The creation of the U.S. Space Force at the end of 2019, France’s steps toward creating a similar dedicated military body, and NATO’s formal recognition of space as a military operational zone integral to international security were all markers of the beginning of a new era as of the second decade of this century. Although space-based technologies have been utilized by world militaries since the beginning of the space age in the 1960s, the militarization of space has not been on the public radar to the extent it now is, and the likelihood of space-based conflict has never been greater. At the same time, popular awareness of civil and commercial uses of space has also increased. In short, we are in a New Space Age, one that is equal parts commercial and political, and one which—arguably even more so than the first Space Age—has national and international security interests at its center. The need for ethically sound policy and law at this time is irrefutable, and it is in answer to this need that our contributing authors have tackled various challenging issues, applying their exceptional expertise. In addition to agreement as to current and future threats to national and global security stemming from the use—and misuse—of the space environment, there are many suggested measures for ameliorating the risk of conflict in space. A central theme in all of the chapters is that the best way to avoid capricious use of the space environment in wartime is to create a set of norms in peacetime, recognizing that shared use, rather than dominance, is the preferred outcome for all spacefaring nations.

Offshore renewable energy is experiencing an explosion of activity in response to ambitious renewable energy targets, however the drive to increase turbine size in deeper water whilst at the same time to reduce capex and installation costs in addition to the speed of development means there is a danger that structures may be designed and deployed that are inherently prone to fatigue. Offshore structures have come a long way since the pioneering early Oil & Gas jackets in the 1960s and 1970s. In forty years of designing and operating large Oil & Gas structures in the North Sea tremendous changes have occurred in development of advanced numerical modelling of stress, fatigue and loading in addition to vast improvements in steel quality/strength, manufacturing processes and inspection, monitoring and quality control. This paper addresses some of the fundamental areas where current design standards may not be appropriate for renewable energy support structures in this new era of advanced sensors and information systems. It will also discuss advanced fatigue alleviation techniques.

Southern Africa is a region marked by huge tensions caused by the longevity of colonial rule and racial discrimination. Angola, Mozambique, Zimbabwe, and South Africa all achieved independence only years after most of Africa, and only with protracted militarized struggle. Even those countries that did enter independence in the 1960s, alongside most of Africa, were marked by the struggles of their neighbors—Zambia, host to exile liberation movements, was a frequent military target; and wars, sponsored or supported by apartheid South Africa, continued to rage in Angola and Mozambique even after they achieved independence. This has marked the post-independence politics of most countries of the region, almost all of whom have gone through, or remain within, an era of one-party politics or dominant party rule. In part, this can be read as a residual longing for stability. In other part it can be read as a “liberation generation” using its history as a lever by which to hang onto power. Having said that, the politics of each country has distinctive characteristics—although one has certainly been protracted effort to adhere to forms of ethics, such as “Humanism” in Zambia, and truth and reconciliation in South Africa. The contemporary politics of the region, however, is one with forms of authoritarianism and corruption and, in many cases, economic decline or turmoil. The rise of Chinese influence is also a new marker of politics in the region as all of Southern Africa, with many different former colonial powers, enters a new era of problematic cosmopolitanism—with the international jostling with already sometimes-volatile elements of ethnic diversity, balancing, and conflict.

The 1960s ushered in a new era in US demographic history characterized by significantly lower fertility rates and smaller family sizes. What catalyzed these changes remains a matter of considerable debate. This paper exploits idiosyncratic variation in the language of “Comstock” statutes, enacted in the late 1800s, to quantify the role of the birth control pill in this transition. Almost 50 years after the contraceptive pill appeared on the US market, this analysis provides new evidence that it accelerated the post-1960 decline in marital fertility. The discourse on responsible tourism, although not new, has been given a new lease on life in the wake of COVID-19. Before 2020, global tourism mobilities were unparalleled with seemingly little standing in the way of the juggernaut that tourism had become. Typically, tourism is seen through an economic lens – for the jobs it provides and the impetus it gives to the coffers of governments and the wallets of tourism dependent communities. This has not changed since the tourism growth model was spawned in the 1960s and has only intensified through to the era of overtourism. In invoking the term, New Era of Responsibility, it not too subtly suggests that for global tourism, the reframing that needs to take place is urgent and has been expedited by the pandemic of 2020. What is called for has been broached before and if tourism is to be the panacea of the catalogue of things ascribed to it, business as usual is surely not feasible. The call for an epoch where responsibility is assumed reverberates in talking circles that reference the Anthropocene as a time when the urgency to act with greater responsibility is now, more than ever, vital, given that the demands put upon the planet continue to intensify while the requisite attention needed to allow recovery and replenishment, and to stave off system failure, continually deteriorates. Tourism has become entrenched as a lifestyle phenomenon for many, and a livelihood source for as many more. The call for responsible tourism appeals to finding the balance between competing priorities and most importantly, to acknowledge planetary limitations.

