The purpose of this article is to determine the relevant indicators for compiling an environmental security index of the Arctic Zone of the Russian Federation (AZRF) and ranking (compiling a rating) of the regions of the AZRF on its basis. We have developed our own methodology for constructing this rating.The ecological block of indicators includes three groups of parameters: impact on atmospheric air and water environment, as well as waste management. In the ecological-economic block of indicators, characteristics, such as the expenditures on environmental protection and investments in this area per capita, are described. The socio-ecological block includes two main parameters: the comfort of living in Arctic cities (index of the quality of the urban environment; the share of the population in regions and cities with high and very high levels of pollution; provision of the population with clean drinking water) and the state of urban infrastructure(degradation of the infrastructure in areas such as water supply, sewerage, waste collection and disposal, pollution control activities, and the degree of housing improvement).The first and second places in the AZRF environmental security rating belong to the Nenets and Chukotka Autonomous Districts. They have high indicators in the ecological and ecological-economic blocks of indicators. The outsider of the rating is the Krasnoyarsk Province, which occupies the last positions in almost all groups of parameters—ecological (waste management, impact on the water and air environment), economic (expenditure on and investments in environmental protection) and socio-ecological (comfort of the urban environment and the state of urban infrastructure).This rating can have practical application in the work of federal, regional and municipal authorities involved in planning and implementing the strategy for sustainable development of regions and cities of the Russian Arctic, as well as in the activities of scientific and non-profit organizations that monitor, analyze and evaluate the effectiveness of this strategy.

The relevance of the research topic is due to the need for a systematic approach to the organization of environmental safety related to waste management in the Arctic zone and regions of the Far North. One of the solutions to waste management in the Arctic zone can be the introduction of reverse logistics. The purpose of the article is to consider an empirical model of the stages of implementation and functioning of backflow logistics within the framework of project management of a system for ensuring environmental safety and resource efficiency. The article presents the results of research in the field of waste management in the regions of the Far North by the introduction of reverse logistics. Risk factors from radioactive waste and their consequences for the regions of the Far North are presented, as well as the main factors complicating the work of the waste management system in the Russian Arctic. A properly designed reverse logistics model can be used as a tool in waste management.

The article is devoted to the study of modern theoretical and legal problems of ensuring biological security in the Arctic zone of the Russian Federation. The published Draft of Federal law No. 850485-7“On biological security of the Russian Federation”provides an opportunity to take a closer look at the problem of legal provision of biological security in relation to the most vulnerable ecosystems, and, first of all, the Arctic. The article considers the most important features and potential risks of the Arctic zone of the Russian Federation of critical importance from the point of view of biological hazards, the features (specificity) of biological safety problems from the point of view of organizational-legal features and, in particular, from the perspective of environmental law. It is proved that, given the special situation of the Arctic zone of the Russian Federation, in addition to the base Federal law“About biological safety” required a specific law on biological and ecological safety of the Arctic zone of the Russian Federation, which should be generated on a slightly different model than the draft Federal law «On biological safety”, to wear the most specific, applied nature.

The paper considers the priorities of the state policy of the Russian Federation in the Arctic, from the point of view of the development of scientific research, identified by the main strategic documents of national policy and security in the Arctic zone of the Russian Federation. Measures for implementation of priorities in the development of scientific research in the Arctic can be divided into three main sections: 1. Scientific projects and expeditions in the Arctic; 2. International activities; 3. Coordination and implementation of integrated research in the Arctic. Note that currently the Ministry of education and science of the Russian Federation develops the Analytical Coordination Program “Comprehensive research of the Arctic and Antarctic”, in cooperation with the federal state bodies and Governance of the Subjects of the Arctic zone of the Russian Federation. The mechanism of the Program will ensure coordination between state bodies for integrated scientific researches in the Arctic in the interests of economic and scientific development of the region, and the creation of the scientific, technical and technological reserve in order to ensure of national security in the Arctic zone of the Russian Federation.
