Current Status of Public–Private Partnership Research: Academia Fails to Provide Added Value for Industry

In Deutschland werden zahlreiche Infrastrukturprojekte durch eine Zusammenarbeit der öffentlichen Hand mit einem privaten Unternehmen umgesetzt. Dies geschieht im Rahmen einer Öffentlich-Privaten-Partnerschaft kurz ÖPP bzw. PPP (Public Private Partnership). Auch im Bereich der Verkehrsinfrastruktur erfolgt die Umsetzung vieler Projekte als ÖPP. Privatunternehmen übernehmen den Ausbau, ggfs. Neubau, Erhalt und Betrieb eines vertraglich festgelegten Autobahnabschnittes, mit zumeist einer Vertragslaufzeit von 25-30 Jahren. Erfüllt das Unternehmen die zuvor definierten Leistungen, erhält es von der öffentlichen Hand ein Entgelt. Laut aktuellen Planungen des Bundes sollen ca. 1.280 km des deutschen Autobahnnetzes durch ÖPP-Projekte erneuert werden. Jedoch existiert eine kontroverse Diskussion dieser Projekte sowohl in der Theorie als auch in der Praxis. Zum einen sind, laut Bundesrechnungshof, solche Projekte teurer als eine konventionelle Umsetzung und zum anderen profitieren, gemäß Untersuchung der TU Braunschweig, hiervon besonders große Baukonzerne. Die mittelständischen, regionalen Bauunternehmer haben kaum Möglichkeiten sich bei ÖPP zu beteiligen. Ziel des Forschungsvorhabens war die Analyse einer Verkehrsinfrastrukturgenossenschaft, welche eine Alternative zu den bisherigen ÖPP-Projekten darstellt. Die Grundidee dieser Genossenschaft ist es, sowohl den Baumittelstand zu berücksichtigen, als auch eine regionale Wertschöpfung herbei zu führen. In Germany, numerous infrastructure projects are implemented through cooperation between the public sector and a private company. This is done within the framework of a public-private partnership (short: PPP). In the area of transportation infrastructure, too, many projects are implemented as PPPs. Private companies take over the responsibilities of expansion, new construction (if necessary), maintenance and operation of a contractually defined highway section, usually with a contract term of 25-30 years. If the company fulfills the previously defined services, it receives a payment from the public sector. According to current plans of the federal government, approximately 1,280 km of the German highway network are to be renewed through PPP projects. However, there is a controversial discussion of these projects both in theory and in practice. On the one hand, according to the Federal Audit Office, such projects are more expensive than conventional implementation. On the other hand, according to a study by the Technical University of Braunschweig, large contractors in particular benefit from this. Medium-sized, regional construction companies have hardly any opportunities to participate in PPPs. Goal of the research project was the analysis of a transport infrastructure cooperative, which shows an alternative to the existing PPP projects. The basic idea of this cooperative is the consideration of the midsize contractors sector and to create a regional added value.

Subject This article considers the issues related to project financing in Russia, its current status, foreign practices in this area, as well as in the context of public-private partnership. Objectives The article aims to explore the current state and development of project financing in Russia and foreign countries, analyze and identify risks, and consider trends in the further development of project financing. Methods For the study, I used the methods of comparative, logical, and statistical analyses, and graphical interpretation of information. Results The article defines project financing, identifies risks, and denotes trends in its global and domestic development. Conclusions and Relevance The introduction and application of public and market management models, or their combination, may be an incentive for further development of project financing. Today, the most promising direction is the use of project financing as a method of financing investment activities. The results of the study are theoretically relevant for further research into the financing of infrastructure projects in Russia.

Based on social exchange theory, we propose and test the mediating role of formal and informal contracts in linking cooperation characteristics of prior ties and shared values among partners to cooperation success in the public—private partnership context. Results from a survey of 244 partners in public—private partnerships in the medical and healthcare fields in China revealed that both formal and informal contracts mediate the relationship between cooperation characteristics and cooperation success. We discuss the theoretical and managerial implications for public-private partnership research and practice with a specific focus on the Chinese context.

Ensuring high productivity in public services has been required to be achieved by reducing costs and at the same time by raising standards. This is indeed a challenge intended for which the public sector has turned its eyes on the market. The latter's mechanisms and management methods used by the private sector in the production and delivery of services have become the management philosophy that has characterized public sector reforms in recent decades. Nowadays the main objectives of public sector organizations are to reduce costs and increase the efficiency of operations, which has steered these organizations towards the outsourcing model. Transferring or subcontracting a private entity for some of the operations of public institutions is a concept already known to public sector managers. Heads of various public institutions see the transfer of part of their operations or all operations to private entities as the proper way to provide added value public services. One of the widely used ways of engaging private parties in public projects is the Public Private Partnership (PPP). Implementation of this public-private partnership ensures immediate service availability, debt and public budget avoidance, management, technology and higher performance in service standards and contract enforcement. This type of engagement requires a great deal of attention to the legal framework in order for the private sector to participate in public affairs and services in a regular and reasonable manner and also in order to protect the public interest, maximize the value for money and ensuring appropriate risks sharing.

The article describes the current world experience in the formation and development of the private medical sector in the health care system of the country on the basis of public-private partnership. The traditional approach to the formation of consumer behavior and ensuring its environmental orientation by determining the content of the relationship between social and environmental forms of capital has been adapted. It is established that the priority areas of socially responsible business in the medical sector on the basis of public-private partnership are the development of internal programs for its staff, participation in socio-environmental projects, participation in regional and local development programs in cooperation with local authorities, charity. It is substantiated that the consumer can be considered as an entity that organizes actions for the consumption of goods and services and encourages producers to introduce certain methods of production, which ensures the satisfaction of social needs in full. As a result of satisfaction, producers reimburse costs, and the added value becomes an indicator of economic development and plays an important role in financially ensuring qualitative and quantitative changes in the management system aimed at socializing the behavior of private health sector consumers in public health on a public-private basis. partnerships. The use of the developed proposals and recommendations for improving the conceptual foundations of socialization of private medical sector consumers in the health care system on the basis of public-private partnership will ensure harmony and proportional development in the system "production - consumption - environment" and will have a positive impact on society. in the national economy.
