Teaching Americans to be International Citizens: World Music and Dance on Television's Omnibus

AbstractIn the 1950s, Omnibus, a US television variety show sponsored by the Ford Foundation, provided US viewers with their first encounters with classical music and dance from Japan and India and folk traditions from Yugoslavia. Omnibus was an important part of a popularization of world music and dance as part of a greater arts and cultural literacy campaign in the 1950s, aimed at educating and entertaining the average American. As the US government sought to “promote world peace” through the multifaceted economic interventions of endeavors like the Marshall Plan, private organizations such as the Ford Foundation also spent massive sums in the US and abroad. This article contributes to a broader understanding of US postwar cultural diplomacy by examining how international musical guests on Omnibus helped develop an American self-concept that was culturally and politically internationalist.

Purpose – A number of scholars have explored the US Government’s postwar efforts, often in collaboration with the business community, to “sell America” to Americans themselves; others have documented the means through which such information was aimed at audiences behind the Iron Curtain. Few scholars have explored the use of the US “propaganda” to secure political loyalty and financial markets among Western allies, and fewer still have studied the government’s use of commercial marketing methods for this purpose. Attempting to fill a void, this paper aims to explore the US State Department’s postwar collaboration with the Advertising Council, a non-profit organization funded and organized by American business, to “sell” the 16 countries that were receiving aid under the Marshall Plan on “the American way of life”. Design/methodology/approach – Drawing primarily from archival sources, the underlying research here is heavily based on various State Department collections housed at the National Archives in Washington, DC, and College Park, Maryland, as well as documents from the Harry S. Truman Library in Independence, Missouri, and the Advertising Council Archives at the University of Illinois. Findings – In contrast to its many successes during the Second World War, the Advertising Council’s first international project was plagued by erroneous assumptions and unforeseen problems, making the “Overseas Information” campaign far less successful than its previous projects. Thus, the case study holds lessons for the US Government in any future attempts to use the assistance of commercial advertisers in attaining its “soft power” objectives. Research limitations/implications – The study explores the “Overseas Information” campaign from an institutional perspective only. Future research should focus on public perceptions of the campaign and possibly a rhetorical analysis of the actual advertisements. Practical implications – The case study holds lessons for the US Government in any future attempts to use the assistance of commercial advertisers in attaining its “soft power” objectives. Social implications – The study reveals interesting, and heretofore, unrevealed information about collaborations between the government and US business in the postwar era. Originality/value – Up till this point, the Advertising Council’s “Overseas Information” has received very scant scholarly attention and few, if any, have recognized its importance in the ongoing quest for government “soft power” in the postwar era.

On 21 February 1947, the US Government was informed of Britain's decision to terminate aid to Greece as from 31 March 1947. This produced a flurry of activity culminating in President Harry Truman's address to Congress on 12 March 1947 in which he requested $400m. aid for Greece and Turkey and pronounced the Truman Doctrine, thereby commiting the United States to the worldwide containment of Communism by means of American aid to nations threatened either by Communist insurgency from within or by Communist aggression from abroad. Debate on the Greek-Turkish Aid Bill and on the implications of the Truman Doctrine was one of the important sources of Secretary of State George C. Marshall's speech at Havard University on 5 June 1947 which initiated the idea of the Marshall Plan, the four year programme (1948–52) of American Aid to sixteen European nations designed to build up the economics of these countries and to lessen the prospect of Communism gaining strength within them. Was Britain's sudden withdrawal of aid from Greece determined simply by financial weakness, or did British policy have a more positive and subtle aim, namely to induce the United States to commit itself decisively to a policy of containment in both its political and economic form? The British Foreign Office papers for the late 1940s, as well as the papers of other government departments such as the Treasury, which are now open as a consequence of the thirty year rule, facilitate a better understanding of British policy in 1947–48 and of the British view of American policy in those years, in particular with regard to the Truman Doctrine and the Marshall Plan.

Purpose – The purpose of this paper is to provide an overview of similarities and distinctions between development and educational assistance in the USA as compared with other countries, this paper provides a general review of relevant materials on US foreign aid. Design/methodology/approach – The paper reviews published books and articles as well as US government budget and Congressional reporting materials and Organization for Economic Cooperation and Development statistics. Findings – Beginning with the Marshall Plan following Second World War, the USA has always been a leader in foreign aid. In many ways, US development agencies resemble counterparts in other countries – foreign aid is part of larger network of bilateral relationships, funding requests must compete with requests from other sectors, etc. In other ways, the US stands apart. Because of US Congressional reporting requirements and for philosophical reasons, the US has been reluctant to join other countries in provision of budgetary support. The US coordinates its work with host country governments, but generally organizes its activities in project mode, relying largely on US contractors. The US Agency for International Development and the Department of State are the largest US government development agencies. Still, unlike other donors, development funding and technical assistance is provided by up to 25 agencies with relatively little coordination. US foreign aid has always included a security as well as humanitarian and development dimensions. In recent years, as development assistance is increasingly coordinated with diplomacy and defense, the military dimension has been heightened. Perhaps the most original finding is the notion that public and government support of US foreign aid has required both security and development/humanitarian rationales to remain viable. Originality/value – The paper brings together information from a range of existing sources, but provides a unique perspective on US foreign aid in education.

