Political Tolerance among Muslim Minorities in Western Europe: The Role of Denomination and Religious and Host National Identification

AbstractIslam has emerged as the focus of immigration and diversity debates in Europe, especially in relation to the incorporation of Islam within political democracy. Using the least-liked group approach, the present study investigates political tolerance among Sunni and Alevi Muslims of Turkish origin living in Germany and the Netherlands. A relatively low level of political tolerance was found with higher intolerance of Alevis compared to Sunnis which was due to Alevis' strong rejection of religious fundamentalists. For both Muslim subgroups and in both countries, stronger religious group identification was associated with higher tolerance. Political tolerance was also found to be lower in Germany than in the Netherlands and in the latter country tolerance was positively associated with host national identification. The findings show that Islamic belief, Muslim group identification and the host national context are important for political tolerance.

AbstractThis paper deals in a qualitative discourse analysis with the role of Islamic organizations in welfare delivery in Germany and the Netherlands. Referring to Jonathan Fox's “secular–religious competition perspective”, the paper argues that similar trends of exclusion of Islamic organizations from public social service delivery can be explained with discourses on Islam in these two countries. The analysis, first, shows that in the national competitions between religious and secular ideologies on the public role of religion, different views are dominant (i.e., the support for the Christian majority in Germany and equal treatment of all religions in the Netherlands) which can be traced back to the respective regimes of religious governance. However, and second, when it comes to Islam in particular, in the Netherlands, the perspective of restricting all religions from public sphere prevails which leads to the rather exclusivist view on Islamic welfare that dominates in Germany, too.

The Netherlands is positioned amidst three major powers and controls the mouths of three main European rivers. Until the First World War, its choice for armed neutrality (1840-1940) seemed to be the most fitting answer to its security problem. After 1918, the Netherlands had difficulties adjusting to modern war, having decreased its defence budget substantially, and lacked a coherent political-military answer to the interwar strategic and operational challenges. Old notions of the Netherlands as a vital element of regional peace and as a country that could influence the behaviour of its large neighbours no longer fitted reality. Neutrality ceased to provide security to the country, thereby also endangering the stability in Western Europe to which the Dutch so wholeheartedly aspired.

Abstract This article examines one of several ways in which the Muslim presence in Europe is discussed or justified in Islamic terms. It mainly analyses the position of those scholars, some of them close to the Muslim Brotherhood (like Al-Qaradawi and Mawlawi), who have claimed that not only can Muslims live in Western Europe, but that they should live there. In fact, according to them Europe is a context in need of Muslims and that Muslims need it too: Europe needs the moral example Muslims can set there and Muslims need Europe in order to spread Islam. In this light, the presence of Muslims in Europe is both legitimate and necessary, and their absence unthinkable. This article is the result of an examination of particular essays and edicts which Sunni Arab Muslim scholars have contributed to the debate surrounding Muslim minorities in Europe, published between the years 1960-2000.

Leftist and rightist populist parties in Western Europe both oppose trade openness. Is support for economic protectionism also relevant for their electorates? We assess this in the Netherlands, where both types of populist parties have seats in parliament. Analyses of representative survey data ( n = 1,296) demonstrate that support for protectionism drives voting for such parties, as do the well-established determinants of political distrust (both populist constituencies), economic egalitarianism (leftist populist constituency) and ethnocentrism (rightist populist constituency). Surprisingly, support for protectionism does not mediate the relationship between economic egalitarianism and voting for left-wing populists, or the link between political distrust and voting for either left-wing or right-wing populist parties. In contrast, support for protectionism partly mediates the association between ethnocentrism and voting for right-wing populists. We discuss the largely independent role of protectionism in populist voting in relation to the cultural cleavage in politics and electoral competition, and also provide suggestions for future research.

In three studies we examine the link between types of national identity and support for leaving the European Union (EU). We found that national collective narcissism (but not national identification without the narcissistic component) was positively associated with a willingness to vote Leave, over and above the effect of political orientation. This pattern was observed in a representative Polish sample (Study 1, n = 635), as well as in samples of Polish youth (Study 2, n = 219), and both Polish (n = 73) and British (n = 60) professionals employed in the field of international relations (Study 3). In Studies 2 and 3 this effect was mediated by biased EU membership perceptions. The role of defensive versus secure forms of in-group identification in shaping support for EU membership is discussed.

The mobilization of culturally rooted issues has altered political competition throughout Western Europe. This article analyzes to what extent the mobilization of immigration issues has affected how people identify with politics. Specifically, it analyzes whether voters’ left/right self-identifications over the past 30 years increasingly correspond to cultural rather than economic attitudes. This study uses longitudinal data from the Netherlands between 1980 and 2006 to demonstrate that as time progresses, voters’ left/right self-placements are indeed more strongly determined by anti-immigrant attitudes than by attitudes towards redistribution.These findings show that the issue basis of left/right identification is dynamic in nature and responsive to changes in the political environment.

A robust relationship between perceived racial discrimination and psychological distress has been established. Yet, mixed evidence exists regarding the extent to which ethnic identification moderates this relationship, and scarce attention has been paid to the moderating role of national identification. We propose that the role of group identifications in the perceived discrimination–psychological distress relationship is best understood by simultaneously and interactively considering ethnic and national identifications. A sample of 259 Asian American students completed measures of perceived discrimination, group identifications (specific ethnic identification stated by respondents and national or “mainstream American” identification), and psychological distress (anxiety and depression symptoms). Regression analyses revealed a significant three-way interaction of perceived discrimination, ethnic identification, and national identification on psychological distress. Simple-slope analyses indicated that dual identification (strong ethnic and national identifications) was linked to a weaker relationship between perceived discrimination and psychological distress compared to other group identification configurations. These findings underscore the need to consider the interconnections between ethnic and national identifications to better understand the circumstances under which group identifications are likely to buffer individuals against the adverse effects of racial discrimination.

How inclusive are European national identities of Muslim minorities and how can we explain cross-cultural variation in inclusiveness? To address these questions, we draw on large-scale school-based surveys of Muslim minority and non-Muslim majority and other minority youth in five European countries (Children of Immigrants Longitudinal Survey [CILS]; Belgium, England, Germany, the Netherlands, and Sweden). Our double comparison of national identification across groups and countries reveals that national identities are less strongly endorsed by all minorities compared with majority youth, but national identification is lowest among Muslims. This descriptive evidence resonates with public concerns about the insufficient inclusion of immigrant minorities in general, and Muslims in particular, in European national identities. In addition, significant country variation in group differences in identification suggest that some national identities are more inclusive of Muslims than others. Taking an intergroup relations approach to the inclusiveness of national identities for Muslims, we establish that beyond religious commitment, positive intergroup contact (majority friendship) plays a major role in explaining differences in national identification in multigroup multilevel mediation models, whereas experiences of discrimination in school do not contribute to this explanation. Our comparative findings thus establish contextual variation in the inclusiveness of intergroup relations and European national identities for Muslim minorities.