By the late 20th and early 21st century, credit institutions in Bolivia had become more complex, resilient and popular that at any time previously in its history. Traditional economics analyses emphasize incentives created by laws such as those promulgated by the Kemmerer mission in Bolivia in the 1920s and 30s, or material factors, such as transportation costs. Yet neither of these explanations offers a compelling explanation for the magnitude of the flourishing of popular and complex credit institutions in Bolivia after the 1960s. Cultural changes, however, might offer a compelling complement to legal and material explanations of credit development. Vatican II represented an important mass change in Bolivian culture, and institutions associated with these reforms ushered in a new era of credit institution development in the country.A finales del siglo XX y comienzos del XXI, las instituciones crediticias en Bolivia se volvieron más complejas, elásticas y populares que en cualquier otro momento de su historia. Los análisis económicos tradicionales ponen de relieve los incentivos creados por leyes como las promulgadas por la misión Kemmerer en Bolivia en las décadas de 1920 y 1930, o factores materiales, tales como los costos de transporte. Con todo, ninguna de estas explicaciones ofrece una explicación convincente de la importancia del florecimiento de instituciones crediticias populares y complejas en Bolivia después de la década de 1960.  No obstante, los cambios culturales podrían ofrecer un complemento de peso a las explicaciones legales y materiales del desarrollo del crédito. El Concilio Vaticano II representa un importante cambio en la cultura boliviana, y las instituciones asociadas con sus reformas marcan el comienzo de una nueva era en el desarrollo de la institución crediticia en el país.

By the end of the 1960s, anti-institutionalism had extended beyond mental health and bled into prison reform. This chapter tracks the rise and fall of efforts to find alternatives to prisons. In the late 1960s and early 1970s, changes in psychiatry, politics, and the law led to a deinstitutionalization in both mental health and corrections policy making. Not only did politicians and advocates look for alternatives to mental hospitals, they also sought alternatives to prisons. They expanded probation, parole, and furlough and created community corrections initiatives such as halfway houses and work-release programs. The number of people in prisons and jails fell, even during a time of increased policing. These reforms came under attack, however, as politicians depicted people in prison as dangerous criminals and ushered in harsh sentencing reforms. A law and order politics that relied on racial discrimination halted efforts to deinstitutionalize prisons. By the mid-1970s, after more than a decade of decline, new prison construction began and the number of imprisoned people nationwide rose. These changes had a devastating effect on individuals with mental health conditions. Many of them were caught in the web of this new era of mass incarceration.

We have already noted among the crosscurrents of the postwar decade assimilative tendencies that ran counter to a key impulse of the Catholic Revival— the drive to build a distinctive Catholic culture and thereby “to redeem all things in Christ.” Here we look more systematically at the most significant of those countervailing tendencies from the late 1940s, when they were still a minor theme, to the early 1960s when they merged with the forces unleashed by the Second Vatican Council. We begin with a development in American Catholic historical scholarship—research devoted to the Americanist controversy of the 1890s. The results of this research began to appear during the war; over the next fifteen years, books and articles on the subject assumed the proportions of a small flood. Taken as a whole, the new scholarship reinforced midcentury Catholic liberalism and helped prepare the way for the deeper changes of the 1960s. At bottom, the late nineteenth-century controversy arose from policy differences over how the Catholic church should respond to social and intellectual changes accompanying the onset of what we have been calling modernity. As pointed out in the Introduction, the Catholic University of America was a storm center of conflict; moreover, papal condemnations of Americanism in 1899 and of Modernism in 1907 played a crucial role in establishing the ideological framework within which Catholic higher education developed in the twentieth century. That framework involved a firm rejection of modernity, but the historical recovery of the Americanist episode indirectly nurtured a more positive attitude toward the modern world. The fact that Catholic historians of the generation immediately following the controversy studiously avoided investigating it shows how sensitive the issues remained for almost half a century. Theodore Maynard, who devoted a chapter to “The American Heresy” in his popular Story of American Catholicism (1941), observed that few Catholics had ever heard of such a thing and those who tried to learn more about it would soon find themselves at a dead end.

To go back to a period more than five decades ago to talk about the health left is to enter not just another time, but another world. Between the Great Depression and the postwar period, challenging and contradictory social, political, and professional developments were brought to the surface in U.S. life. The health left shared in the opportunities and confusion, enriching the American spirit and participating in both the pleasures and the pain. The 1930s saw economic depression, wars, the birth of fascism, and fears of social collapse. In medicine, despite sporadic scientific advances, the social response was remote and narrow. But social activism motivated medical students and medical practitioners. The 1940s marked a change in both attitudes and values. The left was divided, and bitter factionalism stymied cooperative action. Participation in the war against fascism promoted solidarity, despite the sadness of the evidence of brutality and lack of humanity. The 1950s are sometimes considered regressive, but seeds germinated as the complexity of medical life engendered new approaches to meeting sociomedical needs. As we entered the 1960s a different and more hopeful story unfolded as the rebellions of the poor, blacks, and women brought about a new era of social action.

This article focuses on a cycle of late 1960s true crime films depicting topical mass/serial murders. It argues that the conjoined ethical and aesthetic approaches of these films were shaped within and by a complex climate of contestation as they moved from newspaper headlines to best-sellers lists to cinema screens. While this cycle was central to critical debates about screen violence during this key moment of institutional, regulatory and aesthetic transition, they have been almost entirely neglected or, at best, misunderstood. Meeting at the intersection of, and therefore falling between the gaps, of scholarship on the Gothic horror revival and New Hollywood’s violent revisionism, this cycle reversed the generational critical divisions that instigated a new era in filmmaking and criticism. Adopting a historical reception studies approach, this article challenges dominant understandings of the depiction and reception of violence and horror in this defining period.
