In Russia, a large number of the state projects of programs of energy saving and increase in energy efficiency is implemented. It is possible to consider the Energy Efficient Quarter program implemented in several cities of Russia as one of such projects. In this article, the results of implementation of this program in the city of Tyumen in the pilot territory are described. The article discusses the energy-efficient repair and construction of apartment buildings, as well as the dynamics of changes in the energy efficiency class of apartment buildings in the Republic of Tatarstan. The object of the study is directly the energy efficiency of apartment buildings, as well as its increase in the course of major repairs and construction of apartment buildings. The article also discusses measures to improve the energy efficiency of apartment blocks. The purpose of the study is to analyze the state of management of energy efficient construction and repair of apartment building, mainly using the example of the Republic of Tatarstan.

Wireless sensor networks (WSNs) have been used for environmental monitoring and reporting for many decades. Energy consumption is a significant research topic because wireless sensor nodes are battery-operated to be highly energy-constrained. Several strategies have been introduced in routing and MAC (Medium Access Control) layer protocols to facilitate energy saving. At the routing layer, an energy-efficient routing protocol, known as opportunistic routing (OR), has been designed to improve efficiency. OR achieves energy efficiency via load-balancing, which forwards packets along multiple routes over WSNs. At the MAC layer, an energy-efficient MAC protocol known as the asynchronous duty-cycled MAC (ADCM) protocol achieves energy saving by turning on and off a sensor node’s transmitter and receiver to eliminate unnecessary energy wastage. These protocols each have their own advantages and disadvantages. OR achieves energy efficiency at the routing layer but it raises an issue at the MAC layer. ADCM achieves energy efficiency at the MAC layer, but it hinders the packet forwarding efficiency of the OR. To attain better energy efficiency, a combination of these two ideas led to the development of OR with asynchronous duty-cycled MAC (OR-ADCM). However, even with better energy efficiency, limitations still exist in combining load-balancing and duty-cycling due to conflicts in the inherent properties of OR and ADCM. In this paper, we present a survey of the evolution of OR-ADCM over WSNs to help the reader better understand and appreciate the details of this tradeoff, which we hope will lead to the development of better protocol designs.

The article substantiates the main determinants of the development of energy efficient technologies in the agro-industrial complex of Ukraine. The main problems that hinder the achievement of energy independence of Ukraine are revealed and their essence is revealed. The problems and prospects for the adaptation of current technologies in crop production, the latest technical and technological solutions in animal husbandry and resource-saving farming systems to the existing conditions of domestic agricultural production are stated. The analysis of the use of modern energy efficient technologies in the field of crop production is carried out and it is substantiated that they are associated with the use of modern technology and renewable energy sources, space information technologies. The features of innovative energy- and resource-saving farming technologies are considered. The newest technical and technological solutions in animal husbandry, contributing to energy saving in the context of modern technical and technological support of the industry, energy and resource saving technologies, production of biofuel (biogas) with a description of problems and prospects are proposed. Measures to overcome the crisis state of innovative and technological activity of agricultural enterprises are proposed, aimed at strengthening the agricultural sector and ensuring its progressive development. The use of promising energy-efficient technologies in the agro-industrial complex has been substantiated as a guarantee of the development of the industry on an innovative basis. Review of measures to improve government regulation and incentives for the transition to energy efficient technologies, namely: improving the image of the state on the world stage to increase investment attractiveness; development of an effective energy policy that will have a close relationship with the European energy direction; liberalization of energy markets and delineation of energy supply sources, etc. It has been proved that at the state level it is necessary to constantly inform agricultural producers about modern energy-saving technologies, introduce pilot projects, and continuously monitor the efficiency of energy resources use.

The paper assesses thermomodernisation measures aimed at improving energy efficiency of dwelling houses in a city quarter in Upper Silesia, Poland. The area was encompassed by the city council’s program of emission restriction that promoted energy saving activities. The assessment was carried out by means of thermographic examination. It confirmed the fact that the thermomodernisation measures taken so far provided considerable improvement, but did not solved all issues. Further works should be undertaken on the basis of thorough examination of the current condition of the buildings.

