Aiming at the inaccuracy and blindness of the traditional detection and assessment methods for the quality of emulsion explosives, a method for evaluating the quality of emulsion explosives based on soft measurement and multilevel fuzzy evaluation is proposed. The soft-sensing model of BP neural network can predict the online unmeasured performance indicators of detonation velocity and detonation online. The multilevel fuzzy evaluation method establishes the reliable multilevel fuzzy evaluation system based on the key parameters of the production process and expert experience. Experiments show that this soft-sensing model have made the convergence quickly and the accuracy highly,and can accurately predicts the detonation velocity and brisance of emulsion explosives online. In the last part, the design of quality assessment system can provide a new idea for solving the point of quality blindness detection and assessment.

Abstract The strengthening of psychological assessment in Brazil in the twenty-first century can be understood as a result of the foundation of Psychological Test Evaluation System (SATEPSI, its Portuguese acronym) by Resolution 02/2003 of the Federal Council of Psychology. In this sense, the present study aimed to describe the impact of SATEPSI for research in the area. A survey of Brazilian researchers' publications was conducted in two periods in SciELO and BVS-Psi databases - 1993-2002 and 2003-2014 - using the terms "psychological evaluation", "psychological tests" and "construction / adaptation of psychological instruments". Overall, the results point to the positive impact of SATEPSI for the area of psychological assessment. It was observed an increasing in quantity and quality of publications, as well as a greater variety of psychological tests used in different contexts. It can be concluded that the pursued goals of the Resolution 02/2003 were mostly achieved.

Eggs are a nutritious and important food in human daily diet, which is considered as a protein source of food. The most acceptable index for evaluating egg quality is Haugh unit with two factors, i.e. the weight of intact egg and the height of broken egg’s albumin. Hauge unit has three classification: firm (higher than 72), reasonably firm (higher than 72), and weak (less than 60). Average results for Haugh unit on the first, fourth, eighth, twelfth, and sixteenth days (five eggs in each step) were 113.39, 91.47, 74.56, 72.04, and 64.14 respectively. On the first, fourth and eighth days, eggs were intact but the quality of the eggs decreases on the next days. This research aims to sort healthy eggs from others and swell the rate of sorting.

This article examines the importance of introducing an assessment of the quality of the activities of the municipal methodological service (MMC) as an organization cooperating with the pedagogical community of the municipality, and in order to improve the skills of its staff and the professionalism of the institution as a whole. Examples of the criteria are given by which the work of the methodical service can be evaluated, and also the experience of cooperation with the electronic library eLIBRARY.RU in the part of its use for forming an independent quality assessment system for MMC activity.

As the development of computer networks the tides of fitness service-oriented government are becoming popular around the world. Now the e-government system has been the core part of the building of service-oriented government. So how to evaluate the construction quality of e-government objectively, discover and solve the corresponding problems in the construction and running during this process becomes an urgent problem in the process of e-government construction. In this paper an e-government website assessment model based on fuzzy evaluation is proposed and an evaluation system for e-government management system is established. Also by using this system e-government management website group system based on cloud model is evaluated.

The hydrological data fed to hydrological decision support systems might be untimely, incomplete, inconsistent or illogical due to network congestion, low performance of servers, instrument failures, human errors, etc. It is imperative to assess, monitor and even control the quality of hydrological data residing in or acquired from each link of a hydrological data supply chain. However, the traditional quality management of hydrological data has focused mainly on intrinsic quality problems, such as outlier detection, nullity interpolation, consistency, completeness, etc., and could not be used to assess the quality of application – that is, consumed data in the form of data supply chain and with a granularity of tasks. To achieve these objectives, we first present a methodology to derive quality dimensions from hydrological information system by questionnaire and show the cognitive differences in quality dimension importance, then analyze the correlations between the tasks, classify them into five categories and construct the quality assessment model with time limits in the data supply chain. Exploratory experiments suggest the assessment system can provide data quality (DQ) indicators to DQ assessors, and enable authorized consumers to monitor and even control the quality of data used in an application with a granularity of tasks.

There are two major problems with teaching quality evaluation of physical education (PE) in colleges: the excessive number of evaluation factors, and the incomplete evaluation system. To solve the problems, this paper puts forward a multi-attribute fuzzy evaluation model of college PE teaching quality, and provides the strategies to implement the model. Firstly, the problems of college PE teaching were analyzed, and a novel multi-dimensional evaluation system was developed for college PE teaching quality. To quantify college PE teaching quality, an evaluation model of college PE teaching quality was established based on the Grey Relational Analysis (GRA). In addition, several strategies were presented to improve college PE teaching quality. The proposed model and strategies provide a good reference for solving similar complex system problems.

The article discusses conceptual approaches to develop a system for assessing the quality of education in accordance with the Federal State Education Standards. This task is relevant because of the requirements of regulatory documents defining the transition from education quality control methodology to education quality management methodology as a strategic direction in building an education quality assessment system from school to federal level. We consider faults of the traditional model of the school system for assessing the quality of education, the requirements for developing a modern system of quality assessment and their implementation in the author’s methodology. The need for an automated system for assessing the quality of education for the implementation of the presented model is noted. An example of the implementation of the model for assessing the quality of education in the new software product 1C:Education quality assessment. School is described, the features of implementation in this program of a three-level quality assessment system (student level, class level, school level) are discussed.

The current results on logistic Web services selection are not optimal due to some key quality indexes of logistic Web services excluded, in order to resolve the above problem, an evaluation system on quality of service is established by use of principal component analysis based on quality of logistic service, quality of Web service, and satisfaction of customers. The values of quality of service with subjective uncertainty in the evaluation system are given with trapezoidal fuzzy number according to the definition of logistic business and evaluation from domain experts and customers, besides, the weight on each quality of service is given by pairwise comparison, and an algorithm based on analytic hierarchy process for logistic Web service selection is established. The optimal service is got by adopting the algorithm in the logistic scenario on automotive transportation, which proves that the way on service selection in this paper is feasible and effective.

For substructure reinforcement method, corresponding quality assessment system is established based on analytic hierarchy process (AHP). At the same time, the actual application process of the system was found. Structure of judgment matrix, synthetic weight and for each layer of element and fuzzy comprehensive evaluation was figured out. Finally, the system is verified by practical engineering. Something is obvious as the result shows. Firstly, the comprehensive assessment system for reinforcement quality of bridges is reasonable and practical. Secondly, this system takes some advantages to the systematization, standardization and theorization for the assessment to reinforcement quality of bridges.
