Delays have been frequently reported as the cause of several conflicts that affect the different parties involved in construction projects. Project Time Management (PTM) includes a number of planning and controlling processes that are recommended for complying with requirements related to project time. The study reported in this paper aimed at assessing the use of PTM processes and its relation with project schedule performance (i.e., timely completion). Seven PTM processes and seventy-seven tasks associated with them were identified from the literature that is globally relevant to project management. The study included the assessment of fourteen school construction projects executed by a public agency in the Yucatan Peninsula, Mexico. These projects were monitored during the construction phase in order to measure two different variables: the use of processes related to PTM (i.e., schedule planning and controlling processes) and the project schedule performance. For each of these projects a Use Index was obtained for assessing the first variable, while the Schedule Performance Index and the Schedule Variance were computed to assess the second one. The results demonstrated there is statistical dependence between these two variables. Most of the projects that attained timely completion also made a greater use of the PTM processes.

Construction projects are risky in both physical implementation and management. The characteristics of the risk reinforce the necessity of efficient management to increase the chances of success without commitment to its goals. This study explores the correlation of delay and the schedule performance index (SPI) to evaluate the risk of a construction project completed with time overruns. The hypothesis that the SPI of projects with a delay is distinct from those projects without a delay is assumed. A database with 19 elements was used to test this hypothesis and to calculate limit values to the SPI. Therefore, the risk of delay will be small when the observed SPI is greater than the superior limit and large when the SPI is below the inferior limit. The simplicity involved in the calculation of these values showed an advantage in comparison with other methods of risk evaluation. Another strong point observed is that any company can determine the value of risk by considering its own history and support decisions like doing corrective actions.

PurposeThe coronavirus disease 2019 (COVID-19) pandemic has had major impacts on the performance of construction projects that have adopted social distancing measures. This study examines the effect of social distancing measures on project schedule performance through job reorganization on construction project sites.Design/methodology/approachResponses were obtained through a survey of 154 construction projects and analysed using the partial least square structural equation modeling (PLS-SEM) technique.FindingsThe findings established that social distancing has a negative effect on schedule performance, social distancing has a positive effect on job re-organization and job re-organization has a positive effect on schedule performance. Additionally, the results indicate that job re-organization partially mediates the relationship between social distancing and schedule performance, while social distancing moderates the relationship between job re-organization and schedule performance with low social distancing having the stronger positive effect.Originality/valueThis study contributes theoretically to a greater understanding of the impact of adopting COVID-19 safety measures such as social distancing on the schedule performance of construction projects. The study also shows how social distancing could lead to schedule performance through job reorganization.

Purpose: Major road construction projects across Kilifi County have experienced delays in delivery due to a majority of contractors, both local firms and government agencies, failing to adhere to agreed-upon completion dates.it is in the backdrop of these problems that influenced the researcher to establish the influence of time management on the implementation of road projects in Kilifi County. The main purpose of this study was to examine the influence of time management on the implementation’s road constructions projects in Kilifi County.Methodology: The study adopted cross sectional research design and collect data using questionnaires from 120 engineers/project managers, supervisors/inspectors and technicians/foremen from 12 organizations including five construction companies involved in urban road construction projects in Kilifi County, five service providers whose utility facilities run along road construction corridors in Kilifi County, and two state corporations charged with the management of road construction in Kenya. Data was analysed using both descriptive and inferential statistics with the help of IBM SPSS Statistics. Descriptive analysis involved the use of frequencies, percentages, mean and standard deviation in order to summarize the results of the various study variables. Inferential analysis involved the application of Pearson correlation and regression analysis to determine the nature of relationship between time management and implementation of road projects in Kilifi County.Results: The study found out that activity sequencing positively and significantly affects road constructions projects in Kilifi County (r = 0.688, P=0.000 < 0.01). The study further determined that a unit improvement in activity sequencing would lead significantly lead to improvement in road project implementation (β = 0.127, t = 2.037, P=0.044 <0.05). It was also determined that resource estimation positively and significantly affects implementation of road constructions projects in Kilifi County (r = 0.721, P = 0.002 < 0.01). the analysis also showed that a unit improvement in resource estimation would lead to a unit improvement in road project implementation (β = 0.218, t = 2.741, P = 0.005<0.05). The study also determined that activity control significantly and positively predicts implementation of road constructions projects in Kilifi County (r = 0.909, P= 0.000< 0.01). The regression analysis showed that a unit improvement in activity control would significantly lead to an improvement in implementation of road construction projects in the county (β = 0.173, t =3.045, P = 0.003<0.05). Finally, the study found out that institutional capacity affects road projects implementation (r = 0.558, P=0. .003 < 0.01). It was also determined that institutional capacity has moderating influence on the relationship between time management and road project implementation (β = 0.185, t = 4.302, P=0.000 < 0.05).Unique contribution to theory, policy and practice: The study recommended that for effective time management during implementation of road construction projects, there should be stakeholder involvement as this will facilitate ideas and perspective. Stakeholder involvement in time management and planning, will better their correspondence, improve accuracy of information, increase credibility and acceptance findings and finally improve the quality road constructions projects in Kilifi County.

