Purpose In September 2015, the UN member states approved an ambitious agenda toward the end of poverty, the pursuit of equity and the protection of the planet in the form of 17 Sustainable Development Goals (SDGs) and 169 targets. The purpose of this paper is to raise a concern about the context and framework that science, technology and innovation have in the finalized text for adoption that frames the SDGs especially regarding environmental degradation. The authors argue that emphasizing technology transfer in the agenda has the risk to do not recognize other technological alternatives such as eco-technologies, and endorse a limited vision of the role of science and innovation in the achievement of the SDGs. Science for sustainability has to go further than technology transfer, even questioning the limits of the current patterns of intensive use of natural resources and inequity in consumption. By discussing the historical backgrounds of this paradigm and elaborating on the role of science to achieve sustainability in a broader sense. It is in these terms that inter- and intra-discipline and the roles of researchers in sustainability transitions acquire relevance. Design/methodology/approach Although many theories regarding human development are in place and under discussion, the dominant view, reflected in the UN agreement, is that the progress of a country can be measured by the growth in the per capita gross domestic product. This variable determines if a society is able to reduce poverty and satisfy its basic needs for present and future generations (Article 3: United Nations (UN), 2015). Progress and economic growth in several aspects of human development has been substantial over the past 40 years. However, at the same time, the state of the environment continues to decline (UNEP, 2012). The obvious inquiry of these opposing trends is whether progress irremediably comes at the cost of environmental degradation. In 1972, the Club of Rome’s report entitled “Limits to growth” (Meadows et al. 1972) confronted the viability of perpetual economic growth. The report alerted of the impossibility of endless growth in population and production in a finite planet (Gómez-Baggethun and Naredo, 2015). The essay forecasted future crises of food and energy if the population and economic growth continued to grow at the same rate of the first half of the twentieth century. Nevertheless, the catastrophic projections were not met, mostly because of great advances in agriculture, water and energy technologies. Findings The SDGs constitute a relevant international recognition of the importance of the three edges of sustainable development. However, the pathways toward the achievement of the SDGs need to fully recognize that poverty, inequalities and global environmental problems are expressing a deeper crisis in the shape of economic growth, patterns of production and consumption and, in general, the logic of no limits in the exploitation of natural resources (Sheinbaum-Pardo, 2015). For this reason, the science of sustainability requires a deep understanding of the technological change and that technology is not the only approach toward sustainability. Research limitations/implications The paper reflects a conceptual discussion of the narrow vision of science and technology in the SDGs and their UN framework. The most important objective in the UN documents is technology transfer. This has the risk to do not recognize other technological alternatives such as eco-technologies, and endorse a limited vision of the role of science and innovation in the achievement of the SDGs. Practical implications An important discussion of the key points regarding SDGs is developed. Social implications “Transforming our world: The 2030 agenda for sustainable development (UN, 2015)” presents a narrow vision and a limiting role to the science of sustainability. Moreover, if these issues are not recognized, the achievement of the SDGs will continue to gain only marginal success. Originality/value It brings out a very important discussion of the role of science and technology in the ambitious UN agenda of the SDGs.

There are a total 169 targets spread across seventeen goals covering wide ranging issues and challenges the world is facing in the twenty-first century. And they are to be achieved by 2030. Concerted efforts of all the stakeholders ranging from indigenous communities, common citizens, scientists, policy makers, world leaders are needed to achieve all the goals and targets Of the seventeen goals, at least seven goals are of interest to the ethnobotanists and are associated with traditional ethnobotanical knowledge. Therefore to achieve those set of goals, a thorough understanding is required to disentangle the intricacies involving traditional ethnobotanical knowledge, indigenous people as traditional knowledge holders and their future role. Understanding relationships between traditional ethnobotanical knowledge and indegenous communities, seeking cooperation from and establishing partnerships with them would help us design policies to achieve intended outcomes of SDGs. In this paper, particular attention is attracted towards the potential role of traditional ethnobotanical knowledge in achieving select sustainable development goals and targets.

Indigenous knowledge is the traditional knowledge that is unique to a society. Traditional knowledge is also called: ‘local knowledge’, ‘folk knowledge’, ‘people’s knowledge’, ‘traditional wisdom’. This knowledge is passed from generation to generation, usually by word of mouth and cultural customs. It has been the basis for agriculture, health care, food preparation, education, conservation and the other many activities that sustain societies in all over the world. Sustainable development means establishing a balance between socioeconomic development and environmental protection, with traditional knowledge local communities. In 2015, the United Nations agreed on 17 Sustainable Development Goals, a set of targets for improving lives while protecting natural resources by the year 2030 and they included indigenous peoples, and acknowledged that there can be no sustainable development without protecting the traditional knowledge. Indigenous knowledge plays an important role in achieving global sustainable development goals through various traditional practices. Therefore, in this study, contribution of various researchers is explored regarding role of indigenous knowledge in achieving sustainable development goals. On the basis of previous studies we found various areas in which indigenous knowledge is used. These areas include; agriculture, health, education, climate change, cultural identity, environmental justice, fisheries, forests and wildlife, natural resources. The use of indigenous knowledge in these sectors helps in achieving of sustainable development goals.

