In the article, the authors, on the basis of a socio-technological approach, design step-by-step procedures for the renovation of sociocultural constants that have a constructive potential for the reproduction and development of regional communities. It is noted that the sociotechnological solution to the problem of the renovation of socio-cultural constants in the region presupposes the construction of this paper according to the model of an algorithm, which is the order of performing an exact sequence of actions that are clear to the executor, ensuring the achievement of the result. Proceeding from the nonlinearity of the constant renewal process, the authors substantiate the need to use a flexible algorithm, that is, an algorithm with branching, which assumes that the transition to subsequent procedures (actions) is carried out depending on the results of checking the performance of the previous procedure. In such an algorithm, reflection of completed procedures and, on the basis of it, the choice of possible further actions, which is quite adequate to the requirements of the socio-technological approach, acquires particular importance. In the algorithm for the renovation of sociocultural constants, the authors distinguish the following sequential procedures: initiation of the renovation of a constant or a system of constants; expert assessment of the validity of the choice; establishing the degree of complementarity of the constants to the dominant attitudes and orientations of the mass consciousness; establishing a normative interpretation of the content of a constant; decomposition of a constant in the form of a system of ideas, images, symbols, everyday ideas; the transformation of a constant into a permanent element of regional public discourse; formation of the “asset” constant; building a constant infrastructure. The basis for reflection at all stages of the constructed algorithm shall be the results of diagnostics (self-diagnostics).

In domestic scientific and public opinion, interest in religion as a new worldview paradigm is very high. Today's attention to the Christian religion in our society is connected, in our opinion, with the specificity of its value system, which distinguishes it from other forms of consciousness: the idea of ​​God, the absolute, the eternity of moral norms. That is why its historical forms do not receive accurate characteristics and do not matter in the mass consciousness. Modern religious beliefs do not always arise as a result of the direct influence of church preaching. The emerging religious values ​​are absorbed in a wide range of philosophical, artistic, ethical ideas, acting as a compensation for what is generally defined as spirituality. At the same time, the appeal to Christian values ​​became very popular.

The article shows that depending on the goals pursued by the federal government and the available interbudgetary tools a different design of infrastructure mortgage is preferable. Three variants of such mortgage in Russia are proposed, each of which is better suited for certain types of projects and uses different forms of subsidies. According to our expert assessment the active use of infrastructure mortgage in Russia can increase the average annual GDP growth rate by 0.5 p. p. on the horizon of 5—7 years. In the long run the growth of infrastructure financing through the use of infrastructure mortgage could increase long-term economic growth by 0.9 p. p., which in 20—30 years can add 20—30% of GDP to the economy. However, the change in the structure of budget expenditures in the absence of an increase in the budget deficit and public debt will cause no direct impact on monetary policy. The increase in the deficit and the build-up of public debt will have a negative effect on inflation expectations, which will require monetary tightening for a longer time to stabilize them.

Discourses are mostly used by the elites as a means of controlling public discourse and hence, the public mind. In this way, they try to legitimate their ideology, values and norms in the society, which may result in social power abuse, dominance or inequality. The role of a critical discourse analyst is to understand and expose such abuses and inequalities. To this end, this paper is aimed at understanding and exposing the discursive construction of an anti-immigration Europe by the elites in the European Parliament (EP), through the example of Kristina Winberg, a member of the Sweden Democrats political party in Sweden and the political group of Europe of Freedom and Direct Democracy in the EP. In the theoretical and methodological framework, the premises and strategies of van Dijk’s socio-cognitive approach of critical discourse analysis make it possible to achieve the aim of the paper.

Based on two ethnographical studies, our article explores social remittances from France and from the Gulf States, i.e. the way Egyptian migrants and returnees contribute to social change in their homeland with a focus on gender ideals and practices, as well as on the ways families cope with departure, absence and return. Policies in the home and host countries, public discourse, translocal networks, and individual locations within evolving structures of power, set the frame for an analysis of the consequences of migration in Egypt. This combination of structural factors is necessary to grasp the complex negotiations of family and gender norms, as asserted through idealized models, or enacted in daily practices in immigration and back home.
