Abstract Organisational Structure of Municipal Offices - Key Determinats The multitude of tasks and problem issued faced by local governments necessitates their evolution towards improvement of the existing organisational structures. Comparison of the existing organisational structures of various municipal offices could create a misleading that their organizational structures do not undergo any transformations. In reality, the type of an organisational structure remains unchanged while its elements change very frequently. These changes are activated when, according to the office management, they do not ensure proper performance of tasks faced by local government administration and appropriate customer service. Also note that, in the applied solutions, there is a strive for perfection which can be noticed, in a sense. It expresses the concept that this is not a structure which can effectively play its role today and is prepared for challenges of tomorrow. However, the process of transformations has not developed any new solutions. To this end, the local government must develop organisational structures appropriate for identifying and reaching its objectives. For this reason, it’s worthwhile to consider solutions which combine elements of the existing and modern solutions or address new opportunities created by process-oriented structures. However, these transformations must, first and foremost, cause a transformation of bureaucratic-style municipal offices into modern organisations which apply modern methods of management. These are organisations which introduce deep-reaching organisational changes, i.e. transform their hierarchic interorganisational relations into more partner relations and transform their structural solutions into more flexible solutions as well as change their employees’ way of thinking. Without such transformations in local government, municipal offices will be still referred to as bureaucracy and civil servants as bureaucrats.

Introduction. At present, stands with running drums are widely used for various types of tests. Power stands play a special role. Such stands take the mechanical power from the driving wheels of the car. This simulates the process of movement of the vehicle under operating conditions. Such equipment has various designs, principles of operation and performance. It is also used in tests that are different by purpose, development stages and types: research, control, certification, etc. Therefore, it is necessary in order to determine the traction-speed, fuel-efficient and environmental performance characteristics.Materials and methods. The paper provides the overview of the power stands with running drums, which are widespread on the domestic market. The authors carried out the analysis of the main structural solutions: schemes of force transfer between the wheel and the drum; types of loading devices; transmission layout schemes and features of the control and measuring complex. The authors also considered corresponding advantages and disadvantages, recommended spheres of application, demonstrated parameters and characteristics of the units’ workflow, presented components and equipment.Discussion and conclusions. The authors critically evaluate existing models of stands with running drums. Such information is useful for choosing serial models of stands and for developing technical tasks for designing or upgrading the equipment.

For the first time in Almaty full passport of apartment stock of multiapartment building was carried out. The structure of the housing stock was revealed with the allocation of groups of buildings according to structural solutions and assessment of their seismic resistance. Based on the results of certification, quantitative estimates of failure probability values for different types of buildings were obtained. Formulas for estimation of quantitative value of seismic risk are obtained. The number of deaths in the estimated zem-shakes was estimated. The results of the assessments will be used for practical recommendations to reduce risk and expected losses in possible earthquakes.

The article provides an analysis and justification of the need to take into account the compliance of discs of overlapping and coatings when calculating frames from precast concrete structures. Previously conducted full-scale experiments showed that the rigidity of the precast overlapping with full filling of the seams, in comparison with the monolithic overlapping, decreases by 3-15 times due to the ductility of the joints. The use of refined computational models of structural solutions for frames, which take into account the compliance of the conjugations of elements, makes it possible to trace possible redistribution of efforts. Such an approach when reconstructing, it is possible to optimally select and calculate the enforcement of structure, and on new designing, to increase reliability and / or improve the economic performance of frame buildings. According to the results of analytical studies, formulas were adopted for the parameters that allow one to take into account the overall compliance of overlapping disks and coatings in computational models of building frames. Numerical studies on the computational model of a frame building made it possible to evaluate the effect of accounting for compliance on the stress-strain state of a multi-storey frame.

Abstract The research starts from an analogy found between two apparently very different structural solutions: the double spiral pattern of the herringbone brick courses in the domes built by Antonio da Sangallo the Younger (1484-1546) during the Renaissance, and the particular pattern of a wooden floor ‘à la Serlio’, described by Amand Rose Emy in his Treatise at the beginning of 19th century, made by diagonal beams reciprocally sustained. The diagonal pattern of the floor has a geometrical relationship with the cross-herringbone pattern, so that the latter can be obtained by some geometrical transformations of the former. This pattern was also used in thin shells built by Nervi, from the destroyed airplane hangars in Tuscany to the Palazzetto dello sport in Rome, and even by Piacentini in 1936 and earlier in some neoclassical domes. Thus the construction tool, useful for building domes without expensive scaffolding, could have a structural role at the completed construction stage. Within the research different structures were investigated, in order to observe the relevance of this peculiar structural scheme particularly in the construction of modern domes.

<p>Many developed countries have a national road network including a significant number of bridges in need of renovation or replacement in the coming years. The reason for this is their technical and functional capacity becoming insufficient due to aging and changes in societal demands. Therefore, these bridges need to be adjusted or replaced. National authorities in The Netherlands currently require a design life of 100 years for new bridges, however nowadays it seems reasonable to have a certain flexibility for this parameter. Since the selected design life has its implications on structural solutions and choice of materials, the identification of the optimal design life for bridges seems necessary. This paper gives a summary on the issue regarding the optimum design life of bridges and it highlights the framework of the upcoming research activities.</p>

ZusammenfassungSpitzensport zu betreiben und gleichzeitig ein Hochschulstudium zu absolvieren, scheint unter den derzeitigen Umständen nahezu unmöglich. Der Artikel konstruiert dieses Phänomen der Unvereinbarkeit zweier Karrieren zunächst gesellschaftstheoretisch als Inklusionsproblem. Da eine merkliche Verbesserung der Situation der Athleten letztlich nur auf Seiten der Hochschule erwartet werden darf, werden anschließend aus organisationstheoretischer Perspektive die dortigen Möglichkeiten und Grenzen interner Strukturveränderungen reflektiert. Schließlich wird diskutiert, wie Hochschulen mit den Erwartungen des Spitzensports umgehen können und in welcher Weise sich im Rahmen von Netzwerken womöglich doch Kooperationsbeziehungen zwischen den beteiligten Organisationen zugunsten studierender Spitzensportler aufbauen lassen.
