Moving local food through conventional food system infrastructure: Value chain framework comparisons and insights

AbstractThere is growing recognition that the direct marketing initiatives favored by many local food activists and proponents often lack the capacity to meet rapidly expanding consumer demand for local food. To address these needs, some food systems researchers have identified a role for ‘transitional’ food systems that piggyback on the pre-existing, conventional local food system infrastructure, while moving toward the social and economic benefits of direct marketing. This paper uses a value chain model (based on business management studies and adapted to the context of agrifood enterprises) as a framework for investigating how actors who are accustomed to working within the logic of the traditional produce industry incorporate local food into their overall operations. Using a qualitative comparative case study approach, the paper examines how features of the value chain structure and governance mechanisms operate in two food distribution networks that are transitioning toward localization in a rural and an urban region of Pennsylvania, respectively. Case study analysis focuses on conventional wholesale produce distributors as the link between local producers and local buyers. Interviews with the distributors, producers and buyers reveal the sources and outcomes of challenges affecting how the distributors organize their purchasing and selling of local produce. Network practices, in turn, have equity implications as distributors struggle to pay producers enough to maintain their economic viability, while still making local produce accessible to a wide range of consumers. Policy-makers and practitioners seeking to support the ‘scaling up’ of local and regional food systems should consider targeted development of technical infrastructure in processing and distribution, as well as outreach on appropriate shared ownership models. Future research should be longitudinal to determine the longer-term role and contribution of the conventional food system infrastructure in transitioning to more sustainable local and regional food systems.

Why, with local food’s rising popularity, do small-scale farmers report declining sales? This study used a mix of survey and interview methods to examine the priorities and buying habits of food shoppers in one midsized, lower-income metro­politan area of the U.S. Midwest. The study focuses on individual consumers’ decision-making because it aims to be useful, in particular, to small-scale farmers and advocates of their participation in local and regional food systems. Among shoppers’ stated priorities, the survey found broad support for local food and relatively low competition be­tween price and local origin as purchasing priori­ties. However, findings also show an attitude-behavior gap, with only a limited increase in ten­dency among self-defined “local” shoppers to purchase from locally oriented venues. As explana­tion for this attitude-behavior gap, survey and interview data point to differential definitions of “local food” and situational barriers (primarily inconvenience and lack of variety) preventing shoppers from buying local food. One factor off­setting these barriers was past experience growing one’s own food. Study findings are used to identify particular avenues for intervention by farmers, eaters, and other food systems builders to broaden access to local food through adjustments to mar­keting strategies, better alignment of wholesale outlets’ practices with the priorities of farmers and eaters, and improved public education about the food system.

More and more people worldwide live in urban areas, and these areas face many problems, of which a sustainable food provision is one. In this paper we aim to show that a transition towards more sustainable, regionally organized food systems strongly contributes to green, livable cities. The article describes a case study in the Dutch region of Arnhem–Nijmegen. Partners of a network on sustainable food in this region were interviewed on how they expect the food system to develop, and in design studies possible futures are explored. Both the interviews and the designs give support to the idea that indeed sustainable food systems can be developed to contribute to green livable cities. They show that the quality and meaning of existing green areas can be raised; new areas can be added to a public green system, and connections with green surroundings are enforced. They also show that inhabitants or consumers can be stimulated to become so called food citizens, highlighting that the relation of food systems and livable cities is a very close one.

This paper traces the partnership between the University of Toronto and the non-profit Local Food Plus (LFP) to bring local sustainable food to its St. George campus. At its launch, the partnership represented the largest purchase of local sustainable food at a Canadian university, as well as LFP’s first foray into supporting institutional procurement of local sustainable food. LFP was founded in 2005 with a vision to foster sustainable local food economies. To this end, LFP developed a certification system and a marketing program that matched certified farmers and processors to buyers. LFP emphasized large-scale purchases by public institutions. Using information from in-depth semi-structured key informant interviews, this paper argues that the LFP project was a disruptive innovation that posed a challenge to many dimensions of the established food system. The LFP case study reveals structural obstacles to operationalizing a local and sustainable food system. These include a lack of mid-sized infrastructure serving local farmers, the domination of a rebate system of purchasing controlled by an oligopolistic foodservice sector, and embedded government support of export agriculture. This case study is an example of praxis, as the author was the founder of LFP, as well as an academic researcher and analyst.

This article examines how activists involved in the food movement use different tactics intended to challenge and subvert the agrifood structures they encounter. We use data from interviews and participant observations with 57 food movement activists operating in less robust alternative food systems throughout the Southern Plains states of Texas, Arkansas, Oklahoma, and Kansas. Our respondents describe how they interpret their regional food systems as deliberately restrictive to the food movement and explain some of the tactical choices they make to maneuver around various constraints they claim hinder their food movement activism. In actively resisting the agricultural status quo, we find that some activists knowingly engage in forms of high-risk activism. We then examine the different framing devices food movement activists use to explain the risks generated by their tactical workarounds. Our findings contribute to the social movements and food system literature by showing how activists interpret and justify the risks generated by their resistance and by emphasizing the contextual nature of tactical choices and risk in social movement activism.

