This chapter discusses national information and communication technology policy process in developing countries. It describes the need for information and communication technology policy, ICT policy development process, national ICT policy in developing countries, the role of an ICT policy in the developing country, factors affecting the formulation of national ICT policies and the future of national ICT policy was also discussed.

Information and communication technology (ICT) is widely accepted as a potentially favourable set of instruments, which may improve the welfare and competitiveness of nations and cities. Nowadays, both public and private actors aim to exploit the expected benefits of ICT developments. The authors seek to investigate the potential of ICT use at an urban level and, in particular, to shed more light on various factors that influence urban ICT policies in the public domain. First, a conceptual framework, designed to improve understanding of the driving forces of urban ICT policies, is outlined. It focuses on the way decisionmakers perceive their city, and shape their opinions about ICT; it addresses in particular the way these decisionmakers evaluate the importance of ICT for their city. Next, interviews with urban decisionmakers in different European cities in three countries (Austria, Spain, and the Netherlands) are used to analyse the complex relationship between perceived urban characteristics (for example, nature of problems and urban image), personal attitudes towards ICT, administrative features of the cities concerned, and perceptions of the relevance of ICT to the cities. The authors' main focus is on the identification of a possible systematic relationship between the aforementioned explanatory factors and urban decisionmakers' attitudes towards ICT policies. Understanding the decisionmakers' perceptions is an important step towards grasping the nature and substance of the policy itself, and may explain some of the variance among different cities. Because the ‘urban ICT’ discourse is still relatively new, an open-interview method is used to capture a variety of different views and perceptions on ICT and on the information age in the city. With the aid of qualitative content analysis, the interview results are transformed into a more systematic and comparable form. The results suggest that even interviewees from the same city may have a different understanding of their urban reality whereas, on the other hand, cities with different characteristics may appear to suffer from similar problems. Moreover, the authors found a wide range of attitudes toward ICT and its expected social impacts, although most of the interviewees appeared to be more sceptical than had been expected. The authors identified a clear need for a more thorough investigation of background factors and, therefore an approach originating from the field of artificial intelligence—rough-set analysis—was deployed to offer a more rigorous analysis. This approach helped in the characterisation and understanding of perceptions and attitudes regarding urban policies, problems, and images.

The purpose of this paper was to examine the repertoire of ideas for curriculum development by utilizing information and communication technology in order to provide a breakthrough on the dynamics and complexity of curriculum development practices. Results of the study showed. First, the management of the curriculum development process that includes activities to share ideas, argument, contributedscientific papers, give feedback, provide feedback, the rationality of the policy decision makers, data processing, how the curriculum management, and results of develop ment can utilize information and communication technologies. Second, to take advantage of information technology and communication in curriculum development has some added value, such as easy in terms of faster information obtained, the cost in the sense that it does not require huge resources, broad reach in the sense that everyone can get involved, efficient and effective way to share, and provide a forum of freedom of speech which is at once loose the bonds of values or certain cultural norms. Third, the idea of developing a curriculum by utilizing information and communication technology as well as encouraging developers literate not only technology, but also able to understand, perceive, and apply power to the significance of the technology. Fourth, curriculum development by utilizing information and communication technology is considered a breakthrough way of working in this digital era AbstrakTujuan dari penulisan ini adalah ingin mengkaji khasanah gagasan pengembangan kurikulum dengan memanfaat kan teknologi informasi dan komunikasi yang diharapkan dapat memberi terobosan mengenai dinamika dan kompleksitas praktik (praxis) pengembangan kurikulum. Hasil kajian menunjukkan. Pertama, pengelolaan proses pengembangan kurikulum yang mencakup aktivitas berbagi gagasan, adu argumen, berkontribusi karya tulis ilmiah, memberi tanggapan, memberi masukan, rasionalitas kebijakan pembuat keputusan, pengolahan data, cara kerja manajemen kurikulum, dan hasil dari pengembangan dapat mendayagunakan teknologi informasi dan komunikasi. Kedua, dengan memanfatkan teknologi informasi dan komunikasi dalam pengembangan kurikulum memiliki beberapa nilai tambah, seperti mudah dalam arti informasi lebih cepat diperoleh, murah dalam arti tidak memerlukan sumber daya yang besar, jangkauan luas dalam arti semua orang dapat terlibat, efisien dan efektif untuk berbagi, dan memberi wadah kebebasan berpendapat yang sekaligus lepas dari ikatan nilai-nilai atau norma budaya tertentu. Ketiga, gagasan pengembangan kurikulum dengan memanfaatkan teknologi informasi dan komunikasi sekaligus mendorong pengembang bukan hanya literate teknologi, tetapi juga mampu memahami, mempersepsi, dan mengaplikasikan arti penting daya guna teknologi. Keempat, pengembangan kurikulum dengan memanfaatkan teknologi informasi dan komunikasi dinilai merupakan terobosan cara kerja di era digital ini

From the teacher's approach to students to the use of media in learning, the learning process has changed dramatically in this digital era. Islamic Religious Education teachers must improve their competence due to the stigma that they are "old teachers" who have difficulty keeping up with developments in the world of information and technology in learning. The purpose of this research is to describe the competence of Islamic Religious Education teachers in the digital age. As a result, the study clearly discusses the competence of teachers and learning in the digital era, as well as the challenges, as well as the strategies of Islamic Religious Education teachers in overcoming the challenges of learning in the digital era. A literature review from several journals and related references was used to demonstrate how a teacher should be in the digital era. Teachers in the digital age must be able to use an information and communication technology-based learning approach to make it easier for students to follow because the information they receive from cyberspace is extremely fast. Finally, Islamic Religious Education teachers must improve their ability to use technology and information-based learning media in the classroom and move away from textbooks. So that the learning process achieves its objectives and provides students with numerous opportunities to develop their learning creativity.

Communication is very important in human life. Every time people communicate, with anyone, anywhere and anytime. In communicating, humans cannot be separated from verbal and nonverbal behavior. In the digital era like now, communication is becoming increasingly sophisticated with the creation of "contemporary" technology known as Information and Communication Technology (ICT). Technological advances have had a huge influence on human life, especially tenagers active gadget users. In the hands of teenagers, gadgets that basically have a function as a tool that can facilitate people in communicating can actually be the cause of the emergence of things that are not good.

This article describes the concept of digitizing da'wah based on visual communication design. The advancement of information and communication technology disrupts various aspects of life including how to preach the da'i. This is both a challenge and an opportunity for preachers to develop da'wa media that are relevant to today's civilization. One of the concepts offered is a visual communication design. This design concept is very relevant to today's conditions (digital era) and can be a reference for preachers, especially for packaging creative and interesting da'wah content on various social media platforms. This article is enriched with literature studies to clarify the concept of visual communication and its relation to da'wah. The observation technique is used to provide an overview of the portrait of visual communication design which is applied in the preaching of Facebook, YouTube, and the website. As a result, there are four social media that can be used as a media for preaching based on visual communication, namely, Facebook, WhatsApp, Instagram, and YouTube. Furthermore, there are three forms of digital communication based on visual communication that is widely used in social media, namely da'wah posters, da'wah cartoons, and da'wah videos.
