Public Heritage, a Desire for a “White” History for America, and Some Impacts of the Kennewick Man/ Ancient One Decision

The most recent opinion in the so-called Kennewick Man or Ancient One (as many American Indians choose to call the skeleton) case by the United States Court of Appeals for the Ninth Circuit unfortunately resurrects some very old and contentious issues in America. Indians mostly view the opinion as one more echo of the same old story of Native American property issues raised in the courts, but they also understand that some implications may be broader. The most direct impact of the opinion is that the Umatilla people will not be allowed to return the Ancient One to the earth, but others could be portents of a larger resurgence of anti-Indian sentiment and scientific colonialism in America. Specifically, though not directly stated as such, the court's opinion supports a notion that archaeological materials are a public heritage, no matter their culture of origin. In addition, by affirming the plaintiffs' position, the court essentially declared archaeologists and associated scientists to be the primary stewards of that heritage, much to the chagrin of many American Indian people. Along the way, the court reinforced the idea that scientifically generated evidence has greater validity than oral tradition in court, outright denying oral tradition's validity and undercutting a major intention of the Native American Graves Protection and Repatriation Act (NAGPRA). Worse still, the court reflects—and by its decision supports—an idea that there may be a “white” or European history for the Americas that predates the arrival of Indians. The most damaging and long-term impact is that the decision reinforces fundamentally erroneous definitions and stereotypes about Indians as tribes, which has plagued Indian-white relations for generations.

Institutions of higher education have a responsibility to prioritize the needs of society and local communities. One essential need prevalent in all communities is to address the rise of obesity and health risks due to lack of participation in physical activity. In the United States, children spend a small percentage of time engaged in physical activity, and engagement decreases further in adolescence and adulthood. Collaborative partnerships between kinesiology faculty at universities and community organizations are one avenue for engaging children in physical activity. Partnerships must be multilevel and community wide to evoke change and have long-term impact and sustainability. Within the context of community-based research, we propose a three-step framework for establishing collaborative partnerships: (1) determining the needs of partners; (2) discussing expertise, services, and philosophy; and (3) providing a quality product. In addition, we outline and illustrate our experiences when collaborating with community partners to promote physical activity.

Russia’s international comportment and geostrategic moves, particularly the invasion of Ukraine and the annexation of Crimea in 2014, caused a substantial change in its international economic and political relations. In response to Russia’s invasion, the United States of America, the European Union, and their allies imposed a series of sanctions. In this study, by applying an exponential generalized autoregressive conditional heteroscedasticity model to daily logarithmic returns of the ruble exchange rate and the closing price index of the Russian Trading System, we analyze how the returns and volatility of the exchange rate and the stock price index responded to the sanctions and oil price changes. The estimation results show that the sanctions have a significant positive short-term impact on exchange rate returns. Economic sanctions have a significant negative long-term impact on the returns and variance of the exchange rate and a significant positive long-term impact on the returns of the stock price index. Financial sanctions have a positive/negative long-term impact on the returns of the exchange rate/stock price index and a positive long-term impact on the variance of the exchange rate and the stock price index. Corporate sanctions have a positive long-term impact on exchange rate returns.

While reasonable short-term resource price projections can be obtained by taking a bottom-up approach — constructing a supply curve based upon current production capacities and costs — this approach breaks down as the time horizon of the analysis lengthens. One approach to long-term price forecasting is to calibrate a simple model of a commodity market against past data. To that end, an analogy was drawn between the behavior of the uranium market and that of some three dozen materials for which the United States Geologic Survey (USGS) maintains data. This work adds to previously published results showing that the USGS-reported prices of minerals similar to uranium have consistently declined over the past century. In this paper, the extent to which uranium geology and extraction technologies are indeed analogous to other minerals is quantitatively addressed. A study of crustal abundances, ore grades being economically mined, concentration factors, market share of extraction techniques, years of proven reserve and other factors indicates that uranium is not at all exceptional with respect to the average of the USGS minerals. This suggests that, on the supply side, the analogy between the USGS minerals and uranium may indeed offer valuable insights into medium and long term uranium price behavior.

This essay explores the question of the impact of illegal migration on American unity and cultural pluralism in the United States. Assuming that over time the descendents of undocumented workers now in the United States will behave substantially like descendants of those who immigrate legally, the author concludes that the long-term impact of illegal migration barely will be noticeable provided it is reduced substantially in the future. The process of acculturation will work in the same way for both groups as it has for other ethnic groups in the past, given comparable levels of education and length of family residence in the United States. The author takes special notice of the illegal migration of Spanish-speaking workers and hypothesizes that the behavior of their descendants will not differ from the descendants of other immigrants, legal or illegal, in ways that disrupt fundamental patterns of American political unity and cultural pluralism.

