The article deals with the problems of professional education at the current stage of national economy’s development. The authors attract attention to the difference between the approaches to improving secondary and higher professional education. Government agencies of the highest level focus on improving the system of higher education and labour force training, but training of mid-level specialists has recently fallen out of their sight. Lately a great number of colleges have become part of higher educational institutions. However, during the latest reorganization of the Ministry of Education and Science, which resulted in foundation of the Ministry of Education, secondary professional education fell under the jurisdiction of the latter. The authors suggest uniting secondary and higher professional education into one single system and consider that as higher education. Line engineers will be trained at colleges (even on the basis of basic general education) but probably the term of training will be a little longer due to the fact that colleges are expected to be part of the university structure. Such educational programs could be implemented in regional branches of head universities to provide local industries, small and medium businesses with skilled workforce. The practice of students’ training proved that the division of Bachelors’ and Masters’ competences by the type of their future job is senseless as students do not determine their preferences for future occupation during the period of their studies. The authors suggest developing generalized competence models of graduates. The models could be used to formulate the requirements to the graduates with different level of education. Graduates with professional education will receive diploma together with a supplement containing the list of competences obtained. New Federal State Educational Systems of all levels of higher education read that professional competences are established by an educational institution itself. Therefore, the authors suggest considering issuing university diplomas instead of those of state educational standard.

В статье показано влияние внесения разных доз куриного помета и известкования на агрофизические свойства чернозема выщелоченного, урожайность яровой пшеницы и гороха. В результате проведенных исследований на опытном поле ФГБОУ ВО Пензенский ГАУ (Пензенская область, Мокшанский район) выявлено, что при внесении разных доз куриного помета и проведения известкования в выщелоченном черноземе наблюдается восстановление утраченной водопрочной структуры, снижение равновесной плотности, накопление и эффективное расходование влаги в течение вегетации. Внесение доз помета от 2,0 до 10,0 т/га повысили урожайность зерна первой культуры (яровой пшеницы) на 22,6-61,1, а применение известняковой муки в качестве химического мелиоранта на фоне применения разных доз куриного помета и в чистом виде на 10,5-77,7. Суммарная продуктивность возделываемых культур за три года исследований в зависимости от доз помета увеличилась на 15,4-42,7 на фоне без известкования и на 23,8-52,2 на известковом фоне, что дало дополнительно от 1,49 до 3,30 т/га зерновых единиц.The article shows the effect of introducing different doses of chicken dung and liming on the agrophysical properties of leached chernozem, the yield of spring wheat and peas.As a result of studies in the experimental field of the Federal State Budgetary Educational Institution of Higher Education Penza State Agrarian University (Penza region, Mokshan district), it was revealed that when various doses of chicken dung and liming are applied in leached chernozem, the lost water-resistant structure is restored, the equilibrium density is reduced, accumulation and moisture spending are effective during vegetation. Adding doses of the bird dung from 2.0 to 10.0 T/ha increased the yield of grain of the first crop (spring wheat) by 22.6-61.1, and the use of limestone flour as a chemical ameliorant together with the use of different doses of chicken dung and in pure form by 10.5-77.7. The total productivity of cultivated crops for three years of research, depending on the doses of the bird dung, increased by 15.4-42.7 on a background without liming and by 23.8-52.2 on a lime background, which gave an additional 1.49 to 3.30 t/ha of grain units.

Nikiforova is a scientific and qualification work, which is essential for the science of theory and the history of law and the state and meets the requirements established by the Regulation on awarding scientific degrees, as well as on awarding S. A. Nikiforova the degree of candidate of juridical sciences on specialty 12.00.01. The article is the official opponent’s review of the dissertation. The structure and content of the dissertation of N. S. Nikiforova are analyzed.

<p>The article provides an overview of research relating to various aspects of networking, especially network interaction models, used in educational practice institutions. Here are considered some of the existing concept of networking. The article offers a detailed considering of networking in higher education, which is characterized by several basic processes, namely the development of distance education, academic mobility of teachers, distribution of student exchange programs, the development of research activities, including the international level. As an example, we consider the networking of vocational training in the preparation of bachelors in the branch FSAEI HE (Federal State Autonomous Educational Institution of Higher Education) "Russian State Vocational Pedagogical University" in Kemerovo. The purpose of training teachers of SVE (secondary vocational education) in accordance with the professional standards of the teacher and the federal state educational standards is to design the network of educational programs and the participation of educational institutions in networking.
