The purpose of this article is to determine the relevant indicators for compiling an environmental security index of the Arctic Zone of the Russian Federation (AZRF) and ranking (compiling a rating) of the regions of the AZRF on its basis. We have developed our own methodology for constructing this rating.The ecological block of indicators includes three groups of parameters: impact on atmospheric air and water environment, as well as waste management. In the ecological-economic block of indicators, characteristics, such as the expenditures on environmental protection and investments in this area per capita, are described. The socio-ecological block includes two main parameters: the comfort of living in Arctic cities (index of the quality of the urban environment; the share of the population in regions and cities with high and very high levels of pollution; provision of the population with clean drinking water) and the state of urban infrastructure(degradation of the infrastructure in areas such as water supply, sewerage, waste collection and disposal, pollution control activities, and the degree of housing improvement).The first and second places in the AZRF environmental security rating belong to the Nenets and Chukotka Autonomous Districts. They have high indicators in the ecological and ecological-economic blocks of indicators. The outsider of the rating is the Krasnoyarsk Province, which occupies the last positions in almost all groups of parameters—ecological (waste management, impact on the water and air environment), economic (expenditure on and investments in environmental protection) and socio-ecological (comfort of the urban environment and the state of urban infrastructure).This rating can have practical application in the work of federal, regional and municipal authorities involved in planning and implementing the strategy for sustainable development of regions and cities of the Russian Arctic, as well as in the activities of scientific and non-profit organizations that monitor, analyze and evaluate the effectiveness of this strategy.

In recent years, a new market trading in cryptocurrencies and instruments based on them has been formed. The market of This paper The goal of the study is to analyze the degree of differentiation of the Arctic regions of Russia by the key indicators of socioeconomic development, dependence of their economic development on the raw materials industries, which should be accounted to shape an efficient regional policy by the state and achieve the strategic goals for the reclamation and development of the Russian Arctic zone. The methodology of the study is based on a systematic approach to assessing the socioeconomic and sectoral differentiation of the Arctic regions of Russia. A set of general scientific and special research methods was used. The conducted analysis indicates that all the Arctic regions under study have a narrow raw materials nature of the economy, the sectoral structure is poorly differentiated. The policy of equalizing the per capita income and the cost of living in the Arctic regions with other regions of Russia largely determined the outflow of population from the northern regions. The state regional policy in relation to the Arctic regions should take into account their heterogeneity in order to achieve the results outlined in the strategic documents.

RESUMO Objetivo: Esta pesquisa tem como objetivo identificar quais os possíveis reflexos da legitimação fundiária dos núcleos urbanos informais consolidados ao meio ambiente. Metodologia: A metodologia utilizada, quanto aos meios, é o método dedutivo, por meio de análise doutrinária, bibliográfica e normativa. Quanto aos fins, a metodologia é qualitativa. Resultados: A conclusão a que chegou é de que a legitimação fundiária é um instrumento frágil, que não solucionará o problema da moradia digna no Brasil e trará consequências graves ao meio ambiente das cidades. Contribuições: A exclusão do estudo ambiental e dos projetos de urbanização em todos os casos que não envolvam áreas de proteção ambiental ocasionará um crescimento desordenado e de impossível correção, e para que haja uma real observância dos preceitos constitucionais é necessário que o Estado cumpra o seu dever de organização das cidades e pare de procurar mecanismos para aplacar as obrigações não cumpridas. Palavras-chave: Legitimação fundiária; meio ambiente urbano; ordenamento territorial; regularização urbana. ABSTRACT Objective: This research aims to identify which are the possible reflexes of land tenure legitimacy of informal urban centers consolidated to the environment.Methodology: The methodology used is deductive, through doctrinal, bibliographic and normative analysis. As for the purposes, the methodology is qualitative. Results: The conclusion reached is that land tenure is a fragile instrument, which will not solve the problem of decent housing in Brazil and will have serious consequences for the environment of cities.Contributions: The exclusion of the environmental study and urbanization projects in all cases that do not involve areas of environmental protection will cause a disorderly growth and of impossible correction, and in order to exist a real observance of the constitutional law, it is necessary that the State complies with its duty of organizing cities and stop looking for mechanisms to appease unfulfilled obligations.Keywords: Land tenure legitimization; urban environment; land legal system; urban regularization.

The similarity of the regions of the Russian Arctic and the state of Alaska in the United States in the climate, geographical and geopolitical terms is obvious. However, at the same time there are many differences, in many ways determining the level and quality of life of the population of these territories. The historical retrospective of the development of Siberian and northern lands development by the Russian people, who reached the strait between Asia and America and colonized part of the territory of North America, about the successful beginning and end of this "company" stretching for two centuries, some understanding of the need to develop new lands for the Russian man individually and the state as a whole, the article refers. Considering the situation of modern Russia and the United States of America in terms of the sustainable development of the northern, Arctic regions of both countries, an attempt is made to find possible ways to improve the financial situation of the indigenous peoples of the North and the non-native inhabitants of the Arctic zone of the Russian Federation by comparing constitutional approaches to socio-economic development and the area of environmental management of the Russian and American Arctic.