Purpose Since 4 September 2010, the greater Christchurch region has endured a series of destructive earthquakes. As a result, food resilience, as a component of community resilience, has become highly relevant. This paper aims to explore the role of social entrepreneurs and the local food system in building community resilience. Design/methodology/approach Using a quasi-case study method, four social enterprise food initiatives are presented to illustrate conceptually how these local food systems contribute to community resilience in the post-earthquake context in Christchurch. Findings The results suggest that a generation of social entrepreneurs have emerged, giving rise to networked local food system initiatives that share the common goals of building multiple and unique forms of capital (human, social, natural, financial and physical). In doing so, they have contributed to creating conditions that support community resilience as both a process and an outcome in post-earthquake Christchurch. Research limitations/implications This research included only four enterprises as the case study, all located in central Christchurch. As such, the results are indicative and may not represent those found in other contexts. Practical implications The research suggests that social entrepreneurs make a significant contribution to both enhancing food security and building community resilience post-disaster. How policy infrastructure can empower and enable entrepreneurs’ post-disaster warrants further consideration. Social implications Collectively, the four enterprises included in the research were found to have created local solutions in response to local problems. This embeddedness with and responsiveness to the community is a characteristic of resilient communities. Originality/value Post-earthquake Christchurch is a living laboratory in relation to understanding community resilience. The processes by which it is occurring, how it is sustained over time and the shapes it will take in the future in such a dynamic environment are not yet understood. This paper contributes to understanding local food systems as part of this process.

Local food systems are increasingly being studied in response to the threats imposed on global agri-industrial food systems. Central to local food is the community who is imaging and implementing diverse and hyper-local food assets, which are making a significant, but largely unknown, contribution to food security, resiliency, and sustainability. It is important to align these assets with broader regional food policies, programs, and regulations. However, there are few mechanisms to engage stakeholders or share local information. One possible mechanism to learn about local food assets is volunteered geographic information (VGI); a phenomenon that blends crowdsourcing, citizen science, and online mapping. It is currently being studied for its ability to engage and gather information from diverse and under-represented groups. This policy-relevant research investigates how VGI can support greater engagement and knowledge sharing across diverse food stakeholders. To achieve this objective, the VGI system framework is established to study the processes that support the creation of VGI. Next, the new era of food mapping, dubbed Food Mapping 2.0, is investigated to understand the impact evolving mapping techniques have on the engagement of food stakeholders. Lastly, the VGI systems framework, which is embedded in participatory geographic information system and participatory action research methods, is applied to support participatory mapping of regional food assets in Durham Region. His research gathered contributions on over 200 food assets in Durham Region – an upper-tier municipality just east of Toronto consisting of eight lower-tier municipalities – effectively capturing the distributed intelligence of government, not-for-profit, and community stakeholders. The crowdsourced data include locations, descriptions, and media related to farms, markets, community gardens, foodscapes, and other innovative food assets. The community identified urban food assets as a central strength of the regional food system. Overall, this project enabled the creation of an open food assets dataset, further supporting the development of an online Food Assets map and a Crowdsourcing Urban Food Assets report, which are collective used to inform future food policy, regulation, and program development. Overall, this research revealed a uniquely local and community-driven perspective about food system assets within Durham, while serving as a prototype of the VGI systems framework.

PurposeThe purpose of this paper is to investigate factors that influence farmers' adoption of Vietnamese Good Agricultural Practices (VietGAP) in Vietnam.Design/methodology/approachA case study design was employed. A purposive and snowball sampling strategy was used to select 54 participants for semi-structured interviews. Qualitative data analysis techniques were applied to analyse the data.FindingsThis study found that the social, cultural and institutional dimensions that define the dominant traditional agri-food system determined farmers' adoption of VietGAP and this was expressed in: (1) there was a lack of concern about food safety amongst value chain (VC) actors, particularly consumers and this limited demand for VietGAP-certified vegetables; (2) subjective rather than objective measures were used to assess vegetable quality by actors throughout the domestic vegetable VC and (3) the coordination of this vegetable VC was dominated by informal, trust-based relationships between VC actors rather than through formal written contracts.Research limitations/implicationsThis study employed a case study approach and focussed on a local VC for fresh vegetables. The findings of this research may therefore differ to those concerning other produce.Practical implicationsThis study highlights that farmers' uptake of VietGAP requires changes to the socio-technical regime of the traditional agri-food system.Originality/valueThis research provides a systemic view of the determinants of GAP adoption by farmers and highlights areas that need to be considered when designing policies to enhance the uptake of public GAP programmes and introduce agri-food systems in developing countries.

Dietary transitions, such as eliminating meat consumption, have been proposed as one way to reduce the climate impact of the global and regional food systems. However, it should be ensured that replacement diets are, indeed, nutritious and that climate benefits are accurately accounted for. This study uses New Zealand food consumption as a case study for exploring the cumulative climate impact of adopting the national dietary guidelines and the substitution of meat from hypothetical diets. The new GWP* metric is used as it was designed to better reflect the climate impacts of the release of methane than the de facto standard 100-year Global Warming Potential metric (GWP100). A transition at age 25 to the hypothetical dietary guideline diet reduces cumulative warming associated with diet by 7 to 9% at the 100th year compared with consuming the average New Zealand diet. The reduction in diet-related cumulative warming from the transition to a hypothetical meat-substituted diet varied between 12% and 15%. This is equivalent to reducing an average individual’s lifetime warming contribution by 2 to 4%. General improvements are achieved for nutrient intakes by adopting the dietary guidelines compared with the average New Zealand diet; however, the substitution of meat items results in characteristic nutrient differences, and these differences must be considered alongside changes in emission profiles.
