The article discusses the place and role of strategic planning in ensuring that Kemerovo Oblast – Kuzbass develops comprehensively. For over thirty years, we have been studying the region with one of the leading national territorial-production centers established in the 20th century, how it emerged and functioned. Studies suggest that without regard to the economies of Russia as a whole and Kuzbass’s neighboring regions in particular, its issues cannot be satisfactorily resolved. At large, when strategic planning followed this assumption, it contributed to how fast and holistically the territory developed. Considering that, in the 21st century, strategy makers diverged from this concept and started to search for new approaches, the region’s economy has slowed down and its living standards have declined sharply. The momentum can be reversed with an active state socio-economic policy. Its previous forms, however, when the state gave preferences to private companies and did not require corresponding growth in standards of living in return, became unacceptable. It is necessary to work out a system of effective solutions and measures with mechanisms for reconciling the interests of the government, business and society within approaches that are adequate to the political and economic reality of today’s world.

Most IS units already tie their aims and objectives to the organisation's strategic mission, but how can the IS move from the confines of its traditional role to have greater influence and responsibility within the wider organisation? The Paper is the research findings on the role of strategic planning and competitive advantage of ICT Small and Medium Enterprises in Kenya. Literature suggests that the contemporary business environment in which organisations operate is increasingly becoming uncertain and unpredictable. Significant changes are mostly driven by technological changes, globalisation and trade liberalisation. As a result, like large enterprises, SMEs are facing new and unexpected challenges that threaten their competitiveness. While most countries acknowledge the critical role that SMEs contribute to their economies, both as an engine of growth and sustainable development, many questions still remain unanswered as to the determination of the critical challenges facing SMEs and how these challenges could be addressed to improve their competitiveness. These challenges have increased the need for empirical information which is essential for decision making in addressing issues that are likely to enhance SMEs survival and growth. It is noted that there has been no adequate research studies on the role of strategic planning and competitive advantage of SMEs. This study contributes to the need to address the research gaps and thus explored the role of strategic planning and competitive advange of SMEs in Kenya. The study population consisted of 238 ICT SMEs from Nairobi and its environs. A sample size of 146 firms constituting 61 per cent of the total population was selected through stratified sampling. The study aimed to collect data from 438 respondents from top, middle and lower management teams. Structured questionnaires with closed and open ended questions was used for data collection, 239 responses were received from 123 ICT firms a response rate of 55 per cent and 84.2 per cent respectively. Key characteristics of strategic planning including formality, environmental analysis processes both internal and external orientations, strategies adopted, and implementation and control were recorded. Data analysis was done using descriptive statistics, factor analysis, t-test, ANOVA, correlation, correlation matrixes and regression analysis. The key findings revealed that strategic planning has significant and positive influence in performance of SME’s. The test of hypothesis revealed that strategic planning has positive and significant influence on competitive advantage. The study demonstrated strategic planning as a learning tool and a strategic resource which is consistent with the underlying assumptions of resource based theory, systems theory, chaos theory and balanced score card model assumptions. It is envisaged that, this kind of research is likely to generate useful discussions on the role of strategic planning and performance, of SMEs. It is apparent that entrepreneurs of SMEs cannot ignore strategic planning as significant changes in competitive advantage is the result of change or effective application of strategic planning. Policy makers and academicians may need to address the capacity needs of SMEs and develop strategic planning model that address the challenges that SMEs encounter in a dynamic environment.

The paper presents an overview of the expected role of spatial and environmental planning in coordination and integration with strategic planning for sustainable spatial/territorial, landscape and tourism development. The application of an integrated approach to sustainable territorial development planning and management in the European Union is also analyzed in the context of problems associated with and possibilities to enhance the European Landscape Convention and Agenda for a sustainable and competitive European tourism implementation. We have analyzed the contributions of reforms that have so far been implemented in current legislation and of planning bases to the establishment of coordinated sustainable territorial development planning and management in Serbia and to the procurement of support for the integration of sustainable tourism development and landscape planning and management into the process of spatial, environmental and sectoral planning. The approach to and problems of landscape protection and sustainable tourism development occurring in the practice in spatial planning are analyzed through examples of a new generation of spatial plans - the Spatial Plan of the Republic of Serbia, and a spatial plan of the special-purpose area for the Nature Park and Tourism Region of Stara Planina Mountain. Through the example of Mt Stara Planina, the role of strategic environmental assessment in coordination with spatial and sectoral planning is analyzed, as well as potential contribution to landscape integration and sustainable tourism development in the process of planning. The possibilities for better coordination of Serbian strategic planning in achieving the sustainable spatial and tourism development, and possibilities to integrate landscapes into the planning process are indicated.

The databases and data collection tools are a fundamental pillar of strategic planning, especially in the higher education sector. The Islamic University has been interested in achieving ambitious strategic plans and at the same time designing databases and data collection tools to support the decision- making process. So that, this study aimed at presenting a proposed strategy for the optimal use of databases and statistical data collection tools to enhance the strategic plan of the Islamic University. The importance of this strategy is that it plays an essential role in promoting the university's current strategic plan and at the same time it will be an appropriate tool for designing the future plans of the university. The study relied on the descriptive and analytical statistical approach as a framework for the applied and field study. where we designed a strategy supportive of the strategic plan of the Islamic University, and has developed a set of hypotheses associated with the vital role of databases to promote the basic plan the strategy of the Islamic University, the feasibility of the proposed strategy and its benefit, and the extent of satisfaction of the beneficiaries of this strategy, and that exists compatibility in rai of employees of the Islamic University and the views of employers on the proposed strategic plan. The result of study appeared that the average of the opinions of university employees and employers about the proposed strategy and its benefit. The study recommended the necessity of applying the proposed strategy while expanding the integration of databases and data collection tools within the strategic planning requirements of the university and there are need to develop existing databases or create new rules to meet the strategic planning requirements.
