The paper proves the importance of introducing incentives for energy-efficient functioning of industrial enterprises by increasing a carbon tax and its redistribution between the payer and the state. The paper aims to conduct recursive modelling of intentions of fulfilling extended tax obligations by industrial enterprises in case of implementing a mechanism for promoting their energy efficiency. Research methods are the following: synthesis and analysis; theoretical generalization; logical generalization; method of rising from the abstract to the concrete, recursive modelling, financial analysis. Results: the expediency of implementing the mechanism for promoting the energy efficiency of industrial enterprises has been justified; the tools for minimizing resistance to tax changes have been determined.

Industrial enterprises are increasingly driven to tap the potentials of energy efficiency in existing and future production sites. The challenge is to identify cost-efficient levers for a low energy demand in the linked energy system of production machines and peripheral devices. Considering enabling technologies for energy efficiency and energy recovery in a cascaded energy network with energy storages this paper presents an approach towards energy and cost-efficient system configurations for production sites. An outlook will be given on the research center eta-factory for energy efficient factories at the PTW, TU Darmstadt.

Subject. This article discusses the issues related to the industrial production process re-engineering in a fundamental way in the conditions of Industry 4.0. Objectives. The article aims to identify the current areas of digitalization and the specifics of the implementation of Industry 4.0 achievements at small and medium-sized industrial enterprises (SMEs). Methods. For the study, I applied the methods of theoretical generalization, systems, logical, structural, and comparative analyses, and statistical methods. Results. The article highlights the advantages and limitations associated with the introduction of Industry 4.0 technologies in small and medium-sized industrial enterprises and identifies constraints and prospects for entering new markets. Based on the analysis of indices, the article assesses the state of preparedness and willingness of small and medium-sized enterprises in Russia for digitalization. Conclusions. It is necessary to conduct special studies on various aspects of the implementation of Industry 4.0 technologies at small and medium-sized enterprises.

The article discusses the energy-efficient repair and construction of apartment buildings, as well as the dynamics of changes in the energy efficiency class of apartment buildings in the Republic of Tatarstan. The object of the study is directly the energy efficiency of apartment buildings, as well as its increase in the course of major repairs and construction of apartment buildings. The article also discusses measures to improve the energy efficiency of apartment blocks. The purpose of the study is to analyze the state of management of energy efficient construction and repair of apartment building, mainly using the example of the Republic of Tatarstan.

Introduction. Nowadays, the formation of a policy of the energy-efficient economic activity is a necessary condition for revival of the national production, growth of innovative attractiveness, sustainable development, as well as achieving the European standards for energy security. Development of mechanical engineering based on implementing the energy conservation policy and using the energy-efficient policy will benefit domestic enterprises under a competitive environment. Purpose. The article’s purpose is to analyse the state of domestic mechanical engineering, as well as to reveal opportunities and prospects for enhancing energy efficiency and ensuring energy security. Methodology. The methodological basis of the scientific paper encompasses fundamental provisions of economics, scientific cognition, the general scientific principles, and historical and system approaches to studying a matter of the formation and development of energy conservation and energy efficiency in the industry of mechanical engineering. Results. The article examines the state and indicators of development of the industry of mechanical engineering, as well as prospects of implementing the energy conservation policy. The authors have analysed directions of investment support of enterprises. The authors have determined factors conducing to activation of the government activity for ensuring energy security of enterprises of the industry of mechanical engineering. The authors have proven that the latter is a foundation of the economic potential of the country, since the state of socio-economic development of Ukraine depends on a level of efficiency being inherent to the activity of enterprises operating in this industry.