The National Iranian Gas Company (NIGC) is one of the top ten gas companies in the gas industry in the Middle East and is comprised of 7 gas refineries. So this company needs to apply the most optimum time management methods to achieve its goals. Custom scheduling calculation of project planning uses the Critical Path Method (CPM) as a tool for Planning Projects activities. CPM is now widely used in planning and managing projects but in spite of its wide application, this method has a critical weak point of not taking into account the uncertainties in scheduling calculation. This article aims to present a precise method based on the application of Fuzzy Expert Systems in order to improve the Time Estimation Method in construction projects and in this regard, reviews the results of the implementation of this method in construction projects of Iranian Gas Refineries. The results show that the proposed method increases the accuracy of time estimation about 7 to 22 percent.

Thirteen studies to identify major delay factors for construction projects in Kenya have been reported in the literature. Nine of these studies were based on self-administered questionnaire survey of views of project participants and four studies were based on site records of actual construction projects. Thirty-three of the more than forty construction delay factors reported in the literature were identified as one of the top construction delay factors by the thirteen studies on Kenya. This is illogical, misleading and confusing. A thorough review of these thirteen studies is undertaken to identify top delay factors for construction projects in Kenya. With respect to the construction delay factors identified, remedial measures to improve the schedule performance of construction projects in Kenya are presented.

Many construction projects suffer from schedule delays that ultimately lead to considerable cost overruns and defeat the purpose of low-cost housing (LCH), which is to support low-income earners. It is, therefore, vital that the schedule delays and cost overruns be minimized. The objectives of this research were to investigate, identify, and classify the schedule-delay indicators (SDIs), prioritize them based on their level of impact, and formulate constructive strategies to improve the schedule performance. To achieve the objectives set forth, 68 interviews were conducted with professionals who are active in LCH projects, and a structured survey was developed and distributed to other experts involved in LCH projects to validate the result of the interviews and collect additional data. Survey responses were collected from 101 individuals and were analyzed. The significant SDIs were identified and classified by the research team and were ranked and prioritized, using the Relative Importance Index (RII) method. The results demonstrated that the identified SDIs could be classified into the following eight main categories: legal, design and technology, project characteristic, project management, material resource, human resource, location, and finance. The outcomes of this study will help project managers and stakeholders identify the causes of schedule delays early in the project and implement effective strategies for improving project performance in low-cost housing projects.

Over the last few years, the green building movement in Singapore has leaped bountifully. While environmental sustainability for greener construction has been emphasized, rare research has been conducted to analyze performance of green construction projects. As a result, this study aims to address schedule performance of green building construction projects and to provide some recommendations that may improve the targeted performance. To achieve this objective, a questionnaire was developed and the responses from 30 companies were analysed, and interviews with 6 project managers were conducted to further supplement and substantiate the survey results. The analysis reported that green building projects required an average of 8% more time than traditional building projects of similar size and characteristics. In addition, on average, these projects were delayed by 4.8% when compared with their as-planned schedules. Lastly, a list of recommendations was also introduced, aiming to ameliorate the schedule performance. This study will offer a benchmark for the industry to gauge the overall duration and performance of green building construction projects.
