Abstract This study has two main objectives: first, it assesses the effect of outbreak pandemic diseases on the French firms’ stock returns by considering the sector of activity as the main center of analysis. Second, it investigates the role of the crisis management system, firm debt strategy, and monetary policy in dealing with the adverse shocks of the major outbreak of the COVID-19. The study results can be summarized as follows: (1) the daily growth in COVID-19 cases and deaths are associated with lower stock returns of the listed firms, especially for the firms operating in the energy, industrial and health care sectors. In contrast, telecommunication and consumer sectors are not significantly affected. (2) The pandemic’s adverse effect is much more tolerant with the French firms with an efficient crisis management system and low long-term debt commitments than the firms that do not have such a system and engaged with long term debts. (3) Euribor rates and monetary policy are still playing an essential role during the pandemic period.

A number of scholars and media in South Korea have recently raised questions regarding the necessity of a "government administrative control tower" (GACT) for dealing with crises. This paper aims to conceptualize GACT as a crisis management system and suggests administrative methods for improving this model by examining issues raised by its operation. Since the control tower is critical in times of crisis, this paper limits its focus to the role of GACT as a crisis management control tower. In crisis, an on-site control tower focuses especially on prevention, and on-site response and management must be synchronized with a higher-level administrative decision making control tower for the system to operate properly. While a fully authorized on-site control tower should serve as the central agent, a higher-level administrative decision making control tower should mobilize additional organizations and resources to support on-site capability. The operating principle for the latter should be to create an environment in which heterogeneous parties work together to make decisions about what to do rather than the president or the prime minister directly making orders and taking control.

O artigo descreve os rituais e as estratégias de relações públicas utilizadas pelas assessorias de comunicação de empresas e organizações dos diversos segmentos, atuantes no mercado nacional, realizadas por meio de ações, programas e planos estruturados de gestão de crises.  Analisa ainda as vulnerabilidades da identidade, imagem e reputação organizacionais, os processos narrativos, as táticas aplicadas, a preparação dos porta-vozes, a função dos comitês de crises, a efetividade na intermediação das relações entre as organizações e a imprensa e as suas interfaces com a opinião pública.   PALAVRAS-CHAVE: relações públicas; crise; comunicação; opinião pública; reputação.     ABSTRACT The article describes the rituals and strategies of public relations used by the communication advisors of companies and organizations of the various segments, operating in the national market, through actions, programs and structured plans of crisis management. Currently, we experience a conditional reality imposed by the COVID19 pandemic, with both immediate and long-lasting repercussions on the international system and the behavior of each state. For this reason and because the new virus has a dynamic evolution in time and space, research of the impact of the new virus is needed not only from a biogenetic perspective but also in the context of other fields, including the international relations realm. The events we are witnessing at the present challenge to keep up with transformations taking place in the international arena, especially those in the field of virology. As epidemics over time, viruses that cause them to change and occur constantly remain only the fact that they will always influence not only interpersonal relations but impose conditions for new realities in the system of international relations. This article aims to highlight the main gaps in the work of the institution responsible for maintaining peace and security in the international arena, especially in the context of the COVID-19 crisis.

Purpose Crises of any type have become an integral part of business activity and responses to them could make the difference between survival and failure. This applies in particular to small and medium-sized enterprises (SMEs). Taking the coronavirus (COVID-19) pandemic as a starting point, this study aims to investigate how Peruvian SMEs have been coping with COVID-19 so far. Based on that a conceptual framework is proposed which highlights the practice of SMEs trying to deal with a new type of crisis. Design/methodology/approach The study is based on an exploratory qualitative research design involving 25 semi-structured interviews conducted in Peruvian SMEs. Findings The findings demonstrate how the Peruvian firms studied to adapt to the new situation and initiate responses to increasing the chance of survival. Furthermore, the role of the companies’ decision-makers, as well as the role of crisis management and other related approaches in the companies are shown. Research limitations/implications The paper expands the underdeveloped body of knowledge regarding crisis management in Latin America in general and crisis management in SMEs by providing insight into how Peruvian SMEs perceive and adapt to the COVID-19 pandemic. Practical implications The findings presented in this paper have implications for both managers and managerial staff of SMEs but also for the people in charge of the curricula at universities and other teaching-focused institutes. Originality/value To the authors’ knowledge, this is the first empirical study of crisis management on the impacts of COVID-19 with a dedicated focus on SMEs from Latin America. It provides fresh insight into current reactions to the Pandemic.