The transport accessibility of the Arctic zone is of strategic interest for Russia from the point of view of the possibility of mineral exploration and ensuring further systemic development of this part of the national territory.The objective of the study is to carry out a spatial analysis of the transport system of the Republic of Sakha (Yakutia), to identify its topological properties and restrictions that impede providing sufficient logistics services. Based on the method of spatial analysis, the conducted study of the state of the transport system of the Republic of Sakha (Yakutia) allowed to assess transport provision within its territory for three types of transportation: transport provision of internal regional (local) transportation, transport provision of accessibility (entry and exit) of the territory of the region, and transport provision of transit transportation across the region.The study showed that air transport is the main mode for passenger transportation, while seasonal water and winter road transportation are the main modes of freight haulage.The regions of Yakutia with access to traffic arteries and isolated from them have been identified. Calculations based on the Engel’s coefficient allowed to proceed with a mathematical assessment of the transport system of the region, which indicates its insufficient development due to the lack of year-round transportation routes in the areas of the Far North and the Arctic zone. The transport infrastructure of this part of the region are represented by seasonal winter roads and waterways, which prevents from assessing their general year-round potential. For its assessment, it is necessary to consider seasonal availability of each individual section of the network.

Purpose. To conduct an analysis of funding from state and regional budgets for environmental needs in general and itemized as waste management, to identify correlations of data and to build on their basis a mathematical apparatus for forecasting the financing of environmental needs in the event of a budget crisis. Methodology. The results of the study were obtained using general and special methods of cognition. Methods of comparative analysis, content analysis and logical generalization were used to analyze the financing of environmental needs in general as well as waste management, in particular. Methods of quantitative and qualitative comparison were used to detect data correlation and isolation from random effects on the resulting function of non-random components. Methods of scientific abstraction and mathematical formalization were used to form a mathematical apparatus for forecasting the financing of environmental needs in the event of a budget crisis. Findings. It is proposed to introduce a strategic systems approach to address pressing issues of environmental protection and industrial waste management in the face of a shortage of financial resources both at the state level and at the regional level. The mathematical apparatus has been formed for this purpose. The increasing relevance of the forecast was achieved by introducing an original methodology. Trends and features of budget financing of ecological programs at the state and regional levels are revealed. With a chronic lack of financial resources, there is a tendency of a steady increase in current costs of waste management. Peculiarities of financing ecological needs from regional budgets are studied. It is stated that regional budgets are affected not only by the risks inherent in national funding, but also by their own sets of risks. Originality. The presence of correlated components in white noise of ARMA-models increased the relevance of forecasts of financing environmental programs in the crisis. The practical reliability of the correlation between some components of white noise and the integrated indicator of the level of economic security is established. It was found that the financing of environmental programs from regional budgets is characterized by more uneven changes than in the case of state funding. Practical value. Forecasts for the volume of industrial waste for disposal in specially designated places and the volume of capital investment and current costs of waste management have been developed. The possibilities of the mathematical model for the formation of forecasts of future periods are tested. Forecasts for the following years and approximations of previous periods are presented in a convenient analytical form to be used by specialists. Forecasting budget revenues for environmental needs allows planning a phased solution to environmental problems and attracting the necessary external financial resources, increases the ability of public control of financial flows and access to the planned indicators of each of the environmental investment objects. In a broader sense, it provides a tool for shaping the sphere of environmental protection as a single system.

В статье на основании авторских эмпирических исследований, проведенных в 2017 г. и 2021 г., рассматривается динамика удовлетворенности молодежи г. Казани экологическими и социальными аспектами качества городской среды. Полученные данные свидетельствуют о том, что экологическая обстановка и состояние городской инфраструктуры сохраняют для молодого поколения свою значимость. При сохранении позитивных тенденций относительно большинства показателей, характеризующих экологическую ситуацию, выявлено снижение доли удовлетворенных состоянием водных объектов и санитарным состоянием города. Что касается городской инфраструктуры, то выявлено снижение удовлетворенности ее общим состоянием, а также такими составляющими как количество организованных автостоянок и количество спортивных объектов. Кроме того, в работе анализируются факторы, определяющие привлекательность для молодежи районов города, и выделяются наиболее важные мероприятия, направленные на улучшение качества городской среды. Based on the author's empirical research carried out in 2017 and 2021, the article examines the dynamics of satisfaction of young people in Kazan with the ecological and social aspects of the quality of the urban environment. The data obtained indicate that the ecological situation and the state of the urban infrastructure retain their importance for the younger generation. While maintaining positive trends in relation to most of the indicators characterizing the ecological situation, a decrease in the share of those satisfied with the state of water bodies and the sanitary state of the city was revealed. As for the state of the urban infrastructure, a decrease in satisfaction with its general state, as well as with such components as the number of organized parking lots and the number of sports facilities, was revealed. The work also analyzes the factors that determine the attractiveness of city districts for young people and highlights the most important measures aimed at improving the quality of the urban environment.

The article considers issues associated with the problems and means of supporting the construction organizations operating in the Arctic zone of the Russian Federation (AZRF), including the state measures of supporting these organizations. The author proposes to establish an organizational and economic mechanism of supporting construction organizations operating in the AZRF. According to the author, this mechanism would ensure a faster and more effective implementation of the state goals set out in Presidential Decree no. 645 of 26.10.2020 «On the Strategy for the Development of the Arctic Zone of the Russian Federation and Ensuring National Security for the period up to 2035». A system of assessing the level of development of state means of supporting construction organizations operating in the regions of the Russian Arctic is offered.

The development of the Arctic zone of the Russian Federation, as well as the development of the Arctic regions of the Russian Federation and its industrial exploration, requires solving many complex problems, including the creation of new highly efficient technologies for resource extraction and processing, better organization of production activities, transport, logistics, ensuring international standards of environmental safety, conservation and support of indigenous peoples, and many more. The current stage of the Arctic development and exploration requires highly effective organizational systems, the activities of which are determined by the interaction of the state and business structures.
