The progress of agricultural technological transfer in accordance with socio-economic conditions has long been recognized as an obstacle in accelerating agricultural development. After two decades of implementing decentralization, Indonesian agricultural technological transfer has become more complex. The purpose of this study is to identify the performance of the agricultural technological transfer after two decades of implementation of the decentralization in Indonesia. The lack of collaboration between the various agriculture institutions, as well as a centralistic approach in agricultural development for more than three decades considered to be the main inhibiting factor of the effectiveness of technological transfer. The implementation of the decentralization policy in early 2001 has affected in changes fundamental of the organizational structure and management of government institutions that carry out extension functions in agriculture. This fundamental change has implications in the performance of most agricultural sector’s organizations and personnel. Developing agricultural sustainable development requires collaboration between local, regional and central levels. In creating decentralized agricultural policy, including the technology transfer and innovation, it will be effective when they have commitment to a mutually support between related institutions. Pentahelix sinergy among stakeholders in local level will be substantial for maintaining long term agricultural sustainable development goals.

Assam was the first state in India to have undertaken the Global Sustainable Development Goals (SDGs) as a long-term guiding strategy for development. At the end of five years, before the state election, evaluating the work on SDGs in Assam is essential to follow up on the commitment of the government. But before we start evaluating the SDGs it is important to understand the development road Assam has taken over the last 100-150 years and why we must make a new turn. This study has tried to understand certain loopholes which have hampered the progress of SDGs in Assam along with how much Assam has been able to address its sustainability issues and how we can progress. We have reviewed the performance of the state based upon the official performance index released by NITI Aayog, Government of India. Our review of the index reflects that Assam has performed relatively poorer than the other states of the country. However, the ethnic culture of the region was deeply rooted in nature which the state can now adopt and harness to achieve its SDGs. The first Sustainable Development Goal expresses the global concern in poverty eradication. We looked at the theory of poverty reduction with a long-term perspective in mind to confirm the congruence of modern approaches and their compliance with the principles of sustainable development. Despite clear signs of targeting Sustainable development goals to the future, we have found that future poverty needs deep discussion. We researched legal acts, policies and scientific sources to prove the possibility and suitability of recognising future poverty as a valid form of poverty. We considered the main possible difficulties that will challenge initiatives of future poverty exhausting. Finally, we proposed several perspective directions of further research to include the future poverty concept into the agenda of governments and supranational organisations.

Research background: rural tourism is an economic and environmental activity that fits harmoniously into the concept of sustainable and inclusive development. In Ukraine, it is called rural green tourism, but in practice not all aspects of it can meet the Sustainable Development Goals 2030. Purpose of the article: to analyze the relationship between the structures of the rural tourism goals and the SDGs, to demonstrate the evolution, possibilities of the development on the example of Ukraine’s rural tourism, especially in the framework of the European Green Deal. Methods: factor analysis – when studying the structure of the rural tourism goals and the factors that affect it, as well as when comparing it with the structure of other sustainable activities; elements of graph theory – in the graphical analysis of the Sustainable Development Goals decomposition in their projection into the plane of rural tourism. Findings & Value added: the structure of the rural green tourism goals in Ukraine have been harmonized with the Sustainable Development Goals 2030. Sustainability factors have been identified that allow the tourism and recreation sphere in the medium and long term perspective not only to form a competitive market for relevant services, but also to serve as an important component of the inclusive development. Factors of tourism sphere transformation due to the coronavirus pandemic are taken into consideration. The concept of the phased programming in sphere of rural tourism in Ukraine within the framework of the European Green Deal 2030 and 2050 has been improved.

Purpose This paper aims to identify the main stakeholders and the extent of their collaboration in the management of sustainable tourism policy planning practices in North Cyprus. Design/methodology/approach This paper provides a literature review of previous work. Findings This study recommends that the main stakeholder – national government – should actively involve a wider group of stakeholders in a collaborative effort to attain long-term sustainable development goals. Originality/value This is the first study to review the literature on sustainable development and the role of different stakeholders in North Cyprus.

In this point, this study aims to investigate the consumer role for sustainable development goals through sustainable consumption patterns and trends.

