ABSTRACTA federal Environmental Assessment Panel has completed public hearings on the proposed concept for geological disposal of Canada's nuclear fuel waste. The Panel will make recommendations to assist the governments of Canada and Ontario in reaching decisions on the acceptability of the proposed concept and on the steps that must be taken to ensure the safe long-term management of nuclear fuel waste in Canada. It is instructive to review the background to the public hearings, to consider the issues that have been important in the public review, and to reflect on the opposing points of view presented at the hearings.

As a result of the enactment of the Jobs, Growth and Long-term Prosperity Act, the National Energy Board was required to change its processes relating to standing and level of participation. The Board developed and implemented a Participation Framework to provide clear and consistent guidance to the public on how the Board implemented the changes in the amending legislation. This article delineates the evolution of the Board’s approach to participation and discusses how the Board has responded to larger and increasingly complex projects as it carries out its mandate in the Canadian public interest.

The paper describes the methodology that ONDRAF/NIRAS, the Belgian Agency for Radioactive Waste and Enriched Fissile Materials, in consultation with the metallurgical company who aims the Olen-site, is developing and wants to apply to arrive at a safe and sustainable long-term solution in Olen. The complex problematic in Olen and how this does fit in the legal missions of ONDRAF/NIRAS is also presented.

Zusammenfassung Mit Beginn des Jahres 2019 wurde in Deutschland ein neues Instrument der arbeitsmarktpolitisch geförderten Beschäftigung für Langzeitarbeitslose eingeführt. Die „Teilhabe am Arbeitsmarkt“ steht in der Tradition eines 2008 eingeleiteten Paradigmenwechsels: Statt die Förderung auf Arbeiten zu beschränken, die „zusätzlich“ und „wettbewerbsneutral“ sind und im „öffentlichen Interesse“ liegen, kann der Lohnkostenzuschuss von jedem Arbeitgeber und für jede Art von Tätigkeiten in Anspruch genommen werden. Dieser Paradigmenwechsel, von dem man sich bessere Chancen des Übergangs in ungeförderte Beschäftigung verspricht, war lange umstritten und wurde von Vielen nicht verstanden. Es ist deshalb erstaunlich, dass er durch die Irrungen und Wirrungen zweier Instrumentenreformen erhalten blieb. Der Beitrag folgt diesem Prozess und zeichnet die Entwicklung der Positionen verschiedener Akteure nach. Abstract: Roller Coasting Towards a “Socially Inclusive Labour Market”. On the Background of Recent Legislation for the “Creation of New Opportunities for Long-Term Unemployed People on the Labour Market in General and on the Socially Inclusive Labour Market” As of 2019, Germany introduced a new instrument of direct job creation for long-term unemployed people. Called “Social participation through labour market participation”, the new instrument preserves the tradition of a paradigm shift initiated in 2008: Instead of restricting direct job creation to activities that are “additional”, “in the public interest” and “neutral in terms of effect on competition”, the wage subsidy can be used by any employer for any kind of activity. This is expected to provide better chances of transition into unsubsidized employment. This paradigm shift has for long remained contested or not properly understood by many. It is therefore astonishing that it survived the trials and tribulations of two rounds of instrument reform. The article tracks this process and delineates how the standpoints of various actors evolved.

AbstractGeological disposal provides the safe long-term management solution for higher-activity radioactive waste. The development of a repository (or geological disposal facility) requires a systematic and integrated approach, taking into account the characteristics of the waste to be emplaced, the enclosing engineered barriers, and the host rock and its geological setting.Clays and clayey material are important in the development of many national geological disposal systems. Clays exhibit many interesting properties, and are proposed both as host rocks and as material for engineered barriers. Whatever their use, clays present various characteristics that make them high-quality barriers to the migration of radionuclides and chemical contaminants. As host rocks, clays are, in addition, hydrogeologically, geochemically and mechanically stable over geological timescales (i.e. millions of years).

Since 1984, ENRESA is responsible of the radioactive waste management and the decommissioning of nuclear installations in Spain. The major recent challenge has been the approval of the Sixth General Radioactive Waste Plan (GRWP) as “master plan” of the activities to be performed by ENRESA. Regarding the LILW programme, the El Cabril LILW disposal facility will be described highlighting the most relevant events especially focused on optimizing the existing capacity and the start-up of a purpose–built disposal area for VLLW. Concerning the HLW programme, two aspects may be distinguished in the direct management of spent fuel: temporary storage and long-term management. In this regards, a major challenge has been the decision adopted by the Spanish Government to set up a Interministerial Committee for the establishment of the criteria that must be met by the site of the Centralized Intermediate Storage (CTS) facility as the first and necessary step for the process. Also the developments of the long-term management programme will be presented in the frame of the ENRESA’s R&D programme. Finally, in the field of decommissioning they will be presented the PIMIC project at the CIEMAT centre and the activities in course for the decommissioning of Jose´ Cabrera NPP.

The Planning Act of 28 June 2006 prescribed that a reversible repository in a deep geological formation be chosen as the reference solution for the long-term management of high-level and intermediate-level long-lived radioactive waste. It also entrusted the responsibility of further studies and investigations on the siting and design of the new repository upon the French Radioactive Waste Management Agency (Agence nationale pour la gestion des de´chets radioactifs – Andra), in order for the review of the creation-licence application to start in 2015 and, subject to its approval, the commissioning of the new repository in 2025. In late 2009, Andra submitted to the French government proposals concerning the implementation and the design of Cige´o (Centre industriel de stockage ge´ologique). A significant step of the project was completed with the delineation of an interest zone for the construction of the repositor’s underground facilities in 2010. This year, Andra has launched a new dialogue phase with local actors in order to clarify the implementation scenarios on the surface. The selected site will be validated after the public debate that is now scheduled for the first half of 2013. This debate will be organized by the National Public Debate Committee (Commission nationale du de´bat public). In parallel, the State is leading the preparation of an territorial development scheme, which will be presented during the public debate. The 2009 milestone also constitutes a new step in the progressive design process of the repository. After the 1998, 2001 and 2005 iterations, which focused mainly on the long-term safety of the repository, the Dossier 2009 highlighted its operational safety, with due account of the non-typical characteristics of an underground nuclear facility. It incorporates the first results of the repository-optimisation studies, which started in 2006 and will continue in the future. The reversibility options for the repository constitute proposals in terms of added flexibility in repository management and in package-recovery levels. They orient the design of the repository in order to promote those reversibility components. They contribute to the dialogue with stakeholders in the preparation of the public debate and of the future act on the reversibility conditions of the repository. The development of the repository shall be achieved over a long period, around the century. Hence, the designer will acquire additional knowledge at every new development of the project, notably during Phase 1, which he may reuse during the following phase, in order, for instance, to optimise the project. This process is part of the approach proposed by Andra in 2009 pursuant to the reversibility principle.

There are public entities that possess in their hands multiple property assets, that are difficult to manage, being, in many cases, buildings that are considered icons that contribute to the character of their surroundings or that take part of our historical heritage or have some kind of protection. It is difficult for the private sector to manage these assets, if in the public sector, we add the electoral cycle, the problems increase. At a public level, it is more complicated, since it should be understood that the planning of property assets and delivery do not correspond to the political cycles. In addition, policies change once established, perhaps with the development under construction, will inevitably have serious consequences on: the planning, cost and alignment of the building with the final needs of the asset. Therefore, it is important for all the stakeholders to realize that an approach is needed for the long-term management of property asset portfolios. To achieve this goal, we have developed a structured and programmed approach of Property Asset Management adapted to the public sector, in order to provide the best solutions.
