Global warming, climate change is now affecting the world. The effort of the leaders to achieving the sustainable development is from New Urban Agenda (NUA), Sustainable Development Goals (SDG’s) and local level is local authorities.  SDG’s goal number 13 takes urgent action to combat climate change and its impact also SDG’s number 11 to sustainable cities and communities. The gap of this paper  Different cities face different challenges and issues. Local authorities will play a significant role in undertaking policy initiatives to combat carbon emissions of the city. Low Carbon Cities (LCC) is to reduce carbon emissions in all human activities in cities.  The objective of this paper is by applying the LCCF Checklist in planning permission for sustainable development. The methodology of this research is a mixed-method, namely quantitative and qualitative approach. The survey methods are by interview, questionnaire, and observation. Town planners are the subject matter expert in managing the planning permission submission for the development control of their areas. Descriptive statistical analysis will be used to show the willingness of the stakeholders, namely the developers and planning consultants in implementing of the LCCF. The contribution of this research will gauge readiness at the local authorities level. The findings of the LCCF checklist are identified as important in planning permission into the development control process. Surprisingly, that challenges and issues exist in multifaceted policy implementation the LCCF Checklist in a local authority. Finally based on Subang Jaya Municipal Councils, the existing approach in the application of the LCCF Checklist in the development control process will be useful for development control in a local authority towards sustainable development.

Abstract The article explores ways of improving urban structures of territories especially from the aspect of urban public security. The relationship between tourism and local residents is one of the most important problems of the tourist governance in a site; both in mature tourism destinations like European cultural towns, or in other sites, and where tourism is a novelty, so problems can be more. The concept of responsible tourism was born for helping local communities that bear tourism impact, using the values of sustainable development. So, inside it, this theme is very important, for who think that local communites must be more active in tourism; and for who think that it’s enough if they gain money from tourist activities. This paper analyzes the situation in Matera, a little town in the south of Italy, where tourism is becoming an important economic activity. Here there are daily problems between who plan and citizens. A planning concerning not only tourism, as the restricted traffic zone.

The long sleep is over. The North, or at least the most active part of it, is not sleeping any longer. It no longer thinks that the mafia or the ‘ndrangheta are things that don't concern it, or that the most that northern citizens and young people (as, to their praise, schools and local authorities have done since the 1980s) can do is to twin with towns in the south, to support those in the so-called front line regions that are fighting against organised crime. Finally a revolutionary conviction is making headway: the mafia clans are at our own doors. They are seeking places on our local town councils. They are redrawing our towns and rewriting our planning rules. They are attacking an economy which was assumed to be virgin. They are changing civic morality (Antimafia in the North, Nando dalla Chiesa, 2011).

After highlighting the breadth and complexity of the concept of sustainability and highlighting the role of local authorities in sustainable development, this chapter aims to interpret how sustainability management can consider the concept of financial sustainability in the context of local governments. It does this through the following specific objectives: 1) defining financial sustainability, considering it not only autonomously, but in an integrated manner with respect to the typical sustainability dimensions (environmental, social, and economic) that are usually involved in the local authorities activity; 2) proposing the main stages of the sustainability cycle in the local authorities to highlight the key moments and the role of financial sustainability; 3) analyzing some aspects of financial indicators as tools for measuring the financial side of the sustainability profile of a local government. In order to reach the aim of the chapter, the research methodology followed is the literature review.
