The ‘polluter pays principle’ (PPP) is one of the four principles that govern the European Union's environmental policy. Although PPP justifies Pigovian taxation as a legitimate policy means to internalise externalities, there is a potential contradiction between PPP and Pigovian taxation depending upon the definition of pollution control costs. We summarise this debate and focus on the lump-sum refunding of tax revenues in order to reconcile the PPP and Pigovian taxation. We propose equity as the guiding principle to select among various refunding schemes, and empirically examine a specific application.

This paper develops a simple model to investigate linkages between trade and environmental policy. In the case of purely local pollution, trade liberalization without constraints on environmental policy induces a non-cooperative game between countries in pollution policy. Without any agreement on environmental policy, trade negotiations are unlikely to lead to a point on the Pareto frontier. When pollution is global, countries may be expected to disagree on linkages between trade agreements and environmental agreements. Countries importing pollution-intensive goods have an incentive to try to link trade agreements with environmental agreements, while countries exporting pollution-intensive goods have an incentive to try to obtain a binding commitment to free trade prior to negotiations over global pollution.

The objective of this work is to define and base the principles of environmental management through the introduction of regenerative (restorative) and productive methods of environmental policy. The problems were solved with the help of such general and special research methods, such as generalization, systematization, analysis, synthesis, and the empirical method. It is argued that the operation of industrial enterprises without a balanced set of appropriate environmental measures always has negative consequences. The formation of environmental awareness of entrepreneurs, assigning to environmental management the status of a mandatory component of the policy to achieve regional environmental objectives, requires greater attention and effective methodological developments. The strategic directions of ecological development of one of the regions of Ukraine are indicated. The essence of the concept of "environmental management" is defined. The definition of "regenerative method of ecological management" and "productive method of ecological management" is offered. In conclusion, scientific ideas on the feasibility of implementing environmental management in companies are presented. The need for ecological measures for the implementation of ecological policy is based.

It is established that sustainable development is the basis of Ukraine's environmental policy, which contributes to the balanced use of natural resources, environmental protection and human needs. The definition of the concept of "sustainable development", the main principles of the concept of sustainable development, the elements of the concept of sustainable development are studied. The definition of sustainable development as the interaction of man and nature on the basis of balance and interdependence, provides for rational and efficient consumption of natural resources, minimization of negative impacts on them in the process of meeting the needs of the individual. It is determined that global environmental issues require joint efforts and the implementation of appropriate policies at the state level. It is proved that the environmental policy of Ukraine is based on the principles of sustainable development and regulatory documents approved at the international, regional and national levels. The focus is on regulations governing the implementation of the main provisions of the concept of sustainable development. Important for humanity is the document approved in 2015 at the UN Summit, "Transforming our world: the agenda for sustainable development until 2030", which approved 17 Sustainable Development Goals. The signing of the Association Agreement between Ukraine, on the one hand, and the European Union, the European Atomic Energy Community and their Member States, on the other hand, confirmed Ukraine's intentions to further cooperate at the regional level in the field of environmental protection. It has been established that Ukraine is building its policy in view of the relevant commitments. At the national level, the concept of sustainable development is enshrined in the legislation of Ukraine, which lays the foundations of environmental policy and sets indicators for assessing the implementation of state environmental policy in the future.

Considering the long-term is not new, yet we seem to be overwhelmed by the long-term nature of many of our environmental policy problems. Following a definition of long-term policy problems, this editorial introduces the contributions to this special issue of Global Environmental Politics and outlines three major challenges for future research, including the time inconsistency problem, the effect of democratic and decentralized governance on problem-solving, as well as institutional designs to prevent or recover from unwanted long-term policy outcomes.

After an analysis of the world rankings of global cities, the author determines that the five leading cities – New York, London, Paris, Tokyo and Hong Kong – have remained unchanged in recent years. An assessment of global initiatives to stimulate cities to implement environmental policy is given. The strategy of sustainable development of one of the global cities is considered on the example of Sydney and its integrated environmental development. The experience of the largest Ukrainian cities in the formation of environmental priorities in their development strategies is studied.
