Competitive and productive Special Economic Zones (SEZs)/ industrial Parks (IPs) of the future will be those that will abandon the wasteful linear development model and instead embrace a circular economy that is characterized with the circular flow of materials and energy. Doing this will not only lower pressure on the use of the country’s virgin raw materials but also contribute to the reduced carbon footprint of the SEZs/IPs by helping to divert wastes from the landfill. This paper investigated the spontaneous evolution of waste and by-product exchange at the agro-processing and garment clusters of the Athi River SEZ. These cluster based material exchanges evolved on their own largely as a result of the prevailing forces of material supply and demand. Though at its infancy, this emergency of industrial symbiosis at the economic zone has helped to demonstrate the social inclusion dimension of green growth through the creation of decent green jobs. The practice has also enabled participating firms to reduce their GHG emissions and lower their operational costs. The economic zone’s desire to fully embrace waste recovery, reuse and recycling as part of its deliberate efforts of advancing the ideals of a circular economy is currently being hampered by a lack of functional waste recovery, reuse, and recycling infrastructure. The proposed strengthening of University-Industry-Government (U-I-G) collaboration at the Athi River SEZ, will help promote eco-innovation that forms the cornerstone of the economic zone’s improved productivity and competitiveness. The paper sought to unravel the enabling policy interventions that need to be put in place so as to accelerate the transformation of the country’s economic zones into environmentally friendly Eco-Industrial Parks (EIPs) capable of attracting green foreign direct investments (FDIs). It also tackled the barriers that need to be overcome by key stakeholders so that the country’s SEZs/ IPs can adopt a development trajectory that enjoys low-emission levels, efficiently uses its resources, and is socially inclusive through the creation of decent green jobs.

The circular economy entails the principles of rational waste management to the best advantage. Waste management in the Russian Federation is currently in a reform process, thus it is crucial to choose now the most efficient way for its development. Besides, in addition to general government strategic aims in such a vast country such as Russia, it is very important to take into consideration specific aspects typical of its territories, which will allow determining regional areas of activities. The article analyzes current municipal solid waste management in the Russian Federation. The case study is of one of the regions (Sverdlovskaya Oblast) characterized by some typical and specific problems which illustrate the results of the first stage of reforming. The authors analyzed the existing and planned mechanisms of state regulation in the waste management sector at regional and federal levels, and scrutinized changes in legislation. The development level of the circular economy in the region was determined on the basis of the index method. The life cycle analysis (LCA)-based evaluation approach made it possible to evaluate the economic efficiency of the production and economic activities at different stages of municipal solid waste (waste paper) recycling with due regard to externalities. The research showed that despite the current substantial economic potential of the secondary resources’ (waste paper) reuse, there was a low level of development of the circular economy index. Regional factors hindering and fostering the circular economy development were identified. Recommendations for improving the quality of governance of the municipal solid waste management were formulated.

The use of waste from the regional production of waste wood, waste paper, and cardboard in the form of briquettes may be causing an increase in local emissions, both of major elements and trace elements. When burning paper and cardboard briquettes, more than 70% of Mn, Zn, As, and Pb is released into the air from the total content of trace elements in the fuel. The largest amounts of major and trace elements are released when burning paper briquettes (56 g/kg of fuel); half of these amounts are released from burning briquettes from waste wood and coal (23 g/kg of fuel). The pursuit of alternative uses for those cardboard components that are not suitable for recycling cannot be directed to the production of briquettes for residential combustion in the framework of the application of the principles of the circular economy. In particular, the high concentrations of undesirable elements in the emissions released in the gas phase into the atmosphere are an obstacle existing even when the parameters of the PM10 emissions of a boiler are met. This is related to the high ash content of the cardboard (13.5%). Waste paper or cardboard could be added to waste wood at a maximum of 10% to make the pollution produced comparable to the burning of coal briquettes.

The amount of paper waste, especially paper waste of yarn rolls in the socks manufactured factory and the convection industry that has not been used to get high economic value is an opportunity to open a new business, especially in the electronic and art craft product. SEPIK PANIK (Speaker of Music and Unique Display of Waste Paper Rolls) is an innovation from processing paper waste to be a unique speaker. The purposes of this program are: 1) Utilizing paper waste to get high selling value. 2) Creating handmade products from paper waste into speakers as well as unique creative display. 3) To accommodate the desire of college students who have entrepreneurial spirit and artistic creations to open new business opportunities. The method of make this SEPIK PANIK product includes 1) Making paper tube of speaker and 2) Making a Unique Display. The Sales of this product have been carried out during May to August 2019, products that have been sold are 34 units, obtained a profit of Rp. 1.170,000. Sales and promotion methods are carried out both online through social media and offline, namely direct selling and consignment. Based on these results, this business is very profitable and can benefit the surrounding environment.