The article gives the analysis of resource saving and energy efficiency of the enterprises of water supply and waste water services of the State Unitary Enterprise “St. Petersburg Vodokanal”. There has been evaluated the consumption of electrical energy by the enterprise. The main methods of energy resources management (creating a system of rational consumption and saving of energy resources, using energy-efficient materials, equipment and technologies, identifying the potential of energy-saving measures at operating facilities) have been determined. The priority directions for reducing the production energy intensity in the water supply processes have been defined. An algorithm is proposed that includes the processes of collecting, modeling, structuring information, as well as developing an optimal solution for an enterprise. A model for optimizing work in water supply processes is presented, software products are considered that allow to control the processes of energy saving and energy efficiency. The most promising software products for their introducing them into practice of the enterprise have been identified, including General Electric Intelligent Platforms CSense. A plan for the sequential implementation of the software product into operation at the enterprise is presented. The dynamics of electricity consumption at the enterprise, the structure of energy consumption are illustrated. It is noted that the most significant contribution to the amount of energy consumption is made by the technological processes of water intake and supply. It has been substantiated that the most energy-consuming process for the enterprise (Water Supply Branch of the State Unitary Enterprise St. Petersburg Vodokanal) is replacement or maintenance of pumping equipment. The components of energy conservation of the enterprise under study are the partial regulation and automation of processes.

The paper proves the importance of introducing incentives for energy-efficient functioning of industrial enterprises by increasing a carbon tax and its redistribution between the payer and the state. The paper aims to conduct recursive modelling of intentions of fulfilling extended tax obligations by industrial enterprises in case of implementing a mechanism for promoting their energy efficiency. Research methods are the following: synthesis and analysis; theoretical generalization; logical generalization; method of rising from the abstract to the concrete, recursive modelling, financial analysis. Results: the expediency of implementing the mechanism for promoting the energy efficiency of industrial enterprises has been justified; the tools for minimizing resistance to tax changes have been determined.

With incomplete information about the potential benefits and costs of energy-using durables, households may be unwilling to invest in products that are more energy-efficient but also more expensive in purchase decisions. To deal with this problem, labeling policy has been developed to guide customers’ energy consumption decisions by providing understandable information to evaluate the energy efficiency of products. Over the last 20 years, China has implemented a series of mandatory and voluntary energy labeling and incentive policies to reduce energy use and improve the energy efficiency of durable goods in dwellings. This study has employed empirical survey data from the Chinese General Social Survey to study the implementation effectiveness of these policies and explore demographic factors behind consumer investments in energy-saving durables by using the logistic regression model. Statistical results show that energy efficiency labeling, incentive programs, education levels, and regional differences of customers appear to be strong predictors for investing in energy-efficient air conditioners and washing machines. House size is a decisive factor in driving consumers to choose energy-saving air conditioners. In light of the above results, the study suggests improved policy for motivating consumers to purchase energy-efficient appliances in dwellings.

Building environments are significant sources of global energy consumption. To create energy efficient buildings, the first step is to sense and monitor all the energy-consuming appliances in the buildings and record all the energy consumption information. After that, appropriate energy saving policies can be decided and the instructions can be sent to the control devices to apply the energy saving adjustments. To do that, in-building two-way communication networks are needed to connect all the sensors to collect information as well as to send control instructions. However, most of the current devices are provided by separate manufacturers and with separate network infrastructures and so there is not much integration and interaction among different subsystems. In this paper, we envision a new energy sensing and monitoring framework with integrated communication backbone in the intelligent building environments. Specifically, through comprehensive comparisons and investigations, we study different candidate communicating media and protocols like wireline, wireless, and power-line communications technologies that potentially can be used in the intelligent buildings to realize the goals of coordination, integration, and energy efficiency. Also, we propose an extension "smart box" for integration of the devices before the maturity of the standardization process. Cloud computing and smart phone technologies are also introduced to realize the goals of improving energy efficiency and promote global sustainability.

The influence of building plan configurations in relation to their spatial characteristics on their energy consumption is considered. The article substantiates the relevance of the research of space-planning solutions of building forms, taking into account energy efficiency. As the object of research, the authors selected the most common three-dimensional configurations of building forms, taking into account energy efficiency. Examples of the analysis of the main space-planning parameters of the building and the prerequisites for their influence on its heat loss are considered with the provided graphic materials that allow you to find out the dependence of the change in the area of enclosing structures on the change in the floor area. This comparison is carried out in order to determine an energy-efficient and rationally arranged space-planning solution, taking into account the principles of energy saving for the construction of buildings.