Applied anthropologists are now commonly involved at all levels in rural and agricultural development work in Third World countries. Corresponding efforts in the United States, however, are much less common. This can be attributed in part to increased scrutiny and skepticism concerning past research efforts, which are frequently seen as unilaterally beneficial to researchers and of little tangible long-term gain to local people. No where is this more true than among Native American populations. Leigh Jenkins, Director of the Hopi Cultural Preservation Office (HCPO), puts it quite succinctly: "Intruders are not welcome, especially if they come dressed as anthropologists… As any visitor will attest, it has become quite a challenge to prove one's sincerity, honesty, and fairness to the Hopis, especially if that visitor plans to do research" ("Forward" in Peter Whitely, Bacavi: A Journey to Reed Springs [Flagstaff, AZ: Northland Press, 1988]).

Abstract Identity in Native North America is defined by legal, racial, linguistic and ethnic traits. This article looks at the nomenclature of both Indian, Eskimo and Native, and then places them in a historical context, in Canada and the United States. It is argued that ideas about Native Americans derive from medieval concepts, and that these ideas both constrain Native identity and ensure the survival of American Indians despite accelerating loss of language.

This article examines the processes of community building among American Indians who migrated to Portland, Oregon, in the decades following World War II, contextualized within a larger movement of Indians to the cities of the United States and shifts in government relations with Indian people. It argues that, during the 1960s, working-and middle-class Indians living in Portland came together and formed groups that enabled them to cultivate "Indianness" or to "be Indian" in the city. As the decade wore on, Indian migration to Portland increased, the social problems of urban Indians became more visible, and a younger generation emerged to challenge the leadership of Portland's established Indian organizations. Influenced by both their college educations and a national Indian activist movement, these new leaders promoted a repositioning of Indianness, taking Indian identity as the starting point from which to solve urban Indian problems. By the mid-1970s, the younger generation of college-educated Indians gained a government mandate and ascended to the helm of Portland's Indian community. In winning support from local, state, and federal officials, these leaders reflected fundamental changes under way in the administration of U.S. Indian affairs not only in Portland, but also across the country.

This study examines the development of a Native American Indian variety of English in the context of a rural community in the American South where European Americans, African Americans and Native American Indians have lived together for a couple of centuries now. The Lumbee Native American Indians, the largest Native American group east of the Mississippi River and the largest group in the United States without reservation land, lost their ancestral language relatively early in their contact with outside groups, but they have carved out a unique English dialect niche which now distinguishes them from cohort European American and African American vernaculars. Processes of selective accommodation, differential language change and language innovation have operated to develop this distinct ethnic variety, while their cultural isolation and sense of "otherness" in a bi-polar racial setting have served to maintain its ethnic marking.

American Indian activism after 1945 was as much a part of the larger, global decolonization movement rooted in centuries of imperialism as it was a direct response to the ethos of civic nationalism and integration that had gained momentum in the United States following World War II. This ethos manifested itself in the disastrous federal policies of termination and relocation, which sought to end federal services to recognized Indian tribes and encourage Native people to leave reservations for cities. In response, tribal leaders from throughout Indian Country formed the National Congress of American Indians (NCAI) in 1944 to litigate and lobby for the collective well-being of Native peoples. The NCAI was the first intertribal organization to embrace the concepts of sovereignty, treaty rights, and cultural preservation—principles that continue to guide Native activists today. As American Indian activism grew increasingly militant in the late 1960s and 1970s, civil disobedience, demonstrations, and takeovers became the preferred tactics of “Red Power” organizations such as the National Indian Youth Council (NIYC), the Indians of All Tribes, and the American Indian Movement (AIM). At the same time, others established more focused efforts that employed less confrontational methods. For example, the Native American Rights Fund (NARF) served as a legal apparatus that represented Native nations, using the courts to protect treaty rights and expand sovereignty; the Council of Energy Resource Tribes (CERT) sought to secure greater returns on the mineral wealth found on tribal lands; and the American Indian Higher Education Consortium (AIHEC) brought Native educators together to work for greater self-determination and culturally rooted curricula in Indian schools. While the more militant of these organizations and efforts have withered, those that have exploited established channels have grown and flourished. Such efforts will no doubt continue into the unforeseeable future so long as the state of Native nations remains uncertain.
