The failure of top-down categorical approaches for generating solutions to many local problems has led to the adoption of alternate approaches. Many scholars believe that a confluence of local and global forces have generated complex problems, which call for new approaches to problem solving. Previously, the top-down approach relied entirely on the knowledgeable elite. Communities were seen as passive study subjects and information flow was one way only- from knowledgeable elites to the less knowledgeable community agents or community-based organization acting on behalf of communities. The objectives of this study are to provide a review of governance as a means of organizing community action to address community problems in the Black Belt Region (BBR) of the Southeastern United States, and an assessment of community problems in the BBR from the perspectives of community-based organizations (CBOs). Data was collected from CBOs via a telephone survey in eleven Southeastern states and via listening sessions conducted with CBOs in 9 Southeastern states. The study provides valuable insight regarding the challenges faced by these organizations and strategies they employ in adapting to serve their communities.

We aim to study the convergence of the homotopy analysis method (HAM in short) for solving special nonlinear Volterra-Fredholm integrodifferential equations. The sufficient condition for the convergence of the method is briefly addressed. Some illustrative examples are also presented to demonstrate the validity and applicability of the technique. Comparison of the obtained results HAM with exact solution shows that the method is reliable and capable of providing analytic treatment for solving such equations.

To achieve more accurate navigation performance in the landing process, a multi-resolution visual positioning technique is proposed for landing assistance of an Unmanned Aerial System (UAS). This technique uses a captured image of an artificial landmark (e.g. barcode) to provide relative positioning information in the X, Y and Z axes, and yaw, roll and pitch orientations. A multi-resolution coding algorithm is designed to ensure the UAS will not lose the detection of the landing target due to limited visual angles or camera resolution. Simulation and real world experiments prove the performance of the proposed technique in positioning accuracy, detection accuracy, and navigation effect. Two types of UAS are used to verify the generalisation of the proposed technique. Comparison experiments to state-of-the-art techniques are also included with the results analysis.
