Democratic peace as global errand

Abstract Focusing on the foreign policy discourse of George H. W. Bush and William Clinton, I examine the role the American jeremiad played in conceptualizing the geopolitical change initiated by the ending of the Cold War. I identify “extending the democratic peace” as the nation’s post-Cold War “errand” and argue that this global mission represented the contemporary “re-dedication” of American policy to the nation’s “divine cause.” I demonstrate that a key issue facing the nation was whether the U.S. would reap the benefits of its Cold War victory by extending its political-economic system globally or whether it would turn inward and, thereby, give rein of the future to the forces of “anarchy” and chaos.” As with earlier renditions of the jeremiad, the post-Cold War variant turned this liminal moment into a “mode of socialization” (Bercovitch 2012, 25) by deploying the concept of democratic peace to legitimate an interventionist foreign policy.

Soft power is a concept that was created by Joseph Nye in the 1990s. After the soft power theory was supplemented many times, up to now, it has been considered a theory interesting to many researchers. In 2005, he pointed out that higher education played an important role and was a factor of soft power in U.S. foreign policy. The United States (U.S) is a country that has flexible, adjustable and appropriated changes in foreign policy. The cultural and educational values in history have created the soft power and own mark of U.S , especially in the period of the Cold War (1947- 1991). At that time, higher education contributed to the training and changing of the mind of many students going to the Soviet Union. After the Cold War ended, the U.S. remained the nation's top-rank comprehensive national power in the World. This national power gave the U.S. favorable conditions to enforce and implement strategies globally. In this way, the soft power was never left behind in the U.S foreign policy, especially in higher education. So, how did the U.S. maintain this policy in the foreign policy and what outcomes did it bring to the U.S.? This article presents the higher education and the factor of soft power in the U.S. foreign policy from the Post-Cold War till 2016.

The article discusses approaches to the study of the theoretical foundations of the U.S. foreign policy. For decades, the United States has been one of the most important actors in international relations. The post-Cold War period is one of the most important periods in the U.S. foreign policy. At this time, scholars also debate the new role of the United States in the structure of international relations. Singling out the United States as the only center of power, American researchers supported the idea of a “unipolar” world. The ideas of American scholars and researchers dominated the words of American political leaders of the time: the United States is a world leader, and its mission is to establish a new international political and economic order based on liberal democratic values. The ideas of spreading democratic values and the theory of a democratic peace have had a significant impact on the formation and development of the U.S. foreign policy after the Cold War. The article examines the content and essence of these theories, their basic principles, and the reflection of these theories in the foreign policy of the United States.

Anti-Russian sentiment - what some call “Russophobia” - is subtle, but visible in the American foreign policy discourse since the end of the Cold War. Most recently, it can be found in the Obama-era discourse about Russia, despite the positive bump in relations after the so-called “reset” of 2009. This paper contends that, among the many irritants in Russia - U.S. relations, anti-Russian sentiment among the American foreign policy leadership is an understudied phenomenon. Russophobia matters because it is present even at times of promise in the relationship; it impedes striking a “normal” relationship with Russia, and it influences policy decisions. This paper conceptualizes Russophobia, considers the source of its persistence in the American foreign policy discourse, and identifies examples of anti-Russian sentiment among key members of Barack Obama’s foreign policy team through an examination of memoirs and personal reflections about Russia. The paper asserts that anti-Russian attitudes in the American foreign policy discourse throughout the post-Cold War era must be identified and understood in order to gain a better understanding of why forging stronger, mutually beneficial relations with Russia continues to evade American policy makers. Anti-Russian sentiment undermined the Obama - Medvedev reset and, while it is certainly not alone responsible for deteriorating relations with Russia, it helped to perpetuate the downturn in relations and must be identified and better understood. The arguments made in this paper and in the selected citations herein, are based upon non-partisan scholarly inquiry and are not a consequence of the author’s personal or political views.