Fitting to its doctrine of preventiv war, the Bush Administration founded a bureau of reconstruction, designing reconstruction plans for countries which are still not destroyed. Reconstruction after war or after a “natural disaster” developed to a profitable branch of capitalist investment. Also the possibilities to change basic political and economic structures are high and they are widely used by the US-government and institutions like the International Monetary Fund.

In the 1940s, curbing undocumented Mexican immigrant entry into the United States became a US government priority because of an alleged immigration surge, which was blamed for the unemployment of an estimated 252,000 US domestic agricultural laborers. Publicly committed to asserting its control of undocumented Mexican immigrant entry, the US government used Operation Wetback, a binational INS border-enforcement operation, to strike a delicate balance between satisfying US growers’ unending demands for surplus Mexican immigrant labor and responding to the jobs lost by US domestic agricultural laborers. Yet Operation Wetback would also unintentionally and unexpectedly fuel a distinctly transnational pathway to legalization, marriage, and extended family formation for some Mexican immigrants.On July 12, 1951, US president Harry S. Truman’s signing of Public Law 78 initiated such a pathway for an estimated 125,000 undocumented Mexican immigrant laborers throughout the United States. This law was an extension the Bracero Program, a labor agreement between the Mexican and US governments that authorized the temporary contracting of braceros (male Mexican contract laborers) for labor in agricultural production and railroad maintenance. It was formative to undocumented Mexican immigrant laborers’ transnational pursuit of decisively personal goals in both Mexico and the United States.Section 501 of this law, which allowed employers to sponsor certain undocumented laborers, became a transnational pathway toward formalizing extended family relationships between braceros and Mexican American women. This article seeks to begin a discussion on how Operation Wetback unwittingly inspired a distinctly transnational approach to personal extended family relationships in Mexico and the United States among individuals of Mexican descent and varying legal statuses, a social matrix that remains relatively unexplored.

The aim of the Ukrainian Bureau in Washington was propaganda of Ukrainian question among US government and American publicity in general. Functioning of the Bureau is not represented non in Ukrainian neither in foreign historiographies, so that’s why the main goal of presented paper is to investigate its activity. The research is based on personal papers of Ukrainian diaspora representatives (O. Granovskyi, E. Skotzko, E. Onatskyi) and articles from American and Ukrainian newspapers. The second mass immigration of Ukrainians to the US (1914‒1930s) has often been called the «military» immigration and what it lacked in numbers, it made up in quality. Most immigrants were educated, some with college degrees. The founder of the Ukrainian Bureau Eugene Skotzko was born near Western Ukrainian town of Zoloczhiv and immigrated to the United States in late 1920s after graduating from Lviv Polytechnic University. In New York he began to collaborate with OUN member O. Senyk-Hrabivskyi who gave E. Skotzko task to create informational bureau for propaganda of Ukrainian case. On March 23 1939 the Bureau was founded in Washington D. C. E. Skotzko was an editor of its Informational Bulletins. The Bureau biggest problem was lack of financial support. It was the main reason why it stopped functioning in May 1940. During 14 months of functioning Ukrainian Bureau in Washington posted dozens of informational bulletins and send it to hundreds of addressees; E. Skotzko, as a director, personally wrote to American governmental institutions and foreign diplomats informing about Ukrainian problem in Europe. This chapter describes fiscal squeeze in an era of high political volatility and major economic challenges, including mass unemployment, a sharp increase in oil prices, double-digit inflation (i.e. a period of ‘stagflation’), and high levels of trade union militancy. The most dramatic period during the episode occurred in 1976, involving a split Labour Government under two different leaders, with a leadership election following a sudden prime ministerial resignation. That government pursued fiscal squeeze against the background of a deep currency crisis and bailout deals with outside lenders (the US Government and the IMF). The squeeze episode also led to some important institutional developments, producing the first major privatization since the 1950s and a new system of controlling public spending through ‘cash limits’.
