The study aims to identify transparency in the Financial and Administrative Control Authority in the Sultanate of Oman. The problem of the study lies in the low status of Omani institutions in the Global Corruption Perceptions Index, which reflects the spread of financial and administrative corruption in the Financial and Administrative Control Authority in the Sultanate of Oman. The study highlights the importance of shedding light on transparency in the Financial and Administrative Control Authority in the Sultanate of Oman. The study followed the descriptive analytical approach to describe and analyze transparency in the Financial and Administrative Control Authority in the Sultanate of Oman. The study reached many results, including that the Financial and Administrative Control Authority is trying to apply governance standards in accordance with the instructions issued in this regard. The results showed that one of the most important dimensions of transparency is the possibility of separating powers, practicing transparency in the areas of public life, and activating the law. The results also showed that the pillars of transparency are clarity of work rules in institutions, the dimensions of suspicious personalities from financial and administrative work, rationalization of consumption, and ensuring access to information by the Financial and Administrative Control Authority in the Sultanate of Oman. The results concluded that the application of transparency greatly contributed to enhancing the freedom of access to information, and the reports of the supervisory bodies on the situation inside the institutions received a lot of attention from the public, which indicates the importance of the prominent media role played by the supervisory institutions in order to enhance the role of transparency. The study recommended the need to expand the application of transparency elements in the financial and administrative control body in the Sultanate of Oman. The study also recommended that the practice of transparency contributes to the spread of more freedoms in society, but it is of the opinion that the application of transparency should not be limited to the public employee in institutions only without looking at the higher leaders, as these leaders may be one of the causes of financial and administrative corruption. The study also recommended that the supervisory authorities have many foundations and standards in the matter of punishment and accountability without prejudice to the rights of the employee, as well as researching the reasons for his fraud and obtaining illegal funds from the institution in which he works.

The article describes the history and modern condition of the criminalistic science which studies crime prevention. The authors argue that it is necessary to develop criminalistic recommendations on crime prevention as an element of special methodologies of investigating certain types of crimes. As for the investigation of crimes connected with the provision of medical care of undue quality, the authors prove that the investigators should involve the following categories of specialists when establishing the circumstances which contributed to the commission of the crime: persons that exercise administrative control and supervision in the healthcare sphere, representatives of insurance companies working in the system of obligatory insurance, as well as departmental experts, because timely and effective use of special knowledge is a vital condition for improving the quality of prevention work in the process of criminal investigation, it is the best guarantee of the comprehensive character of investigative actions aimed at the identification of circumstances leading to the crime and the development of preventive measures. The authors also present tactical recommendations on the choice and involvement of each of the abovementioned categories of specialists in the investigation of the analyzed type of crimes. The authors use the example of the practice of investigative bodies of the Investigative Committee of the Russian Federation to single out stages of preventive work of the investigator in the investigation of healthcare crimes: identification of causes and conditions contributing to the crime; preparation and presentation of a statutory notice to eliminate the identified circumstances; participation in the consideration of this notice; analysis of measures undertaken by the addressee of the statutory notice to enforce the prevention act of the investigator. Why cannot property owners’ committees be established? This study answers this question from the perspective of legal practice process, which is different from previous discussions about the owner’s actions. Previous studies regard the law as a weapon and tool for owners to safeguard their rights, while this study focuses on the legal texts and regards the legal system as the key variable of the establishment of the property owners’ committees. We adopt field observation and in-depth interviews to analyze the establishment process of Guangzhou property owners’ committees in Guangzhou in the past 20 years. It is found that the legal system is often transformed into a governance tool, which is specifically characterized as the “anti-mobilization ability” of the system. In this case, local governments intervene in the development of legal texts by means of self-empowerment, raising the bar, and intentional delay, to embed administrative objectives and facilitate the convenience of administrative control and regulation, which partly results in the difficulty to establish owner’s committees.

The world during the COVID-19 pandemic became more divided than united, both between states and among individuals. Opinions are polarized partly because, as I have observed in urban China, the public is simultaneously preoccupied by the very near (the self) and the very far (the imagined ‘world’), but neglect the space in between, and as a result fail to recognize how the social world is concretely constituted through interconnected differences. This article advocates a way of perceiving the world by taking ‘the nearby’ (fujin in Chinese) as a central scope. The nearby is a lived space where one encounters people with diverse backgrounds on a regular basis. The nearby brings different positions into one view, thus constituting a ‘scope’ of seeing. Such a scope enables nuanced understandings of reality and facilitates new social relations and actions. The nearby could form a line of resistance against the power of the state, capital and technology, that is turning local communities into units of administrative control and value extraction. This article calls for a ‘First Mile Movement’, in which artists, researchers and activists work together to help facilitate citizens with the construction of their nearby as a basis for reflecting upon life experiences, testing grand ideologies and engaging in public discussion.
