Agricultural extension and advisory services are critical to supporting technological and institutional changes that can improve the livelihoods of small-scale farmers in developing countries. However, many extension services are under-resourced, out of date, and need of structural and content changes. However, efforts to systematically strengthen local extension systems often fall into the trap of promoting blueprints that are insufficiently adapted to local context. To that end, researchers developed the best-fit framework in the 2000s to provide impetus for pursuit of more locally-tailored extension solutions. Today, almost a decade later, researchers test the framework under real-world conditions in a cross-country application. This paper examines the application of this framework across six dimensions and seven countries to formulate a set of best-fit recommendations that are also broadly appreciable. The findings show that it is possible to apply the framework to the analysis of EAS across countries while also maintaining a very localized perspective on recommendations. Across the seven countries, certain obvious commonalities exist: The growth in pluralism in extension providers, the persistence of weak incentives for extension agents, and the lack of enabling policies. At the same time, innovative solutions to many of the challenges held in common—ICT-enabled extension, performance incentives, and value-chain oriented extension—are heterogeneous. The framework allows users to pursue change processes in EAS in response to their own local realities.

Abstract Approaches, processes, and management methods that allegedly helped enterprises to achieve great results are often described as “Best Practice.” These approaches are usually recommended to other enterprises, often without a detailed analysis of the causes of their alleged success, as well as without assessment if they are suitable in other conditions. The article focuses on critical review of the conditions of using best practice when managing enterprises and shows its limits. It comes to the conclusion that “best practice” recommendations are rarely based on rigorous empirical methods of research and therefore are generally unreliable. There is, in addition, no widely held understanding of what is meant by the use of the term. Based on these findings and conclusions, the article promotes a more suitable approach of “Best Fit” which, unlike the methods of best practice based on processes, is based on common goals of successful managerial methods and their adaptation to the conditions and strategies of other enterprises. The approach is demonstrated by methods of human resources management.

Abstract BackgroundThe Severe Asthma Questionnaire (SAQ) is a health related quality of life (HRQoL) questionnaire validated for use in severe asthma. It is scored using the mean value of 16 items (SAQ score) in addition to a single item global rating of HRQoL (SAQ-global). The aim was to validate clinically relevant subscales by following best practice guidelines of exploratory factor analysis (EFA).MethodsThe SAQ was completed, along with measures of asthma control and EQ5D-5L by patients attending six UK severe asthma centres. Clinical data were included in the analysis. EFA using principal axis factoring and promax rotation was used to achieve best fit to data. Results460 patients participated, 65% women, mean age 51 (16-83) yrs. A three factor solution achieved best fit and showed that the SAQ items formed three distinct but inter-correlated groups of items where items were grouped in a way that was consistent with item content. The three subscales were differentially associated with clinically relevant variables (lung function and mood). Males and females interpreted the question of night disturbance in different ways.ConclusionsThe 16 items of the SAQ can be scored as a single overall score or as three subscales with content reflecting three different constructs people with severe asthma use when making judgements about their lives. The subscale ‘My Life’ assesses the impact of severe asthma on different life activities, ‘My Mind’ assesses the perceived emotional impact and ‘My Body’ the impact of extra-pulmonary symptoms and side effects.

Information from Seventy interviews and secondary evidence was used to investigate the relationship between Ghana Immigration Service’s (GIS) lobbying and the outcomes it produced. The focus of the investigation was in four areas: the strategies and tactics of lobbying employed; intermediate outcomes achieved; final outcome attained; and the effect of GIS’ lobbying on politics-administration relations. The evidence showed that the strategies succeeded in achieving the desired policy reforms. In addition to this final outcome, GIS’ lobbying also succeeded in attaining intermediate outcomes: increased attention; increased knowledge; and persuasion. Among others, the study’s contributions are that: it has explicated the overlooked conditions under which bureaucratic lobbying or influence is likely to occur; it has shown that lobbying impact should include not only final outcomes but also intermediate effects. Moreover, it has shown that politics-administration relations is a dynamic rather than a static category that is not explained by one best practice model but rather a best fit model or combination of models that is contingent on factors producing transient changes in the relationship.
