Abstract We study the consequences of policy interventions when social norms are endogenous but costly to change. In our environment a group faces a negative externality that it partially mitigates through incentives in the form of punishments. In this setting policy interventions can have unexpected consequences. The most striking is that when the cost of bargaining is high introducing a Pigouvian tax can increase output - yet in doing so increase welfare. An observer who saw that an increase in a Pigouvian tax raised output might wrongly conclude that this harmed welfare and that a larger tax increase would also raise output. This counter-intuitive impact on output is demonstrated theoretically for a general model and found in case studies for public goods subsidies and cartels.

Least squares balancing methods have been applied for many years to reduce vibration levels of turbomachinery. This approach yields an optimal configuration of balancing weights to reduce a given cost function. However, in many situations, the cost function is not well-defined by the problem, and a more interactive method of determining the effects of balance weight placement is desirable. An interactive balancing procedure is outlined and implemented in an Excel spreadsheet. The usefulness of this interactive approach is highlighted in balancing case studies of a GE LM5000 gas turbine and an industrial fan. In each case study, attention is given to practical aspects of balancing such as sensor placement and balancing limitations.

Contesting elections is extremely expensive. The need for money excludes many prospective candidates, resulting in the over-representation of wealth within politics. The cost of contesting elections has been underestimated as a cause of women’s under-representation. Covering seven case studies in six papers, this special issue makes theoretical and empirical contributions to understanding how political financing is gendered. We look at the impact on candidates, arguing that the personal costs of running for office can be prohibitive, and that fundraising is harder for female challengers. We also explore the role of political parties, looking at when and how parties might introduce mitigating measures to support female candidates with the costs of running. We demonstrate how political institutions shape the cost of running for office, illustrate how this is gendered and consider the potential consequences of institutional reform. We also note how societal gender norms can have financial repercussions for women candidates.

This chapter consists of three case studies that illustrate how the evaluation approaches, methods, techniques, and tools presented in Chapters 1 to 5 can be translated into practice. The first case study describes an evaluation of the Dyslexia Pilot Project, a statewide multi-tier system of supports (MTSS) initiative targeting early literacy. In this evaluation, special attention was paid to the evaluating the cost-effectiveness of serving students in kindergarten to grade 2 proactively. The second case study features the use of single-case designs and corresponding summary statistics to evaluate the collective impact of more than 500 academic and behavioral interventions provided within an MTSS framework as part of the annual statewide evaluation of the Ohio Internship Program in School Psychology. The third case study focuses on efforts to evaluate the fidelity of implementation for teacher teams’ use of a five-step process for data-based decision making and instructional planning.

This chapter examines the theory and practice of continental warfare, with particular emphasis on the relationship between ideas on conventional land warfare and actual experience since 1900. It considers technological change, including mechanization, as the central challenge facing modern theorists as well as tactical and doctrinal responses that emerged very quickly in reaction to modern weapons' radical lethality. These responses emphasized cover, concealment, tight integration of suppressive fire and movement, depth, and reliance on withheld reserves at the cost of lighter forward deployments. These concepts subsequently formed the foundation for most modern systems of tactics and doctrine. The chapter explores the relationship between theory and practice in continental warfare by focusing on four case studies: the European theatre in the First and Second World Wars, the Arab–Israeli War of 1973, and the Gulf War of 1991.

Since indigenous construction, sustainability had appeared into practice though it was not performed in high technology manner. The paper focuses on the traditional masjids in Malaysia where traditional technology of passive design has long been inculcated. Passive design strategies which are practical are ablution from rain water harvesting, comfortable interior without mechanical ventilation and flexible layout with future expansion, employment of materials suitable to the climate and simple device of roofing system that gives major contribution to the indoor space quality. The paper reveals that practical sustainability features used by the former generations suggest great contributions to the future of architecture and construction without inflating the cost. Three masjids are chosen to be case studies and they are examined and observed in order to conform on the performance of practical sustainability