This chapter examines some of the competing theories that have been advanced to explain U.S. foreign policy. In trying to explain the foreign policy of the United States, a number of competing theories have been developed by International Relations scholars. Some theories focus on the role of the international system in shaping American foreign policy while others argue that various domestic factors are the driving force. The chapter first considers some of the obstacles to constructing a theory of foreign policy before discussing some of the competing theories of American foreign policy, including defensive realism, offensive realism, liberalism, Marxism, neoclassical realism, and constructivism. The chapter proceeds by reviewing the theoretical debate over the origins of the Cold War and the debate over the most appropriate grand strategy that the United States should follow in the post-Cold War era.

AbstractSince the breakup of the USSR in 1991, there has been significant change in Moscow's Middle East policy. During much of the Cold War, Moscow sought to project Soviet influence throughout even the far off Arab region of the Middle East. In the post-Cold War era, though, Russian foreign policy has focused on that part of the Middle East closest to the former USSR-the Northern Tier. This article will examine the major aspects of post-Cold War Russian foreign policy toward the Middle East in order to identify Moscow's multiple goals in the region and discuss Moscow's capacity for achieving them. First, though, a brief review of the different stages of Imperial and Soviet foreign policy toward the region is necessary in order to show the extent to which post-Cold War Russian foreign policy toward the Middle East has and has not changed.

Since 2003, Russian foreign behavior has become much more assertive and volatile toward the West, often rejecting U.S. diplomatic initiatives and overreacting to perceived slights. This essay explains Russia’s new assertiveness using social psychological hypotheses on the relationship between power, status, and emotions. Denial of respect to a state is humiliating. When a state loses status, the emotions experienced depend on the perceived cause of this loss. When a state perceives that others are responsible for its loss, it shows anger. The belief that others have unjustly used their power to deny the state its appropriate position arouses vengefulness. If a state believes that its loss of status is due to its own failure to live up to expectations, the elites will express shame. Since the end of the Cold War, Russia has displayed anger at the U.S. unwillingness to grant it the status to which it believes it is entitled, especially during the 2008 Russo-Georgian War, and most recently Russia’s takeover of Crimea and the 2014 Ukrainian Crisis. We can also see elements of vengefulness in Russia’s reaction to recognition of Kosovo, U.S. missile defense plans, the Magnitsky act, and the Snowden affair.

Philip Robins contends that Turkish foreign policy has faced four challengesin four distinct periods of its history: (1) consolidating the emergentTurkish Republic through external recognition (1930s), (2) remainingneutral during the Second World War (1940s), (3) confronting thechallenge of Soviet expansionism (the cold war era), and (4) respondingto the end of bipolarity (post-cold war era). Robins examines these foreignpolicy issues in the last period.The main thesis of this work is threefold: First, Turkey is a status quopower in the way that its foreign policy elites have fastened their thinkingand practice to the framework of “the sanctity of borders, of states, ofmultilateral institutions and of norms of conduct, even when it becameclear that systemic changes had rendered some of these continuities nolonger tenable” (p. 6). Second, Turkey continues to be firmly orientedwestwards in terms of its foreign relations, which are characterized by itsstrong commitment to NATO as well as its desire to join the EuropeanUnion (EU). Finally, Turkish foreign policy has been characterized moreby “caution than daring,” quoting Malik Mufti. In post war era, Japan emerged as a pacifist country. The constitution of Japan restrained from developing armed forces for offensive but permitted only for defensive purpose. Thus, Japan raised Self Defense Force. This posture greatly contributed in its emergence as world economic power. In post-cold war period, Japan appeared with advanced step in its foreign policy and sent its forces abroad as a part of UN Peace Keeping Force abroad. It little questioned the objective of creating SDF. 9/11 incidents changed the global politics. Japanese citizens also fall prey to it. Japan joined coalition on War on Terror and helped to fight against terrorism. In post 9/11, Japan has improved its relations with China despite territorial dispute. However, it plays its role in global political, economic, cultural and strategic areas.