Parliament has its role in supporting Sustainable Development Goals (SDG). SDG number 16 on peace, justice, and strong institution states one indicator of a legislative institution (for “responsive, inclusive, participatory and representative”, that the Inter-Parliamentary Union (IPU) commits to achieve. However, parliament must support the government in achieving all SDG programs as stated in Agenda 2030. What is the role of parliament in this and how to achieve it? This paper aims to show that the role of parliament in SDG is beyond the traditional legislative role of legislating, budgeting and overseeing the government, but more on representing people, meaning channeling people’s voice at the global forums, notably the parliamentary forums discussing sustainable development issues. The cases used in this paper are Southeast Asian parliaments, notably Indonesia, Malaysia, and Singapore. The paper uses four cases of parliamentary gatherings: the World Parliamentary Forum on Sustainable Development Goals in 2017-2019 (3 meetings) that Indonesian parliament organized and the 10th Asia-Europe Parliamentary Meeting (ASEP) in 2018 that the European Parliament organized, where parliaments of Indonesia, Malaysia and Singapore were attended. The study shows that the parliaments still focus much on secondary sources for gathering information, that is from the government, senior policymakers, and international agency personnel to support SDG, rather than bringing the constituents’ voices on these forums. The case also shows that personalized politics still exist from the Indonesian parliamentary side –and not so obvious from the Malaysian and Singaporean sides. This may serve as a base for further study of whether the parliamentary system works better than the presidential system. The parliamentary system emphasizes more on the constituent background, while the presidential one states the members’ political party affiliation.

The 2030 Agenda for Sustainable Development, the Sustainable Development Goals (SDGs), are high on the agenda for most countries of the world. In its publication of the SDGs, the UN has provided the goals and target descriptions that, if implemented at a country level, would lead towards a sustainable future. The IAEG (InterAgency Expert Group of the SDGs) was tasked with disseminating indicators and methods to countries that can be used to gather data describing the global progress towards sustainability. However, 2030 Agenda leaves it to countries to adopt the targets with each government setting its own national targets guided by the global level of ambition but taking into account national circumstances. At present, guidance on how to go about this is scant but it is clear that the responsibility is with countries to implement and that it is actions at a country level that will determine the success of the SDGs. Reporting on SDGs by country takes on two forms: i) global reporting using prescribed indicator methods and data; ii) National Voluntary Reviews where a country reports on its own progress in more detail but is also able to present data that are more appropriate for the country. For the latter, countries need to be able to adapt the global indicators to fit national priorities and context, thus the global description of an indicator could be reduced to describe only what is relevant to the country. Countries may also, for the National Voluntary Review, use indicators that are unique to the country but nevertheless contribute to measurement of progress towards the global SDG target. Importantly, for those indicators that relate to the security of natural resources security (e.g., water) indicators, there are no prescribed numerical targets/standards or benchmarks. Rather countries will need to set their own benchmarks or standards against which performance can be evaluated. This paper presents a procedure that would enable a country to describe national targets with associated benchmarks that are appropriate for the country. The procedure builds on precedent set in other countries but in particular on a procedure developed for the setting of Resource Quality Objectives in South Africa. The procedure focusses on those SDG targets that are natural resource-security focused, for example, extent of water-related ecosystems (6.6), desertification (15.3) and so forth, because the selection of indicator methods and benchmarks is based on the location of natural resources, their use and present state and how they fit into national strategies.

Public sector organizations, primarily higher education institutions (HEIs), are facing greater levels of responsibility since adopting and committing to the Agenda 2030 for Sustainable Development (SD) and its 17 Sustainable Development Goals (SDGs). HEIs are expected to provide guidance for various stakeholders on this matter, but also to implement this agenda and the SDGs in their institutions. Although the role of these organizations has been recognized, the fields and issues that HEIs should address on their path towards sustainability and SD are still unclear. To provide further clarity, a semi-systematic literature review on sustainability and SD in HEIs was conducted to identify both the key concepts and main research themes that represent sustainability and SD in HEIs and to identify research gaps. This review increases our knowledge of this topic and enhances our understanding of sustainability and SD in the context of HEIs.