The COVID-19 pandemic has changed the progress in 2030 Sustainable Development Goals, and policymakers have been challenged with the implications of conventional economic system in the market. At this point, it can be said that the adoption of the best alternative economic and business model for the marketplace is the new phenomenon during the COVID-19 pandemic. Accordingly, alternative economic and business models can reduce the carbon emission, environmental pollution, and global warming, but there is a still dark point in solving social issues globally. This study aims to give a brief framework for alternative economic and business models in the context of sustainability. This study presents the links between 2030 Sustainable Development Goals, digital economy, and de-growth. In other words, this chapter focuses on digital economy (digitalization) and degrowth model (degrowing). Accordingly, it is thought to give an up-to-date work for achieving sustainable development after the COVID-19 pandemic in the long term.

As most nations have adopted the Sustainable Development agenda to achieve the 17 Sustainable Development Goals (SDGs) by 2030, it is vital that planning of energy systems at local, regional and national levels also align with the agenda in order to achieve the goals. This study explores the sustainability of primary energy resources of a rural community to meet growing demands of the community, in order to achieve SDGs for energy access Goal no. 7 (SDG7) at local level. Using a linear back-casting techno-economic energy access model that informs the expected change in energy demand in order to reach SDG7 targets, this study examined whether local energy resources would be enough to achieve the targets for Barpak VDC (named such at the time of data collection before Nepal’s administrative restructuring), and explored the possibility of importing electricity from national grid to attain SDG7 targets. By analyzing the outputs of the model for Barpak, we found that currently assessed local energy resources are insufficient to meet the energy access targets. Importing electricity from national grid, in addition to the mini-hydropower plant currently in operation at Barpak is needed to achieve the targets. Huge cost investment and timely expansion of transmission and distribution infrastructure is crucial. By 2030, total energy demand is expected to grow up to 50,000 Gigajoules per year. Electricity import from national grid grows steadily, reaching up to 45,000 Gigajoules in 2030. The social costs of energy will continue to be dominated by household sector till 2030, reaching up to 30 million Nepali Rupees per year in total. Use of wood as fuel, the only significant source of emission in the model is modeled to decrease linearly and stop by 2030, as required by SDGs. Emission of 17 Metric Tonnes of Carbon-dioxide and 4.5 million kg Methane equivalent is reduced to zero at 2030. This model serves as an innovative approach to integrate SDG targets to local and regional energy planning process, and can be adopted for energy systems and policy planning for various regions in Nepal.

Nepal, as a member of the United Nations, is committed to achieve the global initiatives of Sustainable Development Agenda by 2030. Toward translating the commitment into action, Nepal has produced preliminary SDGs Report in 2015, even before the formal adoption of the 2030. Moreover, Voluntary National Review Report, Sustainable Development Goals, Status and Roadmap: 2016-2030, and Sustainable Development Goals 2016-2030 National (Preliminary) Report were developed. Further, Nepal has initiated mainstreaming the 2030 Agenda into national policies and plans. The 14th periodic plan, the national budget, and other sectoral plans have been closely aligned with the SDGs and the approach paper for 15th five-year plan is intended to achieve the SDG. The upcoming 15th periodic plan will basically aim to support the government in achieving all the SDGs by 2030 and help Nepal emerge as a middle-income country by 2030. The indicators comprise of renewable energy for electricity and vehicles, injuries due to disaster (number), greenhouse gases, adaptation plans, trained man power, climate change educations, and climate smart villages and farming are identified as indicators under climate and energy goals. Similarly, under forest goals proportion of forest land, forest under community-based management (% of total dense forest areas), protected area (including forest, in % of total land area), handover of forests to leasehold forest groups (000 hectare), wild tigers (number), rhino (number) etc are included. Likewise, conservation of lakes, wetlands, and ponds (number) and potentially dangerous lakes (%) are included under fresh water goals. However, there was no scientific basis how the indicators were derived for the environmental goals. In this backdrop, a study in identifying site specific, measurable, time bound, relevant and attainable indicators was paramount. Based on the secondary literature review, stakeholder consultation at sub national and local level, the indicators were verified and suggested strategies that help localizing the environmental indicators at sub-national and local level in Nepal. The study was therefore centered on reviewing the environmental indicators and suggest appropriate strategies so that it helps expediting localization of SDG in Nepal.
