After examination of the research carried out by other agencies, Saskatchewan Highways and Transportation (SHT) embarked on an initiative to adapt low tire pressure technologies to the province's needs and environment. The focus of the initiative was to explore several technical questions from SHT's perspective: (a) Can low tire pressures be used to increase truck weights from secondary to primary without increasing road maintenance costs on thin membrane surface roads? (b) What are the short- and long-term effects of tire heating under high-speed/high-deflection constant reduced pressure (CRP) operations in a Saskatchewan environment? (c) What effects do lower tire pressures have on vehicle stability at highway speeds? To date, significant opportunities have been noted on local hauls (less than 30 min loaded at highway speeds) for CRP operation and long primary highway hauls that begin or end in relatively short secondary highway sections that limit vehicle weight allowed for the whole trip for central tire inflation technology. The background and environment for the initiative and the investigations and demonstrations envisioned and undertaken are briefly outlined.

Постановка задачи. Рассмотрена задача моделирования отложения снега во время метелей на автомагистралях с барьерными ограждениями в программе FlowVision . Результаты. В качестве опытного участка рассмотрен участок автомагистрали, проходящий в насыпи. Создана геометрическая модель участка автомагистрали. Обоснованы информационные ресурсы для создания гидродинамической модели обтекания насыпи автомагистрали с барьерными ограждениями снеговетровым потоком во время метелей. Проведено моделирование процесса снегонакопления на опытном участке с использованием программного комплекса FlowVision во время метелей с различными параметрами. Выводы. Сделан вывод о возможности применения программного комплекса FlowVision для совершенствования методики назначения снегозащитных устройств и определения параметров снегоочистки при зимнем содержании автомобильных дорог. Statement of the problem. The problems of snow deposit modeling on the highways with crash barriers during blizzards in the FlowVision was discussed. Results. The highway section passing in the embankment as an experimental section has been considered. The geometric model of the highway section was created. The information resources for designing a hydrodynamic model of a snowflow stream of highway embankment with barriers during blizzard were identified. The modeling of the snow deposit process in the experimental section using the FlowVision software during blizzards with different parameters was carried out. Conclusions. It was concluded that it is possible to use the FlowVision software to improve the methodology for snow protection designing and determining snow removal parameters for winter road maintenance.

In Africa, roads are the dominant mode of passenger and freight transport, for which the need is growing rapidly. It is noticeable that most of the African countries do not do enough to ensure the sustainability of road infrastructure as it has been widely reported that roads are affected, to varying degrees, by premature deterioration. Most of the African countries have adopted institutional reforms, notably entailing the creation of road funds and road agencies, and made significant progress on road maintenance. However, many challenges remain to be addressed in all of them to ensure appropriate maintenance. Although spending on road maintenance has increased over time in all African countries it remains insufficient to cover the needs. Poorly maintained roads constrain mobility, significantly raise vehicle operating costs, increase accident rates and their associated human and property costs, and aggravate isolation, poverty, poor health, and illiteracy in rural communities. This paper focuses, in particular, on road maintenance in some African countries considering types of road maintenance and the different approaches aiming at a comparison to reflect on similarities and differences.

Water is one of the most important erosive agents in roadside hillslopes. When these are built with ineffective drainage systems, erosion occurs, reducing road’s service life. However, these systems are not receiving the appropriate importance, given their strategic value. Therefore, a new drainage system called ‘branched’ is proposed in this study. Its technical and economic feasibility is compared with those of the traditional system, which consists of drainages with lines that follow maximum hillslope, to assess differences in relation to erosion, construction and maintenance costs, and service life. Different parameters were analysed, such as the average velocity of water (mm−1) running through the channels, its average specific energy (kJ), and its drag force (N). A scale model was constructed and used to test these factors before implementing it in natural terrain for testing it under field conditions. According to the theoretical and measured results, these factors were lower in the branched drainage than in the traditional one (from 24% to 34% in speed, from 37% to 60% in energy, and from 51% to 73% in force). The service life of hillslopes with a branched system of up to 0.5 m high and 1:2 grade is significantly longer than in those with a traditional drainage. Although the initial economic expense for the construction of the branched system is higher (€3534/m3 as opposed to €2930/m3 for the traditional one), its maintenance cost will be lower than the traditional one (€1230/m3 per year for the branched one as opposed to €1332/m3 per year for the traditional one). Consequently, under our experimental conditions, the proposed drainage will be profitable from the eighth year of construction, saving on the road maintenance in the following 15 years of service life.
