AbstractCOVID-19 has affected every sector of our society, among which human mobility is taking a dramatic change due to quarantine and social distancing. We investigate the impact of the pandemic and subsequent mobility changes on road traffic safety. Using traffic accident data from the city of Los Angeles and New York City, we find that the impact is not merely a blunt reduction in traffic and accidents; rather, (1) the proportion of accidents unexpectedly increases for “Hispanic” and “Male” groups; (2) the “hot spots” of accidents have shifted in both time and space and are likely moved from higher-income areas (e.g., Hollywood and Lower Manhattan) to lower-income areas (e.g., southern LA and southern Brooklyn); (3) the severity level of accidents decreases with the number of accidents regardless of transportation modes. Understanding those variations of traffic accidents not only sheds a light on the heterogeneous impact of COVID-19 across demographic and geographic factors, but also helps policymakers and planners design more effective safety policies and interventions during critical conditions such as the pandemic.

The problem of road traffic safety has been widely concerned in recent years. The identification of traffic accident hot spots can effectively improve the road traffic safety and let the traffic managers formulate targeted improvement measures and suggestions. The traditional identification method of accident hot spot does not consider the spatial attribute of the accident, so it has some limitations in the identification of traffic accident hot area. Therefore, this paper first proposes a method to identify the hot spot of traffic accidents based on geographic information system (GIS). The mathematical model and machine learning model are used to explore the correlation between traffic accidents and spatial characteristics from macro and micro aspects. Finally, taking Beijing as an example, the feasibility of the research method is proved by using the accident data of Beijing in 2015 and the geographic information of Beijing. The research results of this paper can realize the spatial effective transformation of accident records, comprehensively consider the micro and macro attributes of the accident itself, realize the automatic and efficient identification of the accident hot spot. In addition, the causality analysis results between each attribute and the distribution of accident hot spots can help decision makers to formulate safety and sustainable road strategies.

Abstract The highest number of road accidents occurs at junctions. One of the aims of traffic organisation is to improve traffic safety in these areas. Based on a variety of indices – road capacity, points of conflict, number, and severity of road traffic accidents – different alternatives for junctions are evaluated. However, the road network has many junctions and roads serve to travel from point "A" to point "B" at a given time. Therefore, one of the most important tasks when addressing the issue of road safety is to find a rational way of improving the safety without losing the importance of the road. The aim of this paper is to analyse the impact of different junctions on the road network and basing on actual data develop a method for the evaluation of different types of junctions with respect to road class.

The paper analyzes the road traffic safety in the territory of Khabarovsk in 2011-2020 according to the following indicators: the severity of the accidents, the severity of the consequences, the social risk, the forecast indicator of the social risk in the city of Khabarovsk by 2024. The analysis is based on the exponential smoothing method using the statistical data of 2011-2020. The forecast indicator of the social risk is compared to the value established by the Road Safety Strategy in the Russian Federation for 2018 - 2024, as a target by 2024. An assessment of achieving the mortality rate reduction in the Khabarovskiy krai is also given. The impact of the pandemic consequences and the socio-economic situation on reducing the road accidents mortality are examined. The objective data on the costs increasing to support the population and business being evaluated, the target values are set by the national project in 2020 and the subsequent years. For the analysis, the empirical methods are used, such as: examining the results of the previous activities; the expert assessments; the methods of studying an object in time: retrospective, forecasting. The socio-economic factors are considered the most susceptible to reduce the traffic accidents mortality.

he traditional safety evaluation methods are mostly based on historical accident data, which belong to the macroscopical level and have obvious defects in traffic safety management. This paper established accident Probability Density Function by using Kernel Density Estimation (KDE), proposed Accident Probability Prediction (APP) model based on Empirical Bayes (EB) method for considering the impact of accident location characteristics and historical data. The paper also established the method for road traffic safety micro-evaluation by adopting Traffic Accident Probabilities of Equivalent ten thousand Cars (TAPEC) indicator, and a comparative evaluation was conducted by the proposed method against cumulative frequency curve method. Through analyzing accident data collected from the G301, the results show that the proposed method is more reliable and can access to the transformation priorities of potentially dangerous road sections. So it can provide theoretical basis for checking the dangerous sections and improving accident prevention and response.

Climate change and the extreme weather have a negative impact on road traffic safety, resulting in severe road traffic accidents. In this study, a negative binomial model and a log-change model are proposed to analyse the impact of various factors on fatal traffic accidents. The dataset used in this study includes the fatal traffic accident frequency, social development indicators and climate indicators in California and Arizona. The results show that both models can provide accurate fitting results. Climate variables (i.e., average temperature and standard precipitation 24) can significantly affect the frequency of fatal traffic accidents. Non-climate variables (i.e., beer consumption, rural Vehicle miles travelled ratio, and vehicle performance) also have a significant impact. The modelling results can provide decision-making guidelines for the transportation management agencies to improve road traffic safety.

