<p>It is a rough time for the European Union (EU). A way of consolidating its leadership as a global actor would be through the implementation of its values and founding principles that it aims to export in its relations with another States. The EU has to be coherent with its Treaties and use the capabilities that it already has. The responsibility to protect is a possible solution for strengthening the role of the EU as a normative power while maintaining the international peace and security through the prevention of conflicts. The UN has recently embarked in a comprehensive debate concerning the reform of its peace and security response. Improved financing mechanisms and other support modalities are called for. Currently, the EU is engaged in a strategic and operational cooperation framework with the UN, but only its Member States contribute troops, civilian police, and funding to the UN peace operations. This article explores the feasibility and potential benefits for the maintenance of international peace and security of an enhanced role of the EU as an entity in funding UN peace operations and other activities related to them. It first contends that this development would increase the effectiveness of the EU foreign policy. It then analyses the institutional and legal challenges that it would raise in the UN setting. It finally concludes that using this financing tool to invigorate the EU leadership in foreign policy would benefit the European integration project.

This article evaluates the achievements and limitations of the world organization in the field of disarmament. It stresses the role of the UN as part of the efforts to control arms as a way to achieve international peace and security. It also notes specific cases where progress was achieved or not, as well as the more recent efforts to handle the problems of anti-personnel land mines and small arms and light weapons. The article also tries to draw out some of the broader implications for international relations of the UN experience with formal multilateral arms control, among others.

This article explores how European Union (EU) peacebuilding is being reconfigured. Whereas the EU was once a bulwark of liberal peacebuilding, promoting a rule of law–based international order, it is now downplaying the goal of good governance and placing military capacity as central for international peace and security. Several works have analysed these changes but have not theorised militarism, despite war-waging and war-preparation have marked EU peacebuilding’s direction. The article argues that EU peacebuilding continues to expose elements of liberal militarism since its origins but is now changing from what Mabee and Vucetic call a nation-statist to an exceptionalist militarism. This shift implies that peace has ceased to be served by the intervention of sovereignty with a discourse based on the link between order, good governance, and human rights and is now premised on the upholding of sovereignty, even if that means the suspension of rights. The research draws on thematic analysis of EU documents and interviews undertaken with EU and G5 Sahel officials and managers of EU-funded peacebuilding programmes. It also briefly analyses the case of the Sahel as an example of how the build-up of states’ military capacity is strengthening states’ capacity to override human rights and repressing dissent.

AbstractThe inadequacy of existing international law in the prevention of an arms race in outer space leaves uncertainties to international peace and security. The resurgence of aggressive space programmes in the new millennium has intensified concerns over the possible degradation of outer space into an area of conflicts, prompting various initiatives aimed to fill this loophole. The year 2014 witnessed the release of the revised draft PPWT proposed by China and Russia at the CD, the fifth public edition of the ICoC promoted by the EU, and the adoption of the Resolution on “No first placement of weapons in outer space” in the General Assembly. This paper attempts to make a comparison between the three initiatives in terms of their postulated primary-level obligations, namely to what extent space weapons are prohibited on the chain of “research, development, testing, placement and use”, and the verification of compliance with these obligations.

The United Nations organization was planned to be established as a single universal system of collective security. Major efforts were supposed to be taken by the UN Security Council. Regional organizations were introduced into the system as a subordinate subsidiary means – elements of the system. Over the course of the time it has, however, appeared that the UN Security Council was not able to act in the way prescribed by the UN Charter in suppressing newly emerged threats and challenges in the sphere of security. In the contrary, the role of regional organizations has increased substantially. They do the majority of tasks in the sphere of maintenance of international peace and security, often without authorization or even informing the UN Security Council, although the legality of some of these actions may be dubious. As a result, the Council itself transfers the accent in relations between the UN and regional organizations from subsidiarity to complementarity or even partnership. It is thus necessary to re-check the meaning of the concepts of complementarity and subsidiarity as well as the UN Charter provisions in the changed circumstances and to specify principles of the new system.

Abstract As of writing this article, the United Nations (UN) has turned 75 Years old. Formed from the end of World War II, the UN’s leadership is made up of the War’s victorious countries. The organization consists of 193 states from around the world. After 75 years, the UN has been criticized as being slow in responding to issues concerning International peace and security, even though the handling of such issues constitutes one of the main objectives of the UN. Proposals for UN reform have emerged since 1949 until today, but there were never any real efforts to restore the UN to its original function. Mandates from some Member States have urged the reformation of the organization. This paper discusses the efforts of the UN in responding to proposals for reform and the role of Indonesia as one of the member states of the UN. It is hoped that Indonesia can support and bring change to the UN. Keywords: Indonesia, Reform, UN   Abstrak Perserikatan Bangsa-Bangsa atau biasa disingkat PBB, sudah berumur 75 Tahun. Dibentuk dari berakhirnya perang dunia kedua, PBB dikuasai oleh para negara pemenang perang dunia. Lima Negara Anggota Permanent menginisiasi untuk membentuk PBB, dan kemudian bersama negara-negara di dunia membentuk Organisasi terbesar di dunia yang melingkupi 193 negara di seluruh dunia. Setelah 75 tahun usianya, PBB dinilai lambat dalam merespon isu yang berkaitan perdamaian dunia padahal isu tersebut merupakan tujuan dari dibentuknya PBB. Usulan untuk melakukan reformasi pun bergulir dari tahun 1949 hingga saat ini, namun belum pernah ada upaya yang riil untuk mengembalikan PBB kepada fungsi aslinya. Berdasarkan mandat dari beberapa negara Anggota PBB, PBB didesak untuk melakukan reformasi. Pada Makalah ini akan dibahas mengenai usaha yang dilakukan PBB dalam menyikapi Reformasi PBB dan Peran Indonesia sebagai salah satu negara anggota PBB. Indonesia sebagai negara anggota PBB berharap bahwa dukungannya dapat membawa perubahan bagi PBB. Kata Kunci: Indonesia, PBB, Reformasi