Currently, the development of industrial manufacturing and the energy consumption management for the natural gas demand better methodological tools to evaluate the efficiency of the enterprise’s energy strategy because modern methodological grounds for energy efficiency analysis do not account for a number of factors which affect the usage of secondary energy resources and do not offer any reasonable management solutions aimed to improve the efficiency of natural gas consumption in manufacturing processes. Current conceptual approaches to the evaluation of the natural gas consumption strategy by an industrial enterprise do not comprehensively consider the interaction between the enterprise’s energy supply in-house factors and the factors of energy resource market environment. Along with that, developing a strategy for the efficient natural gas consumption turns out to be the key factor to increase the competitiveness of an industrial enterprise, to guarantee a sustainable economic growth of industry, and to improve the ecological situation in the country. The purpose of the present research is to develop a comprehensive approach to natural gas consumption strategy for an industrial enterprise, this approach including a business model for strategy implementation and efficiency evaluation tools. The novelty of the research is as follows: 1) the studies in the energy efficient strategy are offered to apply new notions such as strategic competencies of energy efficiency and business competencies of energy efficiency which were used to justify author’s mathematical tools for the development of energy efficiency strategy for natural gas consumption and its business model; 2) the paper proposes an evaluation method for energy efficient strategy in natural gas consumption and its business model which determines the proportions based on the key indicators of enterprise’s energy efficiency. A well-proportioned system of these indicators is developed from the strategic competencies of the enterprise’s energy efficiency and includes the assessment of energy efficient, economic, financial, ecological sustainability. The key purpose of strategy’s development is seen to be a ready-to-use management system for the efficient natural gas consumption at an industrial enterprise, the system arising from the sustainable, dynamic, and innovative energy consumption economy which meets all modern requirements of the energy efficient development in industrial manufacturing. Compilation and implementation of natural gas consumption strategy within the proposed system of well-proportioned indicators is examined under three criteria: compliance, competitiveness, and efficiency. The system of well-proportioned indicators includes a strategic management map for the efficient natural gas consumption. This map visualizes the strategic goals and the key tasks of the energy efficient strategy. The author’s model of the energy efficient strategy as a system of well-proportioned dynamic indicators can be applied by the national industrial enterprises to identify the areas and to reason the management decisions aimed to improve the efficiency of natural gas consumption in manufacturing. The author’s conceptual approach to the strategy of the efficient natural gas consumption was tested at the metallurgic enterprises in Chelyabinsk region. Test results prove the trend in extending the evaluation of the efficiency of the natural gas consumption strategy, which could support the coherence of the strategic goals for the energy efficiency management at different levels of economy hierarchy: country, region, industry, and an industrial enterprise. The research reveals the connection between the strategy, its business model, and the manufacturing efficiency when achieving the goals of the enterprise’s energy efficient strategy. It has been justified that the efficiency manufacturing organization provides a real basis for the natural gas consumption strategy and requires additional investments into the advanced energy saving and energy efficient technologies. In its turn, this intensifies the extended recovery of the fixed assets at the national enterprises. Further research is seen to be focused on the analysis of the trends in developing the energy efficient strategies for natural gas consumption at the industrial enterprises, on improvement of the methodological tools for quantitative analysis of the energy efficient strategy impact on energy, economy, and ecological safety, as well as on the development of management impacts system providing the efficiency of natural gas consumption at the industrial enterprises.

This analytical study focuses on the financing of energy efficiency projects in Ukraine. In this article, the authors analyze the state and dynamics of the modern market of energy resources both on a global scale and within Ukraine, and it was discovered that the potential of the energy efficiency market is extremely large and interesting for different groups of bank investors. In the course of the study, it was revealed that private households and industrial enterprises are the largest energy consumers in Ukraine, which confirms the necessity of implementing a public program for financing energy efficiency projects. The study of Ukraine’s legislative framework has made it possible to clearly define the concept of energy efficiency and to highlight which projects can be considered energy-efficient. It is noted that the state actively develops and implements a policy to increase energy consumption savings both among private individuals and among producing enterprises, which is implemented at the state level by a specially created Energy Efficiency Fund. As a specific tool for analyzing energy efficiency projects, the authors suggest using benchmarking technology, which provides the opportunity to highlight the strengths and weaknesses of a specific energy saving project, as compared to the top project in the industry. As a result, in the course of the conducted analytical studies, the authors proposed a specific tool for the analysis of energy efficiency financing projects in Ukraine, which includes five priority areas for which it is necessary to build a methodology for assessing the borrower’s creditworthiness, which seeks to implement a project in the field of energy saving.

