Past theories of representative bureaucracy have four weaknesses: they assume that traditional controls are ineffective without empirical evidence, rely on secondary variables, omit the effects of lifetime socialization, and do not consider the role of individual bureaus. Because of these weaknesses, a representative bureaucracy need not be a responsive bureaucracy. Although restricted by secondary analysis, this paper seeks to eliminate these failings and empirically demonstrate the unrepresentative nature of the United States federal bureaucracy. The representativeness of various grade classifications, special services, and bureaus is also measured; and the United States upper civil service is compared to that of five other nations. After an attempt to measure the values of bureaucrats, the future concerns of the theory of representative bureaucracy are outlined.

The vast majority of existing studies on bureaucratic representation focus on bureaucracies’ permanent and internal staff. Yet, the rising sophistication of modern democracies and the technocratization of political life are gradually inducing an increased reliance on external experts to assist in the development and implementation of policy decisions. This trend, we argue, raises the need to extend studies of bureaucratic representation to such external and non-permanent experts in governmental affairs. In this article, we take a first step in this direction using seconded national experts (SNEs) in the European Commission as our empirical laboratory. Our results highlight that Commission SNEs do not appear representative of their constituent population (i.e., the EU-27 population) along a number of socio-demographic dimensions. Moreover, we find that the role perception of “experts” is primarily explained by organizational affiliation, and only secondarily by demographic characteristics (except, of course, education).

Abstract This article contributes to our understanding of the role of gender in the exercise of prosecutorial discretion. We use administrative data from a prosecutor’s office in a large urban county to estimate the direct and interactive effects of defendant and prosecutor gender on accepting initial charges brought by law enforcement officials. After implementing coarsened exact matching, Probit regression results suggest that prosecutors, on average, are more likely to accept charges against male defendants. In scenarios where gender is salient to decision making (i.e., in domestic violence and sexual assault cases), we find mixed evidence regarding whether female prosecutors make decisions differently than male prosecutors, as predicted by the theory of representative bureaucracy. Finally, we find that female prosecutors with higher levels of prosecutorial experience are more likely to accept domestic violence and sexual assault charges against male defendants than both their male counterparts and female prosecutors with limited experience. Our results suggest that female prosecutors reserve their discretion for complex scenarios where organizational routines are less set in stone. Furthermore, female prosecutors with more experience may be more able to identify these scenarios, and are thus more likely to actively represent.

Research on education in new immigrant destinations has highlighted the importance of educators’ professional missions and expertise in shaping their receptivity toward newcomers. Less attention has been given to how educators’ social identities, especially in relation to newcomers, influence how they perceive their role in serving the population. Drawing on the theory of representative bureaucracy, this qualitative study explores how educators’ social identities shaped their identification with and orientation toward addressing the needs of immigrant-origin English learners in one new-destination high school. Results indicate that educators framed their orientation toward serving the population as a moral imperative, a professional responsibility, or a legal obligation. These orientations influenced how educators perceived their role in addressing newcomers’ needs. This study offers implications for educational practice and provides avenues for future research on education in new immigrant destinations.

AbstractWhitehouse adapts insights from evolutionary anthropology to interpret extreme self-sacrifice through the concept of identity fusion. The model neglects the role of normative systems in shaping behaviors, especially in relation to violent extremism. In peaceful groups, increasing fusion will actually decrease extremism. Groups collectively appraise threats and opportunities, actively debate action options, and rarely choose violence toward self or others.

Abstract Tomasello offers a compelling account of the emergence of humans’ sense of obligation. We suggest that more needs to be said about the role of affect in the creation of obligations. We also argue that positive emotions such as gratitude evolved to encourage individuals to fulfill cooperative obligations without the negative quality that Tomasello proposes is inherent in obligations.

Abstract The authors do the field of cultural evolution a service by exploring the role of non-social cognition in human cumulative technological culture, truly neglected in comparison with socio-cognitive abilities frequently assumed to be the primary drivers. Some specifics of their delineation of the critical factors are problematic, however. I highlight recent chimpanzee–human comparative findings that should help refine such analyses.
