The article is devoted to the search and identification of possible invariant measures aimed at reducing gas shortages among consumers in the event of emergencies at critical facilities of the gas industry. The study was carried out on the example of the Unified Gas Supply System of Russia and is a logical development of the topic of searching and identifying critical objects of the system. The article presents a list of the most common sections of gas pipelines, the throughput of which is insufficient in the situations under consideration. As measures to reduce gas shortages among consumers in emergencies at critical facilities, the expediency of both a short-term increase in the throughput of the sections and the laying of additional sections of main gas pipelines is shown. Conclusions are drawn on the need to search for such sections of gas pipelines and to apply measures to them aimed at increasing the efficiency of the Russian gas industry in emergencies.

The article discusses the steady patterns of development of the sectors of extraction and processing of the gas industry in Russia, taking into account global, regional and organizational trends in the global gas supply system. The structure of the current state of gas production in the country with differentiation by federal districts and companies was analyzed separately, the features of gas processing development by regions were investigated. After a steady decline in gas production in the period 2011-2016, in 2017 gas production in Russia increased by 8% compared with the previous year, which is associated with an increase in production of both natural and associated petroleum gas (decipher briefly why and processes as in MPP).

The gas supply system is determined by the classes of the elements of the gas transmission network associated with the pressure of the pumped natural gas. Laying gas pipelines in urban areas requires sufficient space around the pipes as a safety zone. The gas pipelines of the first level include gas communications in which the methane pressure is high or medium. To eliminate dead-end sections, gas pipelines are backed up (duplicating individual segments or ringing). The creation of a dead-end network is allowed only in small settlements. Dead-end network is a gas pipeline branching in various directions to gas consumers. Each section of the branched network has a one-way power supply.

The development of appropriate methods by which to assess the functioning of gas pipelines helps limits the consequences of disasters, in that way protecting users better. Assessment methods of this kind are presented in this paper, which advocates the integrated risk area identification method. The risk taken account of is understood to be a function of the probability or frequency of occurrence of undesirable events, and comes with parameters defining the consequences of these events, should they arise, in terms of their magnitude. The level of system vulnerability to events of these types is a factor considered, and the risk calculation is of a kind that encompasses both quantitative and qualitative aspects. The approach taken is regarded as a quick and simple risk-assessment tool applicable to the daily operation of gas networks for a gas company. Specifically, the framework of the research carried out extends to: (1) Estimation of the average cost of failure of gas pipelines in the case of an urban agglomeration in SE Poland; (2) assessment of the level of integrated risk facing the gas-supply subsystem, by reference to the risk area identification method; (3) failure forecasting by way of regressions with delay; and (4) conclusions regarding failure risk assessment in a gas-supply network, as well as a consideration of prospects. The framework referred here, thus constitutes the basis for both analysis and assessment of the safety of a gas-supply system.

Providing consumers with high-quality gas supply services envisages ensuring uninterrupted fuel supply during repair work on gas pipelines - branches. In this regard, the purpose of this study is to consider the organization of the backup fuel supply system for the specified period and develop proposals for its improvement. Achievement of this goal determines the solution of the following tasks: study of regulatory documents in the field of gas supply, consideration of existing options for organizing a backup fuel supply system, development of proposals for their improvement, assessment of the effectiveness of the proposed measures. Based on the results of the study, in order to ensure the provision of high-quality services to consumers for the uninterrupted supply of gas, as an alternative, it is proposed to consider gas supply using mobile automobile gas refuellers and a reducing device. The advantages of using this method and the possible effect of its implementation are noted

The article is devoted to the search and determination of the most important combinations of gas industry objects from the standpoint of system operability. The study was carried out on the example of the Unified Gas Supply System of Russia. The study is a development of the topic of the search and determination of critical objects of the system. Cases of simultaneous failure of two disconnected and independent from each other system objects are possible. The article presents a list of the most important combinations of gas industry objects that are not included in the list of critical objects, failure of which can lead to a significant gas shortage among consumers. Their significance and impact on the performance of the Russian gas industry are shown. Conclusions have been drawn on the feasibility of searching for such paired combinations of gas industry objects from the standpoint of system operability.

There are investigated the influence of operating pressures in the gas supply system on the level of such energy indicators as efficiency, gas flow and gas overrun by gas equipment in residential buildings. There is established a relationship between the values of operating pressures in the gas supply system and the gas consumption level of household appliances. The causes of insufficient pressure in the gas networks of settlements are analyzed in the article. There is also developed an algorithm for calculating the change in the efficiency of gas appliances depending on the operational parameters of the gas network. It has been found that the most efficient operation of gas appliances is observed at an overpressure at the inlet of gas appliances of about 1200 Pa.To ensure the required quality of natural gas combustion among consumers and minimize gas consumption there are justified the following measures in the article: coordinating a domestic regulatory framework for assessing the quality of natural gas with international norms and standards; improving the preparation of gas coming from local wells before supplying it to gas distribution networks; auditing low pressure gas pipelines and reconstructing areas affected by corrosion; ensuring standard gas pressure in the network for the normal operation of domestic gas appliances; stating quality indicators of natural gas combustion by gas sales organizations.