PurposeThe publication presents an analysis of the cost and schedule performance of incentive/disincentive projects and case studies toward developing a systematic disincentive valuation process, with Construction Analysis for Pavement Rehabilitation Strategies (CA4PRS) software integration that aids agencies in minimizing the likelihood of court challenges of disincentives.Design/methodology/approachFrom a California transportation database, the authors performed cost and schedule analyses of 43 incentive/disincentive (I/D) projects and case studies on four of those I/D projects. Interviewees included subject matter experts from transportation organizations to ensure applicability and maximum value-adding, and the process was implemented on ten California transportation projects and monitored for performance.FindingsThe presented process mitigates the contractor's ability to claim disincentives as penalties in a court of law through the following: (1) all calculations are performed using project-specific bases, backed by estimations of actual incurred costs; (2) the CA4PRS software allows for estimation transparency and (3) the clarity of cost inclusions reduces any chances of “double-dipping” between disincentives and liquidated damages.Practical implicationsTransportation agencies have historically faced legal challenges to their enforcements of disincentives. As agencies continue to apply disincentives on more megaprojects, contractors will likely attempt to pursue legal challenges more frequently. The presented process mitigates the likelihood of these challenges going to court and increases the accuracy and efficiency of disincentives.Originality/valueWhile there have been publications that discuss the legal challenges of imposing disincentives, they mainly provide guidelines and lack applicable processes. Existing literature that does present incentive/disincentive valuation process focuses on incentive valuations and neglects the disincentives' legal challenges. The following publication fills this gap by presenting an applicable disincentive valuation process for transportation projects which incorporates the guidelines for legal mitigation.

Clustering structures appearing from small to large scales are ubiquitous in the physical world. Interestingly, clustering structures are omnipresent in human history too, ranging from the mere organization of life in societies (e.g., urbanization) to the development of large-scale infrastructure and policies for meeting organizational needs. Indeed, in its struggle for survival and progress, mankind has perpetually sought the benefits of unions. At the same time, it is acknowledged that as the scale of the projects grows, the cost of the delivered products is reduced while their quantities are maximized. Thus, large-scale infrastructures and policies are considered advantageous and are constantly being pursued at even great scales. This work develops a general method to quantify the temporal evolution of clustering, using a stochastic computational tool called 2D-C, which is applicable for the study of both natural and human social spatial structures. As case studies, the evolution of the structure of the universe, of ecosystems and of human clustering structures such as urbanization, are investigated using novel sources of spatial information. Results suggest the clear existence both of periods of clustering and declustering in the natural world and in the human social structures; yet clustering is the general trend. In view of the ongoing COVID-19 pandemic, societal challenges arising from large-scale clustering structures are discussed.

Diagnostic tests are expensive and time-consuming to develop. Early economic evaluation using decision modeling can reduce commercial risk by providing early evidence on cost-effectiveness. The National Institute for Health Research Diagnostic Evidence Co-operatives (DECs) was established to catalyze evidence generation for diagnostic tests by collaborating with commercial developers; DEC researchers have consequently made extensive use of early modeling. The aim of this article is to summarize the experiences of the DECs using early modeling for diagnostics. We draw on 8 case studies to illustrate the methods, highlight methodological strengths and weaknesses particular to diagnostics, and provide advice. The case studies covered diagnosis, screening, and treatment stratification. Treatment effectiveness was a crucial determinant of cost-effectiveness in all cases, but robust evidence to inform this parameter was sparse. This risked limiting the usability of the results, although characterization of this uncertainty in turn highlighted the value of further evidence generation. Researchers evaluating early models must be aware of the importance of treatment effect evidence when reviewing the cost-effectiveness of diagnostics. Researchers planning to develop an early model of a test should also 1) consult widely with clinicians to ensure the model reflects real-world patient care; 2) develop comprehensive models that can be updated as the technology develops, rather than taking a “quick and dirty” approach that may risk producing misleading results; and 3) use flexible methods of reviewing evidence and evaluating model results, to fit the needs of multiple decision makers. Decision models can provide vital information for developers at an early stage, although limited evidence mean researchers should proceed with caution.
