The paper deals with the European dimension of the competition and contention between Czech political parties and argues that domestic party interests undermine the formal oversight of EU politics by the Czech national parliament. Within the current institutional arrangements, national political parties assume stances – which are expressed through voting – towards the European Union (and European integration as such) as they act in the arena of national parliaments that are supposed to make the EU more accountable in its activities. Based on an analysis of roll-calls, the paper focuses on the ways the political parties assume their stances towards the EU and how the parties check this act by voting on EU affairs. The paper examines factors that should shape parties’ behaviour (programmes, positions in the party system, and public importance of EU/European integration issues). It also focuses on party expertise in EU/European issues and asserts that EU/European integration issues are of greater importance in extra-parliamentary party competition than inside the parliament, suggesting a democratic disconnect between voters and parliamentary behaviour. The study's empirical analysis of the voting behaviour of Czech MPs also shows that the parliamentary scrutiny introduced by the Lisbon Treaty is undermined by party interests within the system.

Abstract Stocking of young eel is widely practised, as a measure, to meet the management target of the EU eel recovery plan. The target of the recovery plan is to increase the escapement to 40% silver eel biomass, relative to pristine conditions. The scientific information to predict the outcome in silver eel biomass from stocking is limited and may depend on whether translocation of wild glass eel or yellow eel is used, or if the stocked eels used are yellow eel from aquaculture. We evaluated the yield from stocking two different sizes, 3 and 9 g eels from aquaculture. A professional fishery recaptured 12.7% of the 3 g and 9.4% of the 9 g eels, originally stocked. Growth rate and mortality rate were different for the two stocked sizes, favouring the small eels. Brutto yield per recruit (YPR) was 13 and 9.2 g and netto YPR was 9.8 and 0.31 g for 3 and 9 g eel, respectively. We conclude that there seems to be no advantage in using larger 9 g eels compared with small 3 g eels for stocking.

The development of European integration has meant that member states have experienced Europeanization and as a consequence the EU has become a more politicized issue in domestic politics. Politicization has come over time and as a consequence of the decline of a permissive consensus and takes some very different forms. The chapter considers the place of the domestic politicization of European integration in theories of European integration and then reviews different periods of the history of European integration, highlighting the growing phenomena of Europeanization and politicization. The chapter then looks at Euroscepticism and its meaning and different forms and identifying which parties can currently be identified as Eurosceptic and what issues Euroscepticism blends with in different member states. The chapter then offers a typology for understanding the different ways in which the politicization of European integration plays out in the party systems of member states.

Abstract The aim of the article is to explore how the Czech bicameral parliament has reacted to the process of the United Kingdom's (UK's) withdrawal from the European Union (EU). Drawing upon insights from the theoretical expectations of parliamentary power, the inquiry researches the ways that Czech legislatures have developed in terms of engaging with and influencing the Brexit process. In this regard, the Czech case is exceptionally interesting and worth exploring, since the EU agenda has become a highly politicised issue within the Czech context. The significance of this inquiry has been further highlighted by the high level of party-based Euroscepticism typical of Czech politics as well as the frequent changes that the Czech party system has been undergoing in recent years. Throughout the in-depth analysis of parliamentary scrutiny activities—conceptualised as comprising four aspects: (i) the institutional adjustment; (ii) articulation of priorities; (iii) interactions with the government and (iv) parliamentary party politics—the article considers how these activities compare between both chambers of the Czech Parliament.


Significance However, the economic and geopolitical environment which facilitated its global regulatory success is changing. Impacts The EU’s unprecedented economic recovery plan should strengthen unity and give it confidence to act stronger on the global stage. Political values will play an increasingly prominent role in shaping the bloc’s relationship with countries such as China. The election of Democratic candidate Joe Biden will not guarantee closer regulatory ties between the United States and the EU.


Subject Germany's EU presidency. Significance Germany will assume the six-month EU rotating presidency on July 1. The presidency will give Berlin greater influence in setting the European Council’s agenda and finding compromise between member states. Its standout priority will be to foster a compromise agreement on the EU’s recovery plan and 2021-27 budget. Impacts Any conditionality or ‘structural’ reforms associated with the EU recovery plan will be negatively received in Italy. To keep relations with China stable, Germany will focus on cooperation on mutual interests, such as COVID-19 and climate change. Germany could remain committed to fiscal expansion beyond the pandemic if the Greens are in the next government in 2021.

The paper introduced here focuses on the particularities of Lithuanian political parties’ discourse on European integration. The questions which this paper seeks to answer are: how much ‘Europe’ actually figures into parties’ national election manifestos and what parties says about the nature of the European polity and the policy objectives to be implemented by the EU? The results of the analysis show that, although in principle there is a support to the European integration, political parties follow the logic of instrumental rationality containing strategic actions and specific domestic interest implementation in the united Europe. Abstract Because of the EU ETS' cancellation policy, its fixed cap or waterbed is punctured, meaning that shocks and overlapping policies can change cumulative carbon emissions, i.e., waterbed leakage. This paper explains the mechanisms behind waterbed leakage and quantifies the effect of COVID-19, the European Green Deal, and the recovery stimulus package on cumulative EU ETS emissions and allowance prices. We find that the negative demand shock of the pandemic has limited effect on the EU ETS price and is almost completely translated into lower carbon emissions, because of high waterbed leakage. Increasing the 2030 reduction target to -55% increases the price of allowances to 67 euro/ton CO2 today and decreases carbon emissions in the period 2020-2050 by around 16.3 GtCO2 or 42% of the cumulative cap under current policies. These results are robust to significant changes in allowance demand triggered by overlapping policies in the period 2021-2031.

The article describes the political process in the UK after the referendum on leaving the EU. Unsuccessful at least until February 2019 negotiations between the Conservative government and the EU are at the center of the process. Considerable attention is paid to the results of the general parliamentary elections of 2017, which brought the decline of multi-party politics. The article points to Brexit’s obvious connection with disruptions in the process of devolution and the emergence of new problems in the central government relations with the regions: Scotland and Northern Ireland.