The paper presents the analysis of the data received from the survey of heads of industrial enterprises and also experts-researchers in 2003-2004. The data describe the economic state of enterprises and their position in competitive, administrative, intermediary, financial etc. environment. The assumption of essential heterogeneity of the set of industrial enterprises, including enterprises of the same sector or the same territorial formation is confirmed. It is shown that Russian industrial enterprises as a rule do not feel influence of the stock market situation while the condition of the currency market influences the majority of enterprises. The sensitivity of enterprises depends on their economic situation: the better is the state, the stronger is the influence. Weak influence of the investment and administrative environment on the state of enterprises and negative influence of the activity of intermediary organizations are registered. More than 2/3 of the respondents consider important strengthening of the responsibility of large proprietors for inefficient activity of their enterprises. Lack of the strategic approach in the activity of authorities of all levels is ascertained and the necessity of development and realization of industrial policy at all administrative levels, including the municipal one, is shown.

In the discipline of Islamic law research, strong proofing and clear Istinbat method are key pillars in the construction of Islamic law based on the application of the science of usul al-fiqh and maqasid al-shari'ah. However, what happens at the state of Johor’s fatwa institution is the opposite. The fatwa research methods applied by the Fatwa Committee of Johor in resolving current fatwa issues is not based on the right and true discipline of Islamic law research. In fact, current inputs related to fatwa issues are not explicitly stated in the method of determining the law either in the form of reality or scientifically verified. Therefore, this paper will discuss the fatwa procedures undertaken by the Fatwa Committee of Johor based on the methods applied in resolving current issues. The research methodology adopted is library and interview methods. This study shows that fatwa management and production in the state of Johor is placed under the jurisdiction of the Mufti of Johor’s Department. The methods adopted by the Fatwa Committee of Johor covers two methods, namely: internal research methods including literature review through the application of original source and proofs based on syarak. Second: field research method that includes an external review or going to the location of study such as conducting observation, questionnaires and interviews including referrals to specialists of different fields. Maslahah and mafsdah consideration are also implemented by the Fatwa Committee in every fatwa decision based on the standard that meets the interests of maqasid al-shari'ah. Namun begitu, apa yang berlaku di institusi fatwa negeri Johor adalah sebaliknya. Kaedah penyelidikan fatwa yang diaplikasi oleh Jawatankuasa Fatwa Negeri Johor dalam menyelesaikan isu fatwa semasa tidak berasaskan kepada disiplin penyelidikan hukum Islam yang tepat dan sebenar. Malahan input-input semasa yang berkaitan dengan isu fatwa juga tidak dinyatakan secara jelas dalam kaedah penentuan hukum sama ada dalam bentuk realiti yang berlaku atau pembuktian secara saintifik. Justeru, kertas kerja ini akan membincangkan prosedur fatwa Jawatankuasa Fatwa Negeri Johor berdasarkan metode-metode yang diaplikasi dalam menyelesaikan isu-isu yang bersifat semasa. Metodologi kajian yang digunakan dalam kajian ini adalah melalui metode perpustakaan dan metode lapangan. Hasil kajian menunjukkan bahawa pengurusan dan pengeluaran fatwa di negeri Johor hanya terletak di bawah bidang kuasa Jabatan Mufti Johor. Metode fatwa yang diamalkan oleh Jawatankuasa Fatwa Negeri Johor merangkumi dua metode iaitu pertama, kaedah penyelidikan dalaman yang merangkumi kajian kepustakaan menerusi pengaplikasian dari sumber asas dan dalil-dalil syarak. Kedua, kaedah penyelidikan lapangan yang meliputi kajian luaran atau turun ke lokasi kajian seperti observasi, soal selidik dan temubual dan rujukan kepada pakar dalam bidang yang berlainan. Pertimbangan maslahah dan mafsdah juga dimplementasikan oleh Jawatankuasa Fatwa dalam setiap keputusan fatwanya berasaskan standard yang menepati kepentingan maqasid al-shari’ah.