Abstract Analysis of road traffic accidents revealed that most accidents are as a result of drivers’ errors. Over the years, active safety systems (ASS) were devised in vehicle to reduce the high level of road accidents, caused by human errors, leading to death and injuries. This study however evaluated the impacts of ASS inclusions into vehicles in Nigeria road transportation network. The objectives was to measure how ASS contributed to making driving safer and enhanced transport safety. Road accident data were collected, for a period of eleven years, from Lagos State Ministry of Economic Planning and Budget, Central Office of Statistics. Quantitative analysis of the retrospective accident was conducted by computing the proportion of yearly number of vehicles involved in road accident to the total number of vehicles for each year. Results of the analysis showed that the proportion of vehicles involved in road accidents decreased from 16 in 1996 to 0.89 in 2006, the injured persons reduced from 15.58 in 1998 to 0.3 in 2006 and the death rate diminished from 4.45 in 1998 to 0.1 in 2006. These represented 94.4 %, 95 % and 95 % improvement respectively on road traffic safety. It can therefore be concluded that the inclusions of ASS into design of modern vehicles had improved road safety in Nigeria automotive industry.

The safety of road traffic in small towns in the Republic of Croatia is not at a satisfactory level. As proof, the safety of road traffic participants in the area of the town of Nova Gradiška and its wider environment has been studied and analyzed. The paper includes the available data in the period from 2000 to 2007. The analysis and the assessment of road traffic safety can be applied also to other towns and counties of the Republic of Croatia. Having in mind that there are 531 settlements in the Republic of Croatia (119 towns and 412 districts), out of which only 78 are larger than 10,000 inhabitants or 14.69% of the total number, which means that the analysis could be made for any settlement in the Republic of Croatia. The road traffic safety assessment was conceived according to the modified Smeed model which may be applied for any settlement or town. The road traffic safety analysis has led to the conclusion that safety of all the traffic participants is endangered. This paper provides solutions about what has to be done in order to reduce the danger to all the road traffic factors. KEY WORDS: drivers, traffic, traffic accidents, safety and small towns

Road traffic accident is an accident on a public road in which at least one moving vehicle has been involved and material damage or injury or death has occurred. Traffic accidents occur for various reasons, with one of them being the transport infrastructure and next the condition of traffic environment. Motorways are considered to be the safest roads, which have initially been planned as dedicated roads intended to be travelled only by personal cars, but the evolution of modal split of freight transport in Europe is causing the heterogeneity of traffic flows on these roads, which consequently affects the traffic safety. The aim of this paper is to explore the effects of changing volume and structure of traffic flows on road safety on Slovenian motorways. After the exhaustive analysis of past data, the paper provides different models for forecasting traffic safety on Slovenian motorways.

Understanding and prioritising crash contributing factors is important for improving traffic safety on the expressway. This paper aims to identify the possible contributory factors that were based on findings obtained from crash data at Senai-Desaru Expressway (SDE), which is the main connector between the western and eastern parts of Johor, Malaysia. Using reported accident data, the mishaps that had occurred along the 77.2 km road were used to identify crash patterns and their possible related segment conditions. The Average Crash Frequency and Equivalent Property Damage Only Average Crash Frequency Methods had been used to identify and rank accident-prone road segments as well as to propose for appropriate simple and inexpensive countermeasures. The results show that the dominant crash type along the road stretches of SDE had consisted of run-off-road collision and property damage only crashes. All types of accidents were more likely to occur during daytime. Out of the 154 segments, the 4 most accident-prone road segments had been determined and analysed. The results obtained from the analyses suggest that accident types are necessary for identifying the possible causes of accidents and the appropriate strategies for countermeasures. Therefore, this accident analysis could be helpful to relevant authorities in reducing the number of road accidents and the level of accident severity along the SDE.

Analysis of Factors Influencing the Density of Fatalities on National Roads in PolandIn Poland 20% of the total number of accidents occur on the national roads, which constitute 7% of the length of all roads. In the case of fatalities this share is significantly higher as it constitutes up to 36% of the total casualties. In accordance with the EU Directive (Journal of Laws EU L. 319/59) the level of road traffic safety should be raised by targeting investment on the most dangerous road sections. Finding the dependence between road and traffic factors and the number of accidents and casualties of road accidents may be helpful in predicting safety levels and selecting road traffic safety improvement measures. The paper presents the experience of other countries and preliminary tests results of the impact of the selected factors on the density and the number of road accident fatalities on the national roads in Poland.
