into emerging local sustainability strategies.

Sustainable development has quickly become an important theme in local governments facing environmental challenges. Energy efficiency can be part of local efforts to sustain economic development while protecting the environment and natural resources. Based on a national database, this study examines U.S. city governments’ strategies to finance energy efficiency. The result suggests that energy efficiency financing (EEF) has become part of local sustainability strategies. In the study, we offer an explanation for energy efficiency funding that emphasizes political behaviors of institutional players in budgetary decision making. We examine factors influencing adoption and progression of EEF. The results highlight the importance of explaining results of EEF to citizens. Technical expertise from professional organizations helps start EEF programs. A Democrat-leaning consistency is important to adopt EEF, but only in cities without substantial strategies promoting EEF. Cities with revenue declines are less likely to implement EEF.

Clinical Practice Guidelines (CPGs) aim to optimize patient care by assisting physicians during the decision-making process. However, guideline adherence is highly affected by its unstructured format and aggregation of background information with disease-specific information. The objective of our study is to extract disease-specific information from CPG for enhancing its adherence ratio. In this research, we propose a semi-automatic mechanism for extracting disease-specific information from CPGs using pattern-matching techniques. We apply supervised and unsupervised machine-learning algorithms on CPG to extract a list of salient terms contributing to distinguishing recommendation sentences (RS) from non-recommendation sentences (NRS). Simultaneously, a group of experts also analyzes the same CPG and extract the initial patterns “Heuristic Patterns” using a group decision-making method, nominal group technique (NGT). We provide the list of salient terms to the experts and ask them to refine their extracted patterns. The experts refine patterns considering the provided salient terms. The extracted heuristic patterns depend on specific terms and suffer from the specialization problem due to synonymy and polysemy. Therefore, we generalize the heuristic patterns to part-of-speech (POS) patterns and unified medical language system (UMLS) patterns, which make the proposed method generalize for all types of CPGs. We evaluated the initial extracted patterns on asthma, rhinosinusitis, and hypertension guidelines with the accuracy of 76.92%, 84.63%, and 89.16%, respectively. The accuracy increased to 78.89%, 85.32%, and 92.07% with refined machine-learning assistive patterns, respectively. Our system assists physicians by locating disease-specific information in the CPGs, which enhances the physicians’ performance and reduces CPG processing time. Additionally, it is beneficial in CPGs content annotation.

Local governments are increasingly developing electronic participation initiatives, expecting citizen involvement in local community affairs. Our objective was to assess e-participation and the extent of its change in local government in Greece. Using content analysis for 325 Greek municipal websites, we assessed e-participation status in 2017 and 2018 and examined the impact of change between these years. The assessment regards two consecutive years since the adoption of digital technologies by municipalities has been rapid. The main findings show that Greek local governments have made significant small- to medium-scale changes, in order to engage citizens and local societies electronically. We conclude that the integration of advanced digital technologies in municipalities remains underdeveloped. We propose that Greek municipalities need to consider incorporating new technologies, such as mobile apps, social media and big data, as well as e-decision making processes, in order to eliminate those obstacles that hinder citizen engagement in local government. Moreover, the COVID-19 outbreak has highlighted the need for enhancing e-participation and policymakers’ coordination through advanced digital technologies.

Overdue financial statements reporting, more specifically audit delay, can cause losses in its capacity in decision making. We investigate the effects of auditor characteristics on local governments’ audit delay by studying 127 Indonesian local governments. We find that auditor professional proficiency and auditor educational background have significant effect on the audit delay of local government financial statements. Our results also indicate the intersection of some auditor characteristics in affecting audit delay. Our findings mainly suggest that the auditor professional proficiency should be improved to shrink audit delay.

Abstract Background: Home birth is still considered an unusual situation on most developed countries, where it accounts between 0.2 and 25 percent of all births depending of the country. However, the safety of the process and whether it should be offered as a choice makes it a controversial topic with strong opinions on both sides. This review aims to describe the situation of home birth in several developed countries and debate its safety and mothers’ satisfaction, by reviewing studies that compare home vs. hospital births.Methods: A systematic research has been done using different search engines to find publications that portray the current situation on this topic. Protocols and historical facts were selected using no filters, while publications reporting maternal and birth outcomes, as well as levels of satisfaction, were selected using filters that limited the search to articles that had been published in the last 10 years. A total of 45 articles were selected and reviewed.Results: Home birth in each country depends on many factors, including historical and cultural. Some countries have either developed good practice guidelines or included home birth on the already existing ones, while some other countries still do not recognize it as a safe option. While most studies do not show significant differences on neonatal mortality APGAR score and intensive care admissions, they do describe slightly better maternal outcomes on home birth due to lower interventionism. Studies also show that between 13 and 29 percent of home births require transferring the woman or the fetus to the hospital. Satisfaction levels also appear to be higher in women who had a planned home birth.Conclusions: Home birth appears to be a safe choice for women with low risk pregnancies, due to a lower rate of interventionism. However, safety depends on many factors, from professional accreditation, to the presence of protocols and good practice guidelines. Satisfaction also appears to be higher on women who had a planned home birth, although it depends on personal considerations and circumstances.

The conservation and management of wild populations and ecosystems almost always involves making decisions in the face of uncertainty and risk. The application of science to the ecological decision-making process was something that the late Professor Daniel Goodman thought deeply about. In this paper we outline the three main principles that Dr. Goodman espoused for good practice when conducting analyses for ecological decision-making: 1) the results should be conditioned on all relevant data and information, 2) there must be a full characterization of all uncertainty, and it should be fully propagated into the result, and 3) doing so in the correct way will result in the calculation of an accurate probability distribution (conditioned on our understanding of the state of nature) that should be used directly for ecological decision-making. Dr. Goodman believed that in the context of threatened and endangered species management Population Viability Analysis (PVA), Bayesian statistics, and structured decision-making are the most logical tools to achieve the three principles. To illustrate the application of the principles and tools in a real management setting, we discuss a Bayesian PVA that Dr. Goodman produced for the endangered Steller sea lion. We conclude by discussing the practical and philosophical impediments that may limit the full realization of the three principles and we offer some suggested solutions.
