Immigrant linguistic integration in the multilingual context of Montreal

Abstract We investigate the relative intensity of use of English and French at home for allophone immigrants in the Montreal metropolitan area. We find that the linguistic distances between immigrants’ mother tongues and English and French have an important impact on the relative intensities of use at home of the two Canadian official languages. However, immigrants whose mother tongues are closer to French than to English are relatively less likely to use an official language at home. We further investigate the role of spousal and other characteristics on the integration of immigrants. The results suggest that the home environment is an important factor contributing to the linguistic integration. Individuals exposed to an official language at home with their spouse have significantly higher rates of linguistic integration. Also, English is more attractive than French in the sense that immigrants with an Anglophone partner will have higher integration rates to English than those with a Francophone partner integrating to French.

The research is based on the processed questionnaire data gathered during the ethnolinguistic expedition to Indra municipality in the rural part of the region of Kraslava in June, 2007 (120 respondents). The paper analyzes the answers of the respondents regarding the ethnic self-identification of the people, their knowledge of languages, the dominance of languages,, and their functions in the micro and macro environments of Indra municipality. The most important conclusions are: There is a noticeable difference between the official statistical data and the notions of ethnic belonging of the respondents: the official statistics state that the dominant ethnic group in Indra municipality are Belorussians; however, the major part of respondents consider themselves to be Russians. The Russian language dominates in verbal and written communication in both the micro and the macro environment. Many respondents admit that they speak „their own” language in the municipality - Russian with lexical, morphological and phonetical elements of Belorussian and Polish. The role of the Latgalian language in the rural municipality is not important; the respondents do not see any perspectives for its use in the future. The Latvian language as the official language is respected in the administration of the municipality; however, there is a wish to recognize both Latvian and Russian as official languages. The roles of the school (for the acquisition of the Latvian language) and of the Church (the language of praying is Polish, but masses are held in Russian and Latgalian) are important for the formation of the linguistic scenery of Indra municipality. In the polyethnic and multilingual environment of Indra municipality, there is a predominantly tolerant attitude towards different languages and ethnic groups.

AbstractThis article critically examines the Conservative government's approach to official languages, through a policy instrument framework. Special attention is paid to the third federal roadmap for official languages—the first having been unveiled by the Liberal government in 2003 and the second by the Conservative minority government in 2008—and how this roadmap conveys a new representation of official languages in relation to Canadian identity and citizenship. The focus on the linguistic integration of new immigrants in the 2013 language roadmap generates interest. The policy instrument framework also shows how language roadmaps represent the fourth generation of official language policies in Canada; the first three generations found their respective bases in the 1969 Official Languages Act, the Charter of Rights and Freedoms and the 1988 Official Languages Act. The article concludes that an analysis of language roadmaps elucidates transformations initiated by the Conservative governments in the area of official languages in Canada. It also promotes further exploration and analysis of language policies through the policy instrument framework.

This study investigates the link between mother’s and children’s (8 to 9 years of age) creative thinking, focusing in particular on how mothers’ creativity interacts with climate for creativity in the parent-child relationship in predicting the offspring’s creative potential assessed by the Test for Creative Thinking-Drawing Production (TCT-DP). The moderating role of the children’s gender in this relationship was also assessed. In a sample of parent-child dyads (N = 66), it was demonstrated that (a) mother’s and child’s creative thinking was related within dyads, (b) four dimensions of climate for creativity at home environment, namely Encouragement to Experience Novelty and Variety, Encouragement of Nonconformism, Support of Perseverance in Creative Efforts, and Encouragement to Fantasize partially mediated this relationship, and (c) child’s gender did not moderate the investigated relationship. Moreover, there were no differences in climate for creativity between girls and boys, except for the fact that mothers support nonconformism more strongly in their sons than in daughters. Results were discussed in light of potential family transmission mechanisms of creative potential. It was also indicated the study’s implications for practice and directions for future research that stem from this project.

Modern constitutions typically contain a variety of provisions on language. They may designate one or more official languages, each with a different kind of legal status. Constitutions may also create language rights, usually held by minority-language speakers, granting groups and individuals the right to communicate with, and receive services from, the government in their native tongue. In systems of multi-level governance, constitutions may vest the authority to designate official language(s) for each order of government. This Primer addresses the role of language in constitutional design, and the key considerations, implications and potential challenges that arise in multilingual states. It discusses the range of claims around language as a constitutional issue, and the potential consequences of successfully addressing these claims—or failing to do so.

Childhood eating behaviours can track into adulthood. Therefore, programmes that support early healthy eating, including school-based nutrition education programmes, are important. Although school-based programmes may be beneficial in improving nutrition knowledge, impact on actual fruit and vegetable (FV) intake is generally limited as FV intake is also influenced by the home environment. The current study includes secondary analyses of data from an evaluation study on Dutch nutrition education and examined the role of caregivers’ health promotion behaviours (HPB) in influencing healthy eating behaviours in primary school children (n = 1460, aged 7–12 years) and whether caregivers’ HPB contribute to programme effectiveness. Children’s nutrition knowledge, FV intake and caregivers’ HPB (FV/sugar-sweetened beverages/sweets provision to take to school, cooking together and talking about healthy food at home) were measured by child-reported questionnaires at baseline, during, and 6 months post-programme. Results indicated that caregivers’ HPB was positively associated with children’s healthy eating behaviours and that programme effectiveness was highest in those in the lower HPB subcategory. In conclusion, children with less encouragement to eat healthily at home potentially benefit more from school-based nutrition education programmes than children receiving more encouragement. This highlights the important role of the home environment in supporting healthy eating behaviour in children.

This essay explores the ways in which Ireland's sacralised national language figures in Beckett's work. Oblique references to Irish in the Beckett oeuvre are read against a history of Anglo-Irish investment in the language as a mode of ‘impatriation’, a means by which to circumscribe anxieties surrounding an identity fraught with socio-political anomalies. In addition, the suspicion of ‘official language’ in Beckett's work is considered in light of his awareness of the ‘language issue’ in his native country, particularly in relation to the powerful role of the Irish language in the reterritorialisation of the civic sphere in post-independence Ireland.

The Sri Lankan Ministry of National Coexistence, Dialogue, and Official Languages published the work “People of Sri Lanka” in 2017. In this comprehensive publication, 21 invited Sri Lankan scholars introduced 19 different people’s groups to public readers in English, mainly targeted at a growing number of foreign visitors in need of understanding the cultural diversity Sri Lanka has to offer. This paper will observe the presentation of these different groups of people, the role music and allied arts play in this context. Considering the non-scholarly design of the publication, a discussion of the role of music and allied arts has to be supplemented through additional analyses based on sources mentioned by the 21 participating scholars and their fragmented application of available knowledge. In result, this paper might help improve the way facts about groups of people, the way of grouping people, and the way of presenting these groupings are displayed to the world beyond South Asia. This fieldwork and literature guided investigation should also lead to suggestions for ethical principles in teaching and presenting of culturally different music practices within Sri Lanka, thus adding an example for other case studies.
