Social policy that emerged from the New Deal era continues to shape race relations and politics today. Since the 1930s, scholars have debated the net effect of the New Deal on racial inequality. On the one hand, the social policies of the 1930s are viewed as a great step toward a racially inclusive society (Myrdal 1944; Wolters 1975; Sitkoff 1978, 1985; Ezell 1975; Patterson 1986; Weiss 1983). In contrast to previous eras and political regimes,Roosevelt's New Deal reflected a qualitatively different sense of government's responsibility toward its citizens, including African Americans. Alternatively, New Deal era social policy is considered a crucial component in the structure of American racial stratification (Lewis 1982; Rose 1993; Quadagno 1994; Valocchi 1994; Brown 1999).The legislative record of the New Deal was consistently racialized and discriminatory.Welfare policy, in particular, actively excluded and subjugated blacks. These contrasting portrayals reflect the ambiguity of the New Deal legacy of race relations.

This chapter addresses the significance of the New Deal to the development of publicly funded foster care and its relationship to the nascent welfare state. The chapter includes many first-hand accounts of parents turning to foster care because they could not provide both economic support and nurturing care to their children. The chapter argues that the onset of the Great Depression marked a setback for the delivery of child welfare services. However, the promise of a more rational system of federal welfare provision through passage of the Social Security Act and other New Deal programs raised hopes that economic insecurity for families could be so drastically reduced as to eliminate (or at least diminish) the role of poverty in separating children from their families. In addition, Title V of the Social Security Act also provided funds to develop state-level public child welfare services, which helped spur the creation of a child welfare infrastructure.

This paper examines the making of the US government documentary film, Power and the Land (1940), in terms of how views about science and technology are communicated to the public. The paper argues that the film was shaped by a complex ideology of technical progress shared by the film's maker and sponsors (the Rural Electrification Administration; the short-lived US Film Service, headed by the award-winning director, Pare Lorentz; and Joris Ivens, an internationally acclaimed Dutch director and leftist), tensions between goals of producing a `factual' and `propagandistic' film, and perceptions of the rural audiences' response. This paper thus argues against the view that science and technology communication is simply the mediated diffusion of knowledge from scientists and engineers to the public (in this case, knowledge about the social and economic aspects of rural electrification) and supports an interactive model. The paper also compares Power and the Land with the better known documentaries by Lorentz, The Plow that Broke the Plains and The River, and with other `fact films' of the New Deal era that portray a relationship between technology and social change.

AbstractRichard T. Ely was one of the most important architects of the administrative welfare state in the United States. His astonishingly influential career was the product of a fundamental re-thinking of the origin and nature of the state. Repudiating the social compact theory of the American founding in favor of a self-consciously “new,” “German,” and frankly “social” conception of the state ordered toward the realization of a collective vision of human perfection, Ely conceived the task of social reform as extending social control over the hereditary and environmental determinants of human character. In the early 1930s, Ely’s vision of social reform would inspire some of his boldest students, especially M. L. Wilson, to formulate a sweeping vision of social planning that would not only inform his little known and rather coyly named Division of Subsistence Homesteads, but also his efforts at the National Resources Board (NRB)—the nation’s first ever agency for comprehensive national planning.

This introductory chapter provides an overview of the Second Red Scare, which stunted the development of the American welfare state. In the 1940s and 1950s, conservatives in and out of government used concerns about Soviet espionage to remove from public service many officials who advocated regulatory and redistributive policies intended to strengthen democracy. The crusade against “Communists in government” had even more casualties than people thought. In addition to its well-known violation of civil liberties and destruction of careers, the Second Red Scare curbed the social democratic potential of the New Deal through its impact on policymakers who sought to mitigate the antidemocratic tendencies of unregulated capitalism.

The current trend toward conservatism in American politics is most pronounced in the field of labor relations. This should occasion no surprise in view of the well-known fact that legislation in behalf of labor was die essential and constant element in New Deal liberalism. In keeping with the “American way” of swinging the political pendulum periodically from liberalism to conservatism and back again, the present Congress enacted the Taft-Hartley Labor-Management Relations Act with the aim of curbing the power of union labor so succesfully enhanced by the New Deal. The bitter controversy attending die passage of die Act and the unrelenting and all but unanimous opposition of organized labor and many of its friends to die continuance of the law underscore die paramount importance of labor questions in the country's maturing economy. Other phases of labor legislation are indirectly involved in the present reaction: health insurance, and increased coverage and more generous benefits under the Social Security and Fair Labor Standards Acts. Though diese supplements are badly needed, they fail to arouse general enthusiasm in the climate of opinion that now prevails.

This chapter describes examples of Progressive administration from the New Deal and the Second Reconstruction. This account explores the tension between public deliberation in the administrative process and efficient delivery of the services that make democracy possible. During the New Deal, the Tennessee Valley Authority and the Agricultural Adjustment Administration engaged in highly deliberative forms of land use planning. But these deliberative procedures tended to exclude low-income and minority farmers. The Farm Security Administration, by contrast, provided desperately needed goods and services to poor farmers, but did not generally engage them in administrative policymaking. As the New Deal drew to a close, the Progressive emphasis on participatory modes of administration were codified in a thin form in the Administrative Procedure Act. At the same time, the social impacts of the New Deal agricultural agencies created some of the conditions for the Second Reconstruction. During the Second Reconstruction, civil rights agencies attempted to combine public participation and efficient bureaucracy in new institutional forms. The Department of Health, Education, and Welfare developed broad understandings of the social background for segregation that enabled courts to integrate schools in the South. The Equal Employment Opportunity Commission deliberated with civil rights groups and the courts to develop the disparate impact theory of discrimination. The Office of Economic Opportunity instituted radical forms of public participation in implementing the “maximum feasible participation” requirement of the Economic Opportunity Act.
